Discussion
A Tentative Tract Map application (Application Number 19ENT-0206) was submitted to the City Planning Division on May 23, 2019, to reconfigure the lot lines for 17 existing parcels to create 18 new lots. The new lot configuration, which resolves potential outstanding title ambiguities, will not directly result in any intensification of use of the subject site’s existing facilities and will not result in any expansion or changes in the subject site’s land use or density. After a public hearing and careful review of the record and staff recommendations, the City Council approved a Tentative Tract Map on March 22, 2022 as part of its review of the Providence Saint John’s Health Center Phase Two Master Plan and Third Amendment to the Development Agreement that provided certain vested rights, development standards, infrastructure requirements, and community benefits for future buildings/improvements on portions of the Saint John’s Health Center Campus. The action of the City Council pertaining specifically to the Tentative Tract Map was based on its findings that the proposed subdivision will have no significant environmental impact and is in conformance with all state and local laws and regulations, and applicable General Plan Elements. The Council’s Statement of Official Action for the Tentative Tract Map is provided as Attachment “B”. The Final Map conforms to the Tentative Map.
The Final Map has been approved by the Los Angeles County Engineer’s office and certified by the City Engineer for conformance with the Tentative Map and conditions 1 Addresses associated with the Final Tract Map:

Environmental Review
The project is exempt from CEQA pursuant to CEQA Section 15268(b)(3), which exempts ministerial projects, including approval of final subdivision maps. The tentative tract map was also considered as part of the Environmental Impact Report (EIR) prepared for the Providence Saint John’s Health Center Phase Two Master Plan Project (SCH No. 2017041030). A Notice of Preparation was published, a scoping meeting was held, a Notice of Completion and Public Availability of the Draft EIR were published, and public comments were accepted for a total of 45 days. The Final EIR was published, and certified and a Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program was adopted by the City Council on March 22, 2022 (Council Resolutions 11408 and 11409).
