A special meeting of the Santa Monica Housing Authority was called to order by Chair Negrete at 10:07 p.m., on Tuesday, April 8, 2025, at City Council Chambers, 1685 Main Street.

12.A. Public Hearing and Adoption of Santa Monica Housing Authority Draft 5-Year Plan Fiscal Year 2025, the 2025-26 Annual and Administrative Plans, was presented.
Recommended Action
Staff recommends the Santa Monica Housing Authority Board:
1. Hold a public hearing and receive public comment
2. Adopt the Santa Monica Housing Authority 5-Year Plan Fiscal Year (FY) 2025 for FY 2025-2030
3. Adopt the FY 2025-2026 Annual Plan for the previous 5-Year Plan FY 2020-2025
4. Adopt the FY 2025-2026 Santa Monica Housing Authority Administrative Plan
5. Authorize the Submission of the FY 2025-2026 PHA plan which consists of the 5-Year Plan FY 2025, the Annual Plan FY 2025-26, and Administrative Plan to the United States Department of 2 April 8, 2025

6. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines.
Member of the public Denise Neal spoke to the recommended action.
Question asked and answered of staff included how many members of the public/voucher holders participated in this process and how did it compare to previous years.
Motion by Chair Pro Tem Torosis, seconded by Authority Member Raskin, to adopt staff recommendations 1, 3, 4, 5, and 6. The motion was approved by the following vote:
AYES: Authority Members Muqtasid St. Claire, Zwick,
Hall, Raskin, Snell, Zernitskaya,
Chair Pro Tem Torosis, Chair Negrete
NOES: None
ABSENT: None
Motion by Chair Pro Tem Torosis, seconded by Authority Member Zernitskaya, to adopt staff recommendation 2. The motion was approved by the following vote:
AYES: Authority Members Zernitskaya, Snell, Raskin, Hall, Zwick,

NOES: Authority Member Muqtasid St. Claire
