• A Consolidated Plan is a HUD-required 5-year comprehensive plan for housing and community development to determine the types of projects that should be funded. • The Consolidated Plan identifies priority needs and sets strategic funding goals. • The Consolidated Plan is implemented annually through Annual Action Plans that indicate how the five-year plan goals will be funded with a given year’s allocation. • The Consolidated Plan and each Annual Action Plan must have a public participation process and be published for a 30-day comment period.
• The plans currently being developed are the 2025-2029 Consolidated Plan and the 2025 Annual Action Plan.
• To develop the plans, grantees analyze data sources and conduct community outreach through surveys, stakeholder interviews, community meetings, and public hearings.
