Subject: Housing Commission Recommendations for new and incumbent Commissioners Good morning
I am proud to recommend our two incumbent Commissioners; Theresa Marasco and Deborah Lynch.
Commissioner (past Vice Chair) is a critical member of our commission. Commissioner Marasco has tremendous dedication and exhibits an encyclopedic knowledge of Housing related regulations. She is formerly homeless and a Section 8 Voucher recipient. She is chair of several of our subcommittees addressing Inclusionary and Affordable Housing, Ms Marasco Is also the Chair of the newly created CAB/HAB Commission. She tirelessly donates her time to those facing housing issues such as eviction. Commissioner Marasco’s dedication to the Housing Commission is insurmountable that is why I recommend with tremendous certainty, Commissioner Marasco for an addition term as Housing Commission.
I also recommend Commissioner Lynch to an additional term as Housing Commissioner. Although Ms Lynch is still learning the workings of Housing Commission, she is fervently addressing the needs of Housing Commission with dedication and a strong understanding of the needs of our Housing Voucher Recipients. Commissioner Lynch has also been unhoused and is a current recipient of a Section 8 Voucher.
That leaves our two new Applicants. Housing Commission recommend Dr Lynda Rush and Dr Raymond Rakhshani as new appointees to Housing Commission. Based upon their applications we feel that they would bring enthusiasm and intelligence to our Commission. They also satisfy the over 62 requirement.
Thank you for your time,

RE: 6/24 item 16-A -- Support Andrew Wilder for Airport Commission The Friends of Sunset Park (FOSP) Board of Directors supports the re-appointment of Andrew Wilder for a third term on the Airport Commission.
At this critical juncture of transition of the Santa Monica Airport land, a commissioner with a wide depth of institutional knowledge will be an asset to have on the Airport Commission. Mr. Wilder has been a dedicated commissioner during his first two terms as an Airport Commissioner. He as acted at Commission Chair and is currently the Vice-chair.
Mr. Wilder is well versed in the rules/regulations of Airport operations, SM Airport history, eVTOLs (Electric Vertical Take-Off and Landing Aircraft), environmental issues, and the Airport Conversion Project.
He is well respected by the other Commissioners and is known for his collaborative skills.
As Council considers recommendations and guidance from the Airport Commission during the three upcoming years of the Airport transition process, Mr. Wilder will be a valuable voice on the Airport Commission with seasoned insight and expertise on Airport issues. He will be the best choice to help shepherd the future of the airport land into a Great Park.

My god she is qualified from ten directions ..a business owner, an attorney, a professor, certified financial planner, a research analyst in the financial investment sector. He has no real qualifications. But, we know how Judy throws power around..shame about it.. so I hope those who pander to her, namely Dan Hall, Natalya, and Jesse Zwick.. see who is the clear choice- it is Lisa Jungham.

RE: 6/24/25 agenda item 16-A -- Airport Commission – Support Andrew Wilder for 3rd term I urge you to re-appoint Andrew Wilder to the Airport Commission.
Andrew Wilder, during his years on the Airport Commission, has served as both Vice Chair and Chair, and he is very knowledgeable about Santa Monica Airport’s history, current operations, and unique challenges.
He first became involved in Airport issues during the “Yes on LC” campaign in 2014, building and managing the Measure LC website https://ItsOurLand.org/
In his day job, running a Certified B Corporation with more than 20 employees, and in his volunteer work on the Commission, Andrew has always focused on collaboration, thoughtful planning, and delivering long-term value to the community.
On the Commission, he has worked on the Runway Shortening project, the reuse of excess Airfield pavement, the Airport Minimum Standards, Noise Code enforcement, safety concerns, air quality, and the introduction of "unleaded" aviation fuel for the piston/propeller aircraft.
Andrew has also served on various Commission ad hoc committees on issues including the eVTOLs (Electric Vertical Take-Off and Landing Aircraft).
As the closure of the Airport approaches, the Airport Commission is uniquely positioned to help shape a transformation that will advance equity, environmental stewardship, resilience to climate change, and expanded access to open space. As additional housing is built in the city, the need for parks will continue to increase.
Andrew shares my belief that a Great Park on the Airport property will improve the quality of life for all Santa Monica residents for hundreds of years to come -- a proud legacy for the city.
Again, I urge you to re-appoint Andrew Wilder to the Airport Commission.
Thank you for your consideration.

Dear Mayor Negrete, Mayor Pro Tem Torosis, and Honorable Councilmembers, As a Santa Monica resident, I am writing to strongly support Andrew Wilder's reappointment to a third term on the Santa Monica Airport Commission.
Since attending Airport Commission meetings beginning in October, I have been consistently impressed with Andrew's balanced point of view, professionalism, knowledge, and dedication to our community.
His deep understanding of the airport's operations and transition challenges is evident in every discussion, and he brings both expertise and genuine care to this critical work.
Andrew's commitment extends well beyond his official duties. When I hosted a community meeting during the airport-to-park conversion outreach, Andrew generously volunteered his time to attend and answer residents' questions. This kind of above-and-beyond service demonstrates exactly the type of public servant we need guiding this historic transition.
As we move toward the airport's closure and the transformation of 192 acres into a Great Park, continuity of experienced leadership is essential. Andrew has earned the community's trust through eight years of distinguished service, and his vision for an equitable, sustainable future aligns perfectly with our city's values.
Andrew Wilder represents the best of civic engagement—knowledgeable, accessible, and truly committed to Santa Monica's future. I urge you to support his reappointment.
Thank you for your consideration.

Dear Mayor Negrete and Honorable Councilmembers,
I urge you to reappoint Andrew Wilder to a third and final term on the Santa Monica Airport Commission.
Andrew has served with distinction for the past eight years, including as Chair and Vice-Chair. He brings deep institutional knowledge of the airport’s history, current operations, and community impact. From his early work on the 2014 “Yes on LC” campaign – where he built and managed the Measure LC website – to his leadership on such critical issues as runway safety, air quality, noise enforcement, the move to introduce eVTOLs at SMO, and the shift to unleaded aviation fuel, Andrew has consistently prioritized community wellbeing and long-term vision.
Professionally, he runs a Certified B Corporation with over 20 employees, a role that reflects his commitment to sustainability, transparency, and public benefit – values that guide his civic work as well.
As the Airport Commission shifts from monitoring aviation operations to guiding one of the most significant public land transitions in our city’s history, Andrew’s leadership is more important than ever.
He understands the challenges and the potential. He shares the community’s vision of a Great Park that enhances equity, climate resilience, and quality of life for Santa Monica’s for generations to come.
Given the challenges and opportunities ahead, including the airport’s planned closure and the 192-acre land reuse process, continuity of leadership is essential. Andrew Wilder has earned the trust of the community, his fellow Commissioners, and City staff. I strongly support Andrew Wilder’s reappointment for a third term and hope you will vote in favor of his continued service to our community.
Thank you for your service and for considering this important request.

Subject: Incumbent Commission Application Postings Item 16-A
EXTERNAL
Councilmembers and City Manager Polacheck,
An issue has arisen regarding the posƟng of incumbent board/commission applicaƟons. FOSP has been copied on a complaint from Mark Smith regarding this issue.
As a Boardmember of two organizaƟons, Friends of Sunset Park (FOSP) and Airport 2 Park (A2P), and an Advisory Boardmember of the Great Park CoaliƟon (GPC), we have a parƟcular interest in the applicaƟons for the Airport Commission.
We do have knowledge that incumbent Commissioner Andrew Wilder’s applicaƟon was submiƩed prior to the deadline, yet it was never posted. Upon inquiry, we were told that the City Clerk said incumbents’ applicaƟons were not posted. Evidently, this is a change from previous policy when all applicaƟons were posted.
Since Mr. Wilder’s applicaƟon was submiƩed prior to the deadline, his applicaƟon cannot be disregarded.
Mr. Smith claimed that Mr. Wilder did not acknowledge that he was applying for a third term. We have obtained a copy of Mr. Wilder’s applicaƟon. It clearly states that he is applying for a third term. Although it is not common for a commissioner to apply and be appointed for a third term, it does happen from Ɵme to Ɵme. Former Airport Commissioner David Kaplan served three terms.
Mr. Smith also claims that Mr. Wilder has “zero knowledge of aviaƟon.” Mr. Wilder has sat on the Airport Commission for 8 years, has been Chairman, and is currently Vice-Chair. It is absurd to state that he has zero knowledge of aviaƟon.
Mr. Smith also claims that Mr. Wilder has a “conflict of interest” because he lives near the airport. This complaint doesn’t have two legs--or even one leg—to stand on. There have been MANY current and previous Airport Commissioners that live in Sunset Park. I believe Mr. Smith himself lives in Sunset Park and has been a past applicant for Airport Commissioner. One of the other current applicants, Eve Lopez, also lives in Sunset Park. In any case, the Santa Monica Airport closure is not determined by the Airport Commission. The Airport closure has already been voted on by the City Council and the transiƟon process is in progress.
Although I only have knowledge of Mr. Wilder’s applicaƟon, there may be other incumbent applicaƟons that may be caught up in this policy change. None of these applicaƟons should be disqualified.
The simplest opƟon to remedy this issue is to make it a policy that ALL applicaƟons, whether new or incumbent, be posted on the City web site but the City certainly cannot penalize any incumbent applicaƟons in the current appointment cycle.

Please reappoint Andrew Wilder to the SMO Airport
Commission.
Andrew has been a dedicated and effective member of the Airport Commission for multiple years and he has played a key role helping the City on issues like runway safety, noise, air quality, and the shift to cleaner aviation. With the SMO’s closure at midnight December 31, 2028, and big important decisions over the next 3 years, his experience, steady leadership, and knowledge are exactly what the City of Santa Monica needs.
I strongly support his reappointment and hope you will too! Sincerely,
Ben Wang

3 Please DO NOT appoint the following insider players to any commissions ..they have all done far too much damage to this City ..don't let them do anymore:
Juan Matute.. Audit Subcommittee .. more $ for Yimbys if you do..no more need be said about him. Developer lackey through and through.
Gleam Davis- Her years on Council in have destroyed our landscape with her bad deals- her asking for more allotment from RHNA in 2018 instead of asking for it to be reduced..- she reduced affordable units to 15% or even just doing away with them - the density bonus and her deals with Yimby/Camner/Abundant Housing etc ..stop her poisoned vision of this City -enough damage. She is bored off Council- maybe she might consider taking up knitting.
Judy Abdo - . She ushered in developer control of this town and our elections with her funneling $1,250,000. of YIMBY dollars to pay the Abundant Housing soldiers, to defeat resident initiative LUVE.. They all hide behind a 501C4. They are all lobbyists..they teach nothing.
She helped the hideous and ruinous Gelson's project and so much more.. she hides behind the LGBTQ+ shield so we dare not oppose her- long past time her influence is not felt. Let her take up knitting with Gleam.
David Kaplan- My god hasn't he, along with his wife and Pam O'Connor done enough damage to our City with his manipulative games that have destroyed so many historic homes. He has no business being near anything to do with art. Maybe Gleam and Judy want some male energy to their knitting circle. Juan certainly won't do. He is more the crocheting type.

Subject: Item 16.A: Support Jacob Wasserman for Planning Commission
EXTERNAL
Dear Council,
I am writing in strong support of Jacob Wasserman’s application to serve on the Santa Monica Planning Commission. I have had the privilege of working closely with Jacob through our shared service on the board of the North Westwood Neighborhood Council (NWWNC), where he serves as board Secretary and a dedicated member of the Transportation, Environment, and Public Space Committee, which I chair. Jacob and I both live in Santa Monica and work in Westwood, and his engagement and influence on multiple levels of governance in both areas has been incredible to witness.
Jacob is among the most diligent and principled public servants I’ve had the pleasure of working with. As Secretary of the NWWNC, he has demonstrated an unwavering commitment to transparency, procedure, and public accessibility, all with a level of extreme preparation and organization that brings the best out of everyone with whom he works. On our transportation committee, he has always contributed with essential policy insight, thoughtful analysis, and a strong focus on equity. He has been indispensable in advancing our work on issues affecting our neighborhood, especially regarding transit, active transportation, and housing. He consistently grounds conversations in both data and his lived realities in the community.
Jacob is probably too humble to list his own impressive accomplishments and qualifications, so I will for him: Firstly, he brings invaluable expertise from his role at the UCLA Institute of Transportation Studies, where he is a Lead Scholar of the Public Transit Research program. His research experience, as well as his breadth and depth of knowledge around transportation’s intersection with social issues would be an enormous asset to the Planning Commission’s work. Jacob’s educational background also reflects his longstanding commitment to public service and planning, and is additional evidence that he is extremely qualified to serve on the Planning Commission. He also holds a Masters of Urban and Regional Planning from the UCLA Luskin School of Public Affairs, with concentrations in Transportation Policy and Planning (TPP) and Community Economic Development and Housing (CEDH), all in addition to a bachelor’s degree in History and Political Science from Yale.
Frankly, I don’t know how he does it all, but he manages to do all of this work with a super-human level of quality and attention to detail. I cannot recall ever even finding a typo in an agenda, community impact statement, or email he’s authored. He's on top of every task and quick to communicate.
Santa Monica would be fortunate to benefit from Jacob’s combination of expertise, lived experience, community focus, and empathetic leadership. I strongly endorse his appointment to the Planning Commission and urge Council to allow our community to take advantage of his immensely qualified insight and endless work ethic (all of it for free!).
Sincerely,
Connor Webb

EXTERNAL
Dear Mayor and Councilmembers,
I am writing to express serious concerns about the City Clerk’s handling of the Airport Commission appointment process, which raises troubling questions about potential favoritism and disregard for established procedures under Resolution No. 11510.
The Clerk’s notice stated that applications for all boards and commissions were due by noon on June 17, 2025. By that deadline, only two applications for the Airport Commission were submitted and publicly posted. Notably, no application from Andrew Wilder was included at that time—or at any point since.
Despite this, agenda item 16(A) for the June 24, 2025 meeting lists Mr. Wilder as an applicant, claiming a submission date of June 15. Additionally, Mr. Wilder is identified as the incumbent without acknowledgment that he is termed out, which should disqualify him unless specific exceptions outlined in Council Resolution No. 11510 are met. These rules explicitly prohibit late applications (Section 1(B)) and limit service to two consecutive terms (Section 2(D)(1)) unless a formal Council vote overrides this restriction by a two-thirds majority.
There is no record of such a vote, nor any explanation of how Mr. Wilder’s termed-out status is being circumvented. His application remains conspicuously absent from the public record, raising significant concerns about the integrity of this process.
The unexplained inclusion of Mr. Wilder’s name on the agenda, despite apparent procedural violations, suggests a potential manipulation of the appointment process. This undermines public trust and casts doubt on the City Clerk’s impartiality in managing these critical appointments. In addition, considering the location of Mr. Wilder’s home, adjacent to the airport, his distain for the airport and zero knowledge of aviation, there is a total conflict of interest. Upon an airport closure, Mr. Wilders home would increase in value by over $300,000. Currently Mr. Wilder is using AI to create reports claiming electric aviation creates pollution and would be harmful for Santa Monica. This is just a waste of time and has zero value other than as an example of modern AI assisted misinformation.
To address these concerns and uphold transparency and fairness, I call on the Council to:
1. Demand Accountability: Require the City Clerk to confirm whether Mr. Wilder’s application was submitted by the June 17 deadline and, if not, explain why it is being considered.
Item 16-A
June 24, 2025
Item 16-A
June 24, 2025
5 2. Ensure Transparency: Direct the Clerk to release Mr. Wilder’s application, including a verifiable timestamp, to the public.
3. Uphold the Rules: Commit to enforcing the provisions of Resolution No. 11510 equitably for all applicants and ensure that no one receives preferential treatment.
Allowing such apparent irregularities to go unchallenged would damage public confidence in the fairness of the appointment process and suggest a deeper systemic issue within the City’s governance. I urge you to take immediate and decisive action to rectify these discrepancies.
There are currently two qualified applicants for the Airport Commission who would bring valuable expertise and serve as true assets to our community. It is imperative for the democratic process that at least one of these individuals, who is an actual pilot, be appointed to the commission. Stacking the commission with ideologically biased, anti-aviation individuals—ALL of whom knowingly purchased homes adjacent to an active airport—undermines both fairness and the Commission’s credibility.
Thank you.

City Council Members,
I support and endorse the re-appointment of Andrew Wilder to the Airport Commission.
Andrew Wilder has done an excellent job as a member and Chair of the Airport Commission. He is responsive, clear, and honest.
Andrew Wilder has worked diligently to insure the safety of those that fly out of SMO and for those who live on the ground.
He is insured that the conversion process and 2029 airport closure proceeds properly and is fully transparent.
I do not recommend any of the other current Airport Commission applicants who are supporters of organizations AOPA & SMAA ( that led and funded the failed 2014 Measure D ballot campaign) and have individually repeatedly and incorrectly, claimed in writing - that the City Council never voted to close the airport! Andrew Wilder will continue his level of excellence and receives my highest recommendation.

I urge you to re-appoint Andrew Wilder to the Airport Commission.

Dear Mayor and Council
Please reappoint Andrew Wilder to the airport commission.
He has done an exemplary job and has become extremely knowledgeable regarding airport operations, the FAA, airport staff and the community.
I believe if you asked the airport staff they would agree.
There are two very strong airport advocates seeking this appointment. They both have been insensitive to the will of the community and the direction of the past council decisions. One has business interests in aviation and the other wants to preserve the airport for personal use. I do not see how they could be helpful under the current circumstances.
As we head towards a closure of SMO Andrew is the reasoned mind needed to help make a smooth transition to the next use which I personally hope will be a Great Park.
Thank you for your consideration.
Regards,
Alan

Hi David,
I’m not sure if this appointment is included in the annuals or if it’s an unscheduled vacancy but this letter should be included with the packet when it gets agendized.
Thanks,
