Report
City Council Meeting: July 8, 2025
Agenda Item: 4.A
1 of 5
To: Mayor and City Council
From: Anuj Gupta, Director of Transportation, Parking Operations (DOT) Subject: Award Bid to AAAdvantage Concrete Coatings for the Resurfacing of Parking Structure 5 Stairs
Recommended Action
Staff recommends that the City Council:

1. Adopt a finding of Categorical Exemption pursuant to Section 15301 and Section 15302 of the California Environmental Quality Act (CEQA) Guidelines;

2. Award Bid #4504 to AAAdvantage Concrete Coatings for resurfacing of Parking Structure 4 and 5 stairs for the Department of Transportation Parking Operations Division; and

3. Authorize the City Manager to negotiate and execute a contract with AAAdvantage Concrete Coating in an amount not to exceed $750,971 (including a 5% contingency) for two years.

Summary
Parking Structure 4 (PS4), located at 1321 2nd Street, and Parking Structure 5 (PS5), located at 1440 4th Street, are highly utilized facilities in Downtown Santa Monica, serving over 800,000 parkers annually. The two staircases in each structure (4 total), are worn and in need of resurfacing. The Department of Transportation (DOT) is recommending approval of a proposed project to remove the outdated vinyl staircase coverings and install a durable Silikal R-61 CQ floor system to enhance safety, durability, and appearance. This new system will provide improved slip resistance, durability against wear, and ease of maintenance, ensuring the stairwells remain functional for daily use. Staff is recommending negotiating and executing a contract with AAAdvantage Concrete Coating in an amount not to exceed $750,971 (including a 5% contingency). This would likely be a two-year contract with no renewal options. 2 of 5
Discussion
PS4 and PS5 are vital components of Downtown Santa Monica's parking infrastructure, serving an average of over 800,000 parkers annually. Most users exit on foot via one of the two staircases located at opposite corners of each structure. Given the high volume of foot traffic, these staircases endure significant wear, causing the vinyl stair coverings to become dated and damaged over time.

DOT’s Parking Operations Division has identified the need to replace the existing stairwell surfaces to maintain the safety and functionality of the facility. The current vinyl covering no longer meets the demands of such high foot traffic, and its condition has deteriorated beyond routine maintenance. Furthermore, the lack of any documented refurbishments or updates makes it critical to address the issue proactively before the condition worsens.

Staff are recommending replacing the worn coverings with the Silikal R-61 CQ floor system. This flooring solution has been chosen for its durability, specifically designed for high-traffic areas like stairwells. It offers superior resistance to wear and tear, which is essential given the daily foot traffic. Additionally, the system’s slip resistance ensures a safer experience for users.

The Silikal system is resistant to a wide range of chemicals, making it ideal for the environmental conditions in parking structures. Its easy maintenance and quick curing time mean that the installation will result in minimal disruption to the daily use of PS4 and PS5, allowing the structures to remain accessible during the resurfacing process.

This project will address both safety and aesthetic concerns, ensuring that the staircases remain in good condition for years to come. Replacing the flooring will also improve the overall appearance of the parking structures, creating a more inviting and professional environment for those who use the facilities. With this long-lasting upgrade, PS4 and PS5 will continue to serve as reliable, attractive, and safe parking options for the Downtown Santa Monica community, thereby supporting economic development and Downtown business success.

Justification to Award
Staff recommends AAAdvantage Concrete Coatings as the best bidder. They ranked high in the categories of cost and experience, making them the best bidder.

Experience in similar projects (such as at Santa Monica Place) and with the required materials is essential to this work. They also are a certified installer of the Silikal flooring system, which was a bid requirement, unless a suitable approved alternate material was proposed.

This is a public space with a high volume of foot traffic and the project must be installed correctly in order to create a safe and functional public area. AAAdvantage brings proven expertise, having successfully completed similar projects. Their extensive experience with Silikal ensures that the material will be properly applied, delivering lasting, high-performance results. Ultimately, the choice of AAAdvantage provides the City with the best value in terms of performance, durability, and longterm cost savings. This investment is justified by their ability to meet the City's material specifications, provide expert installation, and deliver a superior, more reliable solution.

Public Outreach
The project is anticipated to take up to five weeks, with a phased scheduling approach to ensure that both stairwells in each structure are not closed simultaneously. Parking staff and the City’s parking operator, SP Plus, will coordinate with AAAdvantage Concrete Coatings to minimize impacts on PS4 and PS5 users. Monthly permit holders will receive an email notification, and notices detailing the planned work will be prominently displayed at both the vehicular and pedestrian entrances to PS5. 4 of 5
Environmental Review
The project is categorically exempt from CEQA pursuant to Section 15301 and Section 15302 of the CEQA Guidelines. Section 15301 exempts Class 1 (Existing Facilities) projects from CEQA, which include the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Section 15302 exempts Class 2 (Replacement or Reconstruction) projects which include the replacement or reconstruction of existing structures and facilities where the new structure will be located in the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The project would resurface and replace existing worn stairs in PS5, and therefore, it has been determined that the project would fall within the Class 1 and Class 2 categorical exemptions. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, section 15300.2 applies to this project.
