RE: Letter of Support – DTSM FY 2025–26 Budget, Work Plan, and License Agreement (Item 4.K)
Dear Mayor Negrete and Members of the City Council,
On behalf of the listed businesses at the bottom of this letter, I am writing to express our strong support for the adoption of Downtown Santa Monica, Inc.’s (DTSM) FY 2025–26 Budget, Work Plan, and License Agreement renewal.
We are particularly encouraged by DTSM’s proposal to expand the range of permissible usecases for the Entertainment Zone on the Third Street Promenade - along with giving DTSM more free reign over the activations that are possible in the Entertainment Zone. This forwardthinking approach is essential to revitalizing our downtown core and aligns with the broader economic development goals of the city.
The ability for our local businesses who are not stationed on Third Street to still take advantage of the Entertainment Zone via satellite pop-ups is extremely important in showing the vibrancy of Santa Monica to the many tourists and visitors who will be visiting Third Street. We believe DTSM, inc. will create a unique, fair, and effective plan to bring the EZ to its best and highest use.
As the City continues to address post-pandemic recovery and the lasting impacts of the 2025 wildfires, creative and flexible use of public space is more important than ever. The Third Street Promenade is a cultural and commercial asset that must evolve to meet contemporary demands. Enabling greater diversity in programming—such as immersive experiences, art installations, DJ sets and concerts, pop-up activations, and unique commercial events—will attract foot traffic, support local businesses, and re-establish the Promenade as a dynamic, must-visit destination.
We commend DTSM for proposing a more adaptable framework for the Entertainment Zone that encourages collaboration between the City, private stakeholders, and community partners.
We also acknowledge and appreciate the City’s push to make the Entertainment Zone possible.
We urge the Council to adopt the proposed Work Plan and License Agreement and to support a reimagined vision for the Promenade that reflects the creativity and entrepreneurial spirit of Santa Monica.
Thank you for your continued leadership and commitment to Downtown Santa Monica and the City as a whole.
Respectfully,
Alexander Brown, on behalf of:

Why you keep throwing money away to this
useless group is very sad. They do nothing
worthy of existing.
Yet- you throw millions at them while they punish merchants, have no ideas and have questionable alliances with many.
No wonder DT is such a mess.
The fish stinks from the head.
