Summary
The Santa Monica FY 2025–26 Annual Paving Project (Project) focuses on three primary initiatives: 1) pedestrian safety improvements along Pico Boulevard between 26th Street and Centinela Avenue 2) protected bikeway on Broadway and 3) repairing and replacing damaged sidewalks throughout the Downtown area. The City’s annual paving project maintains and enhances the City’s streets by renewing and repairing 2 of 8
roadway pavement, adding protected bike lanes, enhancing multimodal transportation infrastructure, and improving pedestrian accessibility. Staff recommends Sully Miller Contracting Company to provide construction services in an amount not to exceed $7,591,163 (including a 15% ($990,152) contingency).
Discussion
Street pavement improvements and sidewalk repairs align with the City’s strategic priorities of Economic Opportunity and Growth and Clean Streets and Safe Neighborhoods, by enhancing the resident and visitor experience in our Downtown areas and other neighborhoods. Additionally, the improvements support the City’s Vision Zero goal to eliminate fatal and severe injuries on our streets, reduce car dependency by providing more options to get around, and create a safe and connected network.
Street Pavement Improvements:
The City would implement two major street improvement projects aimed at enhancing multimodal safety and maintaining street infrastructure:
East Pico Safety Project - This project would address issues on a corridor identified as a high-collision area in the City’s Local Roadway Safety Plan (Attachment A). Key improvements include:
• Implementing quick-build enhancements, such as high-visibility crosswalks, paint and post curb extensions, a speed feedback sign, hardened centerlines, updated signage and roadway markings.
• Relocating west bound bus stops at the intersections of 33rd Street and Dorchester Ave.
• Implementing a right-turn-only treatment from Dorchester Avenue to Pico Boulevard.
• Resurfacing roadways to address pavement deterioration and improve longevity (26th Street to Centinela Avenue).
3 of 8
Broadway Protected Bike Lane Project - This project would enhance Broadway between Ocean Avenue and 26th Street to support comfortable low-stress biking and walking.
The project improvements would include:
• Upgrading existing bike lanes to protected bike lanes using concrete barriers and flexible posts (5th Street to 26th Street).
• Roadway resurfacing to address pavement deterioration and improve ride quality and longevity of the street.
• Improving pedestrian crosswalks with yield markings, flashing beacons, and signage.
• Traffic calming and daylighting around intersections to improve visibility, encourage slower right turns, and reduce conflicts.
• Parking changes resulting in approximately 15% loss in on-street parking. Permit parking would not be impacted.
• Loading zones would be added to accommodate demand at the curb. • Westbound Bus/Bike Only Lane from 5th Street to Ocean Ave to improve bus operations and reliability.
• Left-turn traffic signal upgrade at Broadway and 5th Street for northbound leftturns.
Sidewalk Repairs:
In addition to roadway improvements, the City is prioritizing sidewalk repairs to enhance pedestrian accessibility and safety. The Project would repair sidewalk, curbs, gutters, and driveways at various locations in the Downtown area. These repairs align with the City’s strategic priorities of Economic Opportunity and Growth in the Downtown area.
These improvements aim to enhance the pedestrian experience and support the City’s broader goals of maintaining a walkable, inclusive, and accessible urban landscape.

Best Bidder Justification
The evaluation team, including members from Public Works Engineering and the Street Services Project Development Group recommends awarding the contract to Sully-Miller Contracting Company. As the lowest responsible bidder, Sully-Miller was determined to be the best bidder based on its competitive bid price, proven ability, capacity, and skill to perform paving services, and its demonstrated capacity to complete the contract within the specified timeframe. In addition, Sully-Miller has sufficient financial resources to support the project and holds a strong reputation within the industry.
Public Outreach
Throughout the design process, the City conducted extensive community outreach and engagement to fully understand roadway safety issues and community concerns and identify project implementation challenges.
5 of 8
Community outreach for the East Pico Safety Project began in Fall 2023 with a corridor Walk Audit and the launch of the project’s interactive Social Pinpoint mapping website.
Members of the East Pico Safety Project team conducted in-person outreach at local businesses on the corridor during Small Business Saturday as well as at the Virginia Avenue Park Farmer’s Market and the West Side Foodbank’s Holiday Turkey Distribution Event. The project team hosted an in-person Pop-Up Event on May 18, 2024, that provided residents with opportunities to learn about the project, share their perspectives, demonstrate the 33rd Street bus stop relocation with a temporary relocation, and contribute to shaping the design of the quick build safety improvements.
In addition to outreach events, the project team distributed two rounds of fliers and established a Community Advisory Committee (CAC) comprised of community group representatives, residents, and business owners.
The City initiated community outreach for the Broadway Protected Bike Lane Project at the outset of the design process in October 2023. Efforts included in-person meetings, online presentations, and door-to-door flyers along Broadway. An interactive web map was also launched on the project website to gather additional feedback on desired improvements and existing challenges. Community members, neighborhood associations, businesses, advocates, City departments, and other key stakeholders were actively engaged and helped shape the design.
Construction is expected to begin in fall of 2025 and last approximately twelve months.
Prior to and during construction, the contractor would distribute notifications to adjacent properties detailing the project scope, construction schedule, and potential street closures and coordinate with residents to maintain access to the properties. Social media would be utilized to notify the public about general construction updates.
Environmental Review
The Project is categorically exempt as a Class 1 exemption pursuant to Section 15301 of the CEQA Guidelines, which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion 6 of 8
of existing or former use. This project would repave existing City streets, and repair existing concrete sidewalks, curbs, and gutters. The project would not expand or materially change existing City streets or infrastructure. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this exemption.
