• The alternative location for the bus stop assessed by staff, while an improvement from the current condition, would still create a situation with a number of conflict points and safety concerns
• Accordingly, after review of available options and considering the visibility concerns raised by the businesses, staff continues to recommend that the bus stop be relocated on Pico just west of Urban Avenue

LESSONS LEARNED
BROADWAY FROM 16th to 20th Pilot Segment
• The Pilot Project involved 7-foot wide bike lanes, 3-foot buffers, 7- foot parking lanes, all set against 11-foot travel lanes • That design resulted in multiple lessons learned, including:
o Operational challenges regarding Public Safety’s ability to navigate the corridor.
o Regular occurrences of side swipes and vehicle mirrors getting clipped.
o Complaints from three childcare facilities that parents were unable to get toddlers in and out of car seats safely.
o Complaints from older adults and people with disabilities about challenges getting in and out of parked cars.
o Challenges opening parked car doors creating hazards. • These “lessons learned” influenced our design of reducing the bike lane width to 6-feet, and increasing the parking lane to 8-feet.

STAFF RECOMMENDATION
BROADWAY BIKE LANE PROJECT
• Staff recommends that the City Council move forward with the Broadway Bike Lane Project as currently designed, with 6-foot bike lanes, a 3-foot buffer, an 8- foot parking lane, and an 11-foot travel lane.
• Alternatively, the City Council could also direct the following:
o Advance the Broadway Bike Lane Project with adjustments to maximize available bike lane width, utilizing an expedited redesign process.
o Advance the Broadway Bike Lane Project with adjustments to maximize available bike lane width, utilizing our traditional redesign process.

REQUEST RECEIVED TO WIDEN BIKE LANES
CONSIDER 7-FOOT OR 8-FOOT WIDE BIKE LANES
• Staff has received feedback from various parties interested in seeing the installation of protected bike lanes on Broadway
• Some advocates have requested that the City consider a revised design that includes expanded bike lane widths
• Rather than pursue the project with 6-foot wide bike lanes, suggestions have been received that we consider installing either 7-foot or 8-foot wide bike lanes
• The additional width for the bike lane could be gained by reducing the parking lane (from 8-feet down to 7-feet), or by reducing the travel lane (from 11-feet down to 10- feet)
• Advocates have identified that NACTO standards for bike lane designs recommend wider bike lanes, to facilitate passing and side-by-side riding Item 4-A

REDESIGN OPTIONS / IMPACTS
BROADWAY FROM 5
TH TO 26TH STREETS
• With those consideration outlined, the City Council could direct that staff implement the Broadway bike lane project with an expanded bike lane width of 7-feet or 8-feet
• Such a change could also be instituted via an expedited design process that would not involve any additional outreach / analysis, to facilitate moving the project forward immediately
• The tradeoff though to doing this quickly would mean an inability to fully vet / understand the impacts of a reduced-width travel lane and / or reduced-width parking lane
• Another option would be to redesign the entire project with 7-foot or 8- foot bike lanes, which utilizing our existing vetting / review processes would take ~8 months to design
• This option would delay construction by 12-18 months, but would result in a more thorough assessment of the redesigned project Item 4-A
