City Council
Report
City Council Meeting: September 9, 2025
Agenda Item: 4.E
1 of 4
To: Mayor and City Council
From: Rick Valte, Public Works Director, Public Works, Public Landscape Subject: Award Contract to RAMCO Construction for As-Needed General Contractor Services
Recommended Action
Staff recommends that the City Council
1. Adopt a finding of categorical exemptions pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines; and
2. Authorize the City Manager to negotiate and execute an agreement with RAMCO Corporation for General Contracting Repairs for the Public Landscape Division of the Public Works Department. This recommended award is made as an exception to the competitive bidding process pursuant to Section 2.24.250(c) and is for a total amount not to exceed $350,000 with future year funding contingent on Council budget approval.
Summary
To maintain essential services previously provided under the Facilities Maintenance Division’s general contractor agreement, the Public Landscape Division seeks to establish its own contract with RAMCO Construction (RAMCO) for as-needed general contractor services. This dedicated agreement would improve operational efficiency and expedite field repairs by ensuring direct access to repair and maintenance services.
Staff recommends, piggybacking on the bid awarded to RAMCO by the Facilities Maintenance Division, preserving its scope, pricing structure, and terms and conditions, with a not-to-exceed contract amount of $350,000.
Discussion
2 of 4
In 2021, the City executed a general contractor agreement with RAMCO Construction following a competitive bid process led by the Facilities Maintenance Division (Facilities). This agreement has been used by various divisions, including the Public Landscape Division, for as-needed repair and maintenance services.
To ensure operational continuity and enhance efficiency, Public Landscape staff explored the option of establishing a new agreement by piggybacking on the competitive bid originally awarded to RAMCO through the Facilities Maintenance Division. After consultation with Finance, staff confirmed that this approach is consistent with subsection (c) SMMC 2.24.250, which sets forth the exceptions to the City’s competitive bidding requirements. RAMCO has issued written confirmation agreeing to extend all terms and conditions of the original bid. The new contract would retain the same scope, pricing, and terms, with a not-to-exceed amount of $350,000.
No new vendors were solicited, as the intent is to continue using the competitively procured terms of the existing original bid. This approach avoids duplicative procurement efforts and ensures consistency in services.
Vendor Selection
Exception to Competitive Bidding
Staff recommends RAMCO Corporation to provide as-needed general contractor services for the Public Works Department as an exception to the competitive bidding process pursuant to Section 2.24.250(c) of the Municipal Code. RAMCO was initially selected through a competitive process conducted by the City's Facilities Maintenance Division, and this agreement would utilize the same bid pricing and scope. Leveraging the original bid promotes service continuity, eliminates redundant procurement efforts, and ensures cost efficiency through pre-negotiated rates established. c. Competitive procedures were followed by a governmental agency, federal, state, county, city, joint powers agency, special district, or cooperative purchasing agency and the goods or services are supplied to the City at the same or better price. 3 of 4
Environmental Review
The award of general contractor services is categorically exempt from the California Environmental Quality Act (CEQA) under Section 15301 of the State CEQA Guidelines.
Section 15301 provides a Class 1 exemption for the operation, repair, maintenance, or minor alteration of existing public or private facilities, involving negligible or no expansion of use. This contract would solely support repair and maintenance of existing public landscape infrastructure and would not involve any expansion or modification to existing facilities. Therefore, the project is categorically exempt as set forth in Section 15301 of the CEQA State Guidelines.
Financial Impacts and Budget Actions
Staff seeks authority to approve available funding from the General Fund, Beach Fund, and the Pier Fund to establish an agreement with RAMCO, General Engineering Contractor, for as-needed general contractor services specific to Public Landscape Division needs. Future year funding is contingent on Council budget approval.
