A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA ACCEPTING THE
TENTATIVE AGREEMENT AND AUTHORIZING THE CITY MANAGER
TO EXECUTE AN AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING (UMBRELLA AGREEMENT) CONTRACT NO. XXXX (CCS) WITH
THE COALITION OF SANTA MONICA CITY EMPLOYEES
WHEREAS, authorized representatives of the City administration and the Coalition of Santa Monica Employees (comprised of non-sworn miscellaneous employee bargaining units and certain unrepresented employees, namely: AFSCME Local 4819, Management Team Associates; Supervisory Team Associates; Administrative Team Associates; Public Attorneys Union; Public Attorneys’ Legal Support Staff Union; Municipal Employees Association; International Association of Sheet Metal, Air, Rail, and Transportation Workers – Transportation Division Local 1785; California Teamsters Local 911; Executive Pay Plan participants; and Confidential Unrepresented Employees Pay Plan participants) (the “Coalition”), have met and conferred in accordance with the Meyers-Millias Brown Act (“MMBA”), codified at Government Code Section 3500 et seq., and have reached agreement on terms and conditions of medical insurance coverage; and
2 WHEREAS, in accordance with Government Code Section 3505.1, on October 25, 2025, the tentative agreement reached between authorized representatives of the City administration and the Coalition was presented to the City Council of the City of Santa Monica for consideration; and
WHEREAS, Government Code Section 3505.1 requires preparation of a written Memorandum of Understanding between the City and the employee organization if a tentative agreement is reached and adopted by the City Council; and WHEREAS, the purpose of the Memorandum of Understanding is to promote and provide harmonious relations, cooperation, and understanding between the City and the Coalition.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica hereby accepts the tentative agreement that has been reached between authorized representatives of the City administration and the Coalition.
SECTION 2. The City Council of the City of Santa Monica hereby approves and authorizes the City Manager to execute an amendment to the Memorandum of Understanding (Umbrella Agreement), Contract No. 11633 (CCS), with the Coalition, regarding the terms and conditions of medical insurance coverage for non-sworn miscellaneous employees.
3 SECTION 3. The amendment to the Memorandum of Understanding will include the following changes: (1) a one-time wellness bonus in the amount of $100 for each covered employee in pay status as of October 28, 2025; and (2) effective January 1, 2026, the City shall pay the entire cost of the medical insurance premium for the medical plan that each eligible covered employee is enrolled in under the City-provided medical insurance program.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
