Honorable Mayor Negrete and City Councilmembers,
As proud members of the Santa Monica community, we believe that those who have served our city with dignity and dedication deserve to be welcomed back, not forgotten.

These workers were part of what made the Pier a warm and welcoming place for locals and visitors alike. California Roadhouse should not reopen without them! I am calling on the City of Santa Monica to pass a strong Right of Recall Ordinance and to also ensure that California Roadhouse doesn’t open without the Rusty’s workers. A Right to Recall law, if passed immediately, could ensure that when a new restaurant opens in Rusty's space, laid-off workers would be offered the first chance to return to the jobs they once held. It would also protect workers in similar circumstances in restaurants on the Pier. It’s a simple matter of justice and decency.

You have repeatedly stood up for transparency while we narrowly missed the HorvathApproved Ocean Avenue Disaster but we need you to go a step further. Many of us are only just now seeing how completely authoritarian and undemocratic the City Council runs. We need transparency and a seat at the table and ask you to bring Item 16 Councilmember Discussion Items forward at the next meeting to:

RESCIND THE EMERGENCY HOMELESS PROCLAMATION
Stop operating in a way that excludes the public under this pretense. Everything the city has attempted to do has been a failure and the homeless situation is only getting worse and more secretive. LA already ended their emergency.

HALT AND RESCIND VOTE FOR OLIVER CHI’S THE REALIGNMENT PLAN NOW.

On October 28th, the city council approved a “BOLD NEW PLAN 19 POINT PLAN” only revealed to the public four days prior with no study session or public input, or analysis of the impact on revenue and expenses, some of which include:
 Yet another $500/parcel tax
 EXPANDING homeless shelters and putting them in unvetted locations  Expanding entertainment zones all over the city
 Selling off City Land (!) instead of leveraging our unique irreplaceable assets to generate revenue
 Spending MORE. The City is BROKE. Why did it vote to continue paying the school district $24M/annually for public use of school greenspaces after hours, despite plans for a large portion of these fields to be turned into unusable/unsafe- for-thepublic plastic astroturf?  Increasing development downtown, which already has high vacancy and low parking.  2 more weeks of paid leave for staff and city hall closure. The city is already logjammed with their current vacation schedule.

2 On October 14th, the same night we expressed our initial outrage at the prospect of the Horvath Ocean Avenue Disaster concealed from the public, the City Council voted after 1:00 AM to stop working with RPG to revitalize the Civic Auditorium and to “look at other uses” (aka demolition = yet more development) despite overwhelmingly positive written comments 313 in favor, and only 2 opposed. This Council has shown repeated disdain for all things “old” and Chi’s realignment plan shows no vision for contributing to the culture of Santa Monica as an Arts Hub and makes no mention of the Civic Auditorium as an ideal revenue-generating, destination entertainment venue.

RESTORE PUBLIC ENGAGEMENT DURING CITY MEETINGS

1. SHARE CITY PLANS BEFORE HEARING COMMENTS, NOT AFTER. During the meetings, council hears comments about plans BEFORE staff explains them, and then council ignores public comments in prepared speeches afterwards. This process discriminates against people who process information visually/aurally.

2. GIVE US BACK OUR TIME. We had six minutes and you shrank it to one because so many people are commenting. A huge turnout means the item is important to us. We demand our full six minutes back and we should be able to donate time.

3. MEETING MINUTES SHOULD REFLECT NATURE AND VOLUME OF PUBLIC COMMENTS City Council suppresses public outcries by excluding public comments from the minutes. You don’t show that OVER 300 people wrote in favor of the Save the Civic proposal, with more at the meeting, and the City Council voted it down anyway after 1:00 AM on Oct 14th.

environmental racism. After the cancellation of the St. Joseph's proposed housing in the white North of Wilshire neighborhood (which violated the Americans

Dear Mayor Negrete, City Manager, Chi, and Council Members - A few quick notes on Belmar Field / Historic Belmar Park.... the field was first envisioned in the late 1980s by former Mayor Mike Feinstein and long-time Recreation and Parks Commission Chair Neil Carrey.

It was discussed in the Santa Monica Youth Athletic Foundation's February 1996 "A Call to Action - An Assessment of Athletic Facility Needs in Our Community", Co-Authored by Laurie Lieberman and Sally Young. Chris Harding chaired the now-defunct SMYAF at that time.

Council approved its inclusion in the Civic Center Specific Plan (CCSP) in 2002, with the finalized written CCSP reviewed and approved by Council in 2005.

The field was sited in the Civic Center near Santa Monica High School because the Samohi campus is half the size - 26 acres - that it should be (52 acres) given its student population - on average 2,800-3,000 students annually and because Santa Monica is under-parked with field space in high demand.

The field's inclusion in the CCSP was reaffirmed by Council after another round of overwhelming community input on February 9, 2016 along with the stated intent to build it ASAP. Because some City Staff, Council Members, and community members insisted on calling it "temporary", Council voted unanimously on February 13, 2018 to clarify that the field is permanent.

The field plan was submitted to the California Coastal Commission for a Coastal Development Permit (CDP) on July 31, 2018 and the CDP was issued by the Coastal Commission in March 2019.

The City held a ground-breaking ceremony in August 2019 and the field - together with the Belmar History + Art - was opened to the public in February 2021.

Since then a minimum of 1,000 Samohi students and community members (children, youth, adults) use the field every week.

CENTER SPECIFIC PLAN

Dear Mayor Negrete, City Manager Chi, and Council Members - In case you have never seen it before (or haven't seen it in a long time), here is an image of the plan for the Civic Center area per the still-governing 2005 Civic Center Specific Plan (CCSP).

This plan was the result of countless staff hours, Council consideration and approval, and extensive community input. The sports field ultimately was included because the high school campus is land-poor for a student population of 2,800-3,000, the City is notably park-poor, and the community had been promised a new field for a number of years at the Civic Center right by the high school.

You will see the sports field prominently included towards the upper right. Number 11 is the Early Childhood Lab School, which grew in size significantly, triggering the need for the fire lane between the school and the sports field that you see there today.

The current plan looks very much like this, but with the much larger Lab School. The CCSP was last amended in 2018.

Yes, I understand that the push at least some of you are getting from interested parties is to privatize and majorly develop this land. That's been the agenda for at least 20 years. It's not a new thing.

Dear City Manager Chi, Esteemed Mayor Negrete, and Council Members - Please give the highest priority to continued negotiations with RPG to renovate and reopen the Santa Monica Civic Auditorium.

A big thank you to Mayor Negrete, Mayor Pro Tem Torosis, and City Manager Chi who (per the Mayor's e-newsletter) met with RPG last week. That is terrific.

Given what our City at last is trying to be about again, a renovated Civic is a no brainer in terms of potential benefits to the general business community, the tourism economy, and City coffers - increased visitor traffic, the reintroduction of a major entertainment and cultural attraction, more restaurant meals, shopping, and hotel stays. And parking revenue! Plus the renovated Civic could become the centerpiece of the annual music festival contemplated in the City's recently-announced Realignment Plan.

Surely there isn't a downside!?!
Bringing the Civic back to life takes vision, experience and leadership - all qualities that RPG possesses in spades.

Please work closely with RPG to finish the process that has been started, offering them your greatest care and respect, so that our community and visitors to our City can enjoy the Civic brought back to life for current and future generations. Thank you.

Dear Mayor Negrete, Mayor Pro Tem Torosis, Mr. Chi, and Councilmembers - Reference is made to the 4-member Council majority decision on October 14th to both end the ENA with RPG and also open up the whole Civic Center area to a staff analysis of "highest and best use" land valuation both encumbered and unencumbered.

To be crystal clear, one of the actions directed by the Council majority (Zwick, Hall, Zernitskaya, Torosis) is to determine land value with the area scraped, i.e., with the Auditorium, ECLS, Historic Belmar Park, and the EV Parking lot all destroyed and removed.

Here is the City's Planning Resources page - https://www.santamonica.gov/planningresources, which features links to many of the City's planning documents, all of which reflect the visioning and goals that guide and order our city's operations, priorities, and both present and future development.

These documents represent countless hours of staff time, legal review, public funds spent on outside consultants, community input, Council review, and ultimately Council approval.

Due to the investment in time and expense alone, the public has the right to rely on each one of them and they include everything from the Downtown Community Plan to the Land Use and Circulation Element (LUCE), to the Local Coastal Program, to the Civic Center Specific Plan.

Since its approval by Council in 2005, the CCSP was re-vetted during the 2014-2016 Civic Working Group process, and then again as both the ECLS and sports field went first to Council for plans approval (as permanent not temporary improvements) and then on to the Coastal Commission for CDPs. The SWIP and EV parking lot are not reflected in the CCSP, which was last amended in 2018, as they were added by staff and Council without public outreach of note.

7 On October 14th, however, the CCSP was dismissed and ignored by Council. Because no City planning document is (or should be) considered more important or, conversely, less valid than any other plan, dismissing and ignoring any one of the plans undermines the credibility and validity of all of the plans.

And so, with this decision to ignore the multi-year and extensive public process that resulted in the CCSP, the Council majority (1) undermined the validity of every City planning document, (2) disrespected the CCSP specifically, (3) disrespected the public process generally, (4) failed to protect the norms of community engagement and good government, (5) ignored public input and the overwhelmingly expressed public preference to extend the ENA with RPG, and (6) effectively directed that the City function like a real estate development company.

Cities, however, are not real estate development companies. They are the opposite. They are not "for profit" entities, they are public institutions formed to, with financial integrity based upon available tax revenues, pool resources for the greater public good to provide services that benefit everyone like police and fire response, utilities, good roads, refuse collection, rules that help foster a healthy economic climate, and communal spaces like civic centers, town squares, and public parks. Civic Centers are public services. They are not real estate assets to be exploited or bulldozed and privatized so an area can "cash flow positively". They are to be invested in and nurtured and prioritized, celebrated and promoted and cherished.

So what happened on October 14th is deeply concerning because it was the same sort of norms-busting, dismissive, invalidating, undermining, potentially privatizing, and highly destructive behavior we're seeing from government at the national level.

Therefore I urge you to press pause, to reflect, and to please reconsider. Please respect the public process that resulted in the CCSP and resist letting the national zeitgeist any further infect and disfigure how we do the work of good government here in Santa Monica.

The public repeatedly, over many years, has made it clear time and time again that it wants both the Civic Auditorium preserved and reopened and for Belmar Field to be located in the Civic Center because (A) it's right by the land-poor public high school, (B) the City itself is park-poor and field-space challenged, and (C) it's both logically and equitably placed in a centrally-accessible (by rail, bike, bus, scooter, foot, and car) part of town.

However, if a Council majority continues to insist that the Civic Center (notwithstanding the CCSP) needs yet another review, then that must start not with staff land valuation analysis but with yet another robust, time-consuming, and expensive public community engagement process to determine what the community wants now in 2025 - similar to the most recent Civic Center re-envisioning that the City commenced in 2014.

That process took over two years from start to finish, cost the City over $350,000, was run by HR&A, involved appointing a 9-member Civic Working Group for deliberations, implementation of multiple large-scale community engagement events and a detailed survey (all similar to what we've seen with the SMAC Project), production of an extensive written report, and the participation of over 1,700 community members.

8 But must we reinvent the wheel yet again when we already know the answers because they are right there in the CCSP? Please just save us all a lot of time and public money by simply respecting the CCSP. When the Auditorium reopens, the CCSP vision will be complete, except for "Civic Auditorium Park" which is supposed to surround the Auditorium and the sports field and extend over top of the SWIP where the EV parking lot is now.

While other leaders in our nation are going so low now, every single day, let's please go high here in Santa Monica.

Please be impeccable in your public service and deeply respectful of our well-vetted City planning documents, the public process, community engagement, public input, and the norms of good government.

We did not see good government in action on October 14th so I ask you please to exemplify good government in every way possible going forward as it concerns both our Civic Center and every other issue in town, starting now.

Earlier this year, Rusty’s, a longtime restaurant on the Santa Monica Pier, closed its doors.

For many workers, this meant the sudden loss of jobs they had held for years, some for over a decade. Now, a new bar and restaurant, California Roadhouse, plans to open at its location.

I am a small developer here in Santa Monica, currently working on several residential projects within the R2 zone.

As I explore development options, I regularly review both our city’s zoning code and recent state housing laws (SB 684, SB 9, and SB 79). What I’ve found is that the overlap between local and state regulations is often unclear and contradictory. This lack of clarity makes it extremely difficult to make informed investment decisions or move forward with projects that would help deliver the new housing our community needs.

Our city’s zoning code has also become overly specific, focusing on minor details and minutiae rather than clear, broad, outcome-driven goals. The result is a system so complex that even experienced professionals—and at times our own city staff—struggle to interpret it consistently.

If Santa Monica wants to foster economic vitality and housing production, we need a zoning framework that is simple, transparent, and easy for anyone to understand. The rules of the game should be clearly defined and accessible so that residents, property owners, planners, and developers alike can confidently understand what can and cannot be built.

I share this feedback with the hope that the Planning Commission will prioritize simplifying and clarifying our zoning code to better align with state law, encourage investment, and ultimately support the creation of more housing opportunities in Santa Monica.

In short, our zoning code needs simplicity, clarity, and consistency.

RE: SB 684 and 1123
I am opposed to the proposal to allow ministerial subdivisions of up to 10 units on parcels that permit multiple-unit dwellings and parcels zoned for single unit dwellings.

I have found that the large multi-unit apartment complexes that have been built have provided very little in the need for low income housing. With 10% of those units set aside for low income housing and the remaining at market rate is not helping whatever housing issues the city thinks it has. There are hundreds of units available in this city at market rates, if not more.

The amount of future building to happen in Santa Monica, yet to be built, including the large complex on Ocean Park and Lincoln, other develops on Lincoln and lots of future development on Wilshire and Santa Monica Blvd as well as city owned lots, need to be considered/reviewed and see if they are successful, before amending laws to add 10 unit apartment buildings in areas which would change the look and feel of this city.

The city is trying to do too much without looking at a comprehensive plan to see what will actually happen to our community when all these items are implemented.

The city is already paying $1M per unit for building units on the 4th street parking garage for low income individuals.

What the City of Santa Monica is doing is ruining the community for all residents, trying to satisfy the needs of low income and homeless individuals (many have never lived in Santa Monica and end up here because we provide so much free and caring services to them. Many just leave Los Angeles and come to us in Santa Monica). Is it Santa Monica’s responsibility to take care of the homeless of Los Angeles? I have bicycled through our southern beach cities of Manhattan Beach, Hermosa Beach and Redondo Beach and see none of the excess buildings or number of homeless individuals we have in Santa Monica. This result in less visitors to our city when while walking around one sees homelessness sitting on the sidewalk and doorways, people walking and shouting to anyone who passes by them, and being pan handled for money for alcohol and tobacco. Should I mention crime?

I also wanted to add other reasons for opposing SB 684 and 1123.

Santa Monica infrastructure. How are we going to park 10 families cars on an R1 lot, when parking may not be provided? How are the streets and roadways going to be able to handle the extra traffic. Where are we getting the utilities, ie, water, electricity, gas and trash services supplies to handle the influx from the buildings that are approved or pending approval to be built?
I think a lot is missing in the commissions even considering such proposals.

Thank you for this opportunity to provide comments. I respectfully request that that you oppose the proposed resolution (Agenda Item 11-A) recommending that the City Council allow accessory dwelling units (ADUs) in conjunction with projects utilizing SB 1123 and modify certain requirements and development standards. The necessity for these measures has not been demonstrated, and risks associated with fire and emergency response must be considered.

According to the staff report for Emergency Interim Zoning Ordinance (EIZO) No. 2821 (CCS), which the proposed amendments to the City’s Zoning Ordinance in Item 11-A would effectively codify in perpetuity, the EIZO was intended to “allow the City to study the effectiveness of the interim zoning regulations in ensuring feasibility of housing projects submitted pursuant to SB 1123.” No such study has been performed and produced.

Neither the effectiveness of nor need for these regulations to ensure the feasibility of SB 1123 projects has been demonstrated. According to that same staff report, staff anticipated that the codification that has been presented for consideration by the Planning Commission “will incorporate anticipated guidance from the California Department of Housing and Community Development (HCD).” No such guidance is known to exist. The conditions for consideration of this resolution have not been satisfied.

Including ADUs in SB 1123 subdivisions would create substantially higher residential density in R1 neighborhoods and relaxed development standards would minimize distances between adjacent structures. Neither the heightened risk of fire spreading from structure-to-structure due to relaxed development standards, nor the impediments to emergency response presented by minimal structural spacing, nor impacts on evacuation and emergency response, especially on narrow and winding residential streets, has been considered and evaluated in the context of SB 1123 implementation.

Amendments to our City’s Safety Element and an updated Local Hazards Mitigation Plan are in the works. In the October 15, 2025 Planning Commission meeting, the Commission (1) passed a resolution declaring the Commission’s intention to consider recommending to the City Council that the Council adopt amendments to the Safety Element of the City’s General Plan and (2) held a study session to review the Local Hazards Mitigation Draft Plan.

The Safety Element resolution represents the formal initiation of the process for the Planning Commission to consider recommending that the City Council amend the Safety Element to include updated fire hazard severity zone information, integrate the Safety Element with the Local Hazards Mitigation Plan Updates, and ensure that City goals and Item 1

policies to address various hazards are aligned. The process for amending the Safety Element has hardly just begun. In the wake of the Palisades Fire, the Local Hazards Mitigation Draft Plan includes a significantly updated and renamed section on Wildfires & Urban Fires. “The 2025 Plan also discusses in far more detail the potential for structure fires to occur in the city…” (Page 1-17) Much work lies ahead to implement action items presented in this Plan.

The Local Hazards Mitigation Draft Plan addresses the increased risk associated with population density, the risk that minimizing structural spacing presents for fire spread, and the challenge to fire and emergency response posed by minimizing distance between buildings. Excerpts from the Draft Plan are presented in the Appendix. Adding ADUs and relaxing building standards in SB 1123 subdivisions would have a direct bearing and a significant impact on these risks in our presently lower density R1 neighborhoods, especially where streets are narrow.

New action items addressing evacuation and wildfire that were developed by the Resiliency Planning Committee were added to the Local Hazards Mitigation Draft Plan. The Committee recommended an evaluation of citywide evacuation procedures and the creation of a citywide evacuation plan. This action item is given a high priority ranking, to be implemented by 2026. The Committee also recommended further assessment of wildfire hazards and risk to determine if future building code or other regulations should be recommended and recommended an examination and implementation of street standards for properties along evacuation routes and other evacuation requirements, such as emergency vehicle access.

It is premature for the Planning Commission to recommend that the City Council include ADUs and relaxed development standards for SB 1123 subdivisions at least until these action items have been addressed.

Fire hazard severity zones now extend into our city. Senate Bill 1123 (Caballero of 2024), in Government Code Section 66499.41(a)(9)(C), prohibits a lot from being subdivided under this law if it is within a very high fire hazard severity zone (VHFHSZ). Omitted from the description of the new fire hazard severity zone map in the Local Hazards Mitigation Draft Plan (Page 4-2) is any mention that the boundaries between fire hazard severity zones in our city are jagged. With respect to including ADUs and relaxing development standards in the SB 1123 ordinance, the Planning Commission must consider that where the VHFHSZ transitions to the high fire hazard severity zone (HFHSZ) one property can be off-limits to an SB 1123 subdivision while the properties right next door and across the alley could be subdivided under SB 1123 to increase dramatically the allowable residential density and proximity of structures to one another. While the Fire Department recommended that the City Council adopt the new fire hazard map issued by CalFIRE with no changes, this map must be revisited with ministerial review of SB 1123 subdivisions in mind since under the existing map the allowance, or disallowance, for SB 1123 subdivisions from one property to Item 1

the next along the boundaries of the fire hazard severity zones in our city cannot be reasonable justified.

What is more, CalFIRE defines hazard zones based on an analysis that includes “structural density (i.e., distance between structures allowing fire to jump from one structure to another)”. (Local Hazards Mitigation Draft Plan, Page 10-34) Therefore, increasing structural density with SB 1123 subdivisions could increase fire hazard in our city.

Thank you for your consideration of these comments. For the reasons stated in this letter, I respectfully request that you oppose the proposed resolution.

Excerpts from the Local Hazards Mitigation Draft Plan

1. “Densely populated areas pose a special challenge because of the large number of people potentially exposed to a natural hazard event, such as an earthquake, at the same time. Essentially, high population densities increase risk. Furthermore, highdensity housing increases the chances of structure fires spreading from one building to the next, especially in older structures. Narrow residential streets and narrow passageways between buildings can also make it more difficult for emergency response vehicles and personnel to reach those in need, and the high ratio of residents to emergency responders can affect response times.” (Page 2-10)

2. “In medium-to-high density residential and commercial areas, narrow spaces between structures may limit emergency access and/or evacuation of the structure during a fire.” (Page 10-30)

3. The Plan states that “densely packed structures, especially surrounded by dense vegetation and above-ground power lines, may spread wildfire and hinder firefighting efforts,” and that “degree of development (dwelling density and accessibility)” influences the behavior of a fire. (Page 10-18)

4. “[P]roximity to other buildings (called exposure separation)” is included among the “Factors that Impact Structure Fire Risk in a Community,” (Page 10-29) and according to the Draft Plan, “ample distance between structures” reduces the probability of fire spreading into adjacent structures. 5. “Road access is a major issue for all emergency service providers. In many singlefamily residential neighborhoods, including several residential streets in Santa Monica, there is limited space for emergency vehicle turnarounds, hindering emergency workers’ access to the houses at risk. Hello,
We are homeowners at 3044 Paula Drive in Santa Monica and writing to you regarding the zoning ordinance of up to 10 units being allowed on parcels zoned for Single Family Homes. I am greatly concerned about allowing this number of units for the following reasons:

1. Density of parking. We know the city often says that we should not be driving and should own less cars. However at age 68, let me state that public transportation is simply NOT an option for many residents due to age and/or disability. We are both examples of that.

2. Safety concerns of number of people and cars if leaving the area in event of emergency for fire, earthquake or flood.

3. Multi-family units will decrease property value of the home we bought as an investment towards our future. We are counting on the property value of our home as part of our retirement plan should I need to take out a mortgage for long-term care or medical expenses. My husband and I worked very hard, he as a teacher and me as a graphic designer, to save and own this home.

We urge you to keep our density low in the Sunset Park area zoned for Single Family Homes. Thank you.

I am a resident of Sunset Park since 1993. My son went to Will Rodgers, JAMS and SAMOHI. We are so disheartened at the thought of up to 10 units being allowed to be developed on single family lots.

I was at the city council meeting several months ago where someone from emergency services spoke to how we too could be stranded in case of an emergency just like they were in the Palisades. Ocean Park Blvd is already a traffic nightmare.

Density without thought of safety is a disaster waiting to happen. Planning this city without safety in mind is what is currently happening. I live across the street from 1230 Ashland, a former single family house where one woman lived the entirety of my 33 years here. Ashland Ave is a narrow street. This property sits at the top of a blind hill coming up from Lincoln. Cars have to stop and backup to let traffic through. There have been accidents here. To add multi-unit housing here where more than 30 people could be living is unthinkably dangerous.

I was also at the city council meeting where two members from the planning commission wanted more time to explore this issue and a vote was taken. At this point Jessie Zwick said he was happy to open the door to more investigation because the council voted as it pleased!! He should be removed for his conflicts of interest due to his new job.

I am urging you to listen to the people who live in these neighborhoods and take heed of the warnings from emergency services. Santa Monica is in enough trouble. Please put our residents and safety first.

We oppose the proposed amendments to the City's Zoning Ordinance related to projects utilizing State Law permitting ministerial subdivisions of up to 10 units on parcels that permit Multiple-Unit Dwellings and Parcels zoned for Single Family Homes, because the increased number of dwellings has the potential to significantly affect the environment of our Single Family Neighborhoods.

Building 10-unit dwellings in areas zoned for single family homes through ministerial permits would not address potentially significant effects to our environment. The construction and operation would:

1. reduce sunlight needed for our circadian rhythms and general well-being;

2. reduce fresh air due to the increasing number of construction vehicles & trucks during construction as well as an increase in cars associated with the subdivisions.

3. Increase traffic and associated noise due to the increase in the number of construction vehicles and newly added vehicles associated with the subdivisions.

4. Further constrain the water supply.

5. Increase impermeable pavement that would then:
a. increase run-off into the bay and at the same time
b. decrease freshwater recharge of our aquifers
c. eliminate existing green areas such yards and gardens used for recreation and connecting to nature
d. increase the risk of upset during emergency evacuations due to traffic congestion from the increased number of cars along neighborhood streets that cannot accommodate the increase in numbers of cars.

Please determine the number of empty units that currently exist in Santa Monica and factor that into the equation before amending the City's Zoning Ordinance.

October 14th was a bad day for our community when four members of our City Council voted not to continue exclusive negotiations with the Revitalization Partners Group (RPG) to complete their design, financial, and timeline plans for renovating and re-opening the Civic Auditorium.

Nonetheless, there’s good news. RPG intends to continue its work. It expects to present plans to city staff and Council in the near future.

I am writing to explain why you have been included on blind copy for my recent communications with the City Attorney’s Office. I am doing this to ensure transparency and to allow each of you to observe in real time how my complaint is being handled.

I am also doing this because I have recently been put in contact with a media outlet to share my experience publicly. Before moving forward, I want to ensure that every responsible party is fully informed of what has occurred and how the handling of my complaint has affected my safety, housing stability, and due process rights.

For more than three years I have experienced ongoing harassment and retaliation from my landlord, who is an attorney, and from neighbors acting under his direction. This conduct has included coordinated attempts to pressure me to move, misuse of legal processes, false statements submitted to city departments, and manufactured conflicts designed to jeopardize my tenancy.

Whenever I have exercised my rights under the Rent Control Charter, including filing a rent decrease petition, I have been met with immediate retaliation and intensified harassment. Each time I attempted to document habitability issues or request enforcement, the landlord and individuals acting on his behalf escalated their conduct.

2 This included increased confrontations, surveillance, false lease violations, coordinated neighbor complaints, and efforts to undermine my tenancy. The timing has been consistent and directly connected to my participation in Rent Control processes.

In January 2024, staff from the City Attorney’s Office Romy Ganschow, Brigettte Garay and Denise McGranahan met with my landlord without my presence nor did they have anyone there on my behalf. During that meeting they accepted a binder of materials about me that I was never informed about or given the opportunity to view or respond to. This occurred despite the landlord’s documented history of retaliation and prior reprimand by the City Attorney’s Office in January 2024 for biased conduct. I only learned of this ex parte binder years later when I requested a public records requests. The city attorneys office staff had no intention of every informing me.

At the same time, public records relating to my complaint were released to individuals who have harassed me and acted on behalf of my landlord, while these same documents were withheld from me when I requested them. Individuals who obtained these records used the information to threaten me, intimidate me, and escalate ongoing conflicts. The selective disclosure of information has contributed directly to my unsafe living environment and has placed me at increased risk.

This pattern includes unannounced vendor visits, conflicting or last-minute entry notices, and disturbances that interfered with my ability to safely occupy my home. There have also been incidents where my power was turned off at the electrical box without any valid reason. These events have created significant emotional distress after years of persistent pressure and intimidation.

My landlord has repeatedly misrepresented facts to the City Attorney’s Office and in emails to others, including false claims about my conduct and fabricated allegations used to justify retaliatory actions. Neighbors acting under his direction have confronted me, monitored me, tampered with shared utilities, and filed restraining order petitions based on false statements that were later contradicted or disqualified.

Police have been called multiple times, often due to situations instigated by neighbors aligned with my landlord. Officers have acknowledged prior conflicts and the landlord’s involvement. Despite this documented history, the pattern has continued without intervention.

3 Court transcripts I am currently obtaining document procedural irregularities, including hearings where I could not respond to unserved filings, hearings where new allegations were introduced without notice, and hearings where I was denied the opportunity to present evidence or witnesses. These transcripts will be included in my full written account.

My attempts to seek assistance from the City Attorney’s Office have been met with incomplete follow up, minimal investigation, and responses that did not address retaliation, third party harassment, landlord involvement, misuse of legal processes, police history, escalation patterns, or the retaliatory conduct tied to my Rent Control petitions.

The recent explanation provided mischaracterized the Santa Monica Tenant Harassment Ordinance. The ordinance allows enforcement even when no eviction case exists and prohibits retaliation, interference with housing services, coercing a tenant to move, misuse of legal processes, threats, intimidation, and third party harassment. None of these issues were examined or addressed. The closure of my complaint appears to have been based on a boilerplate explanation rather than a review of the facts.

When I receive the transcripts I will provide a detailed written statement that includes a complete chronology of events, documentation of harassment and retaliation, scanned communications, photographs, video stills, police reports, and relevant court transcripts.

This record will be provided for oversight and for potential media publication.

I am requesting an impartial review of how my complaint has been managed, including the undisclosed January meeting with my landlord, acceptance of materials without notice, selective release of public records, and failure to apply the full scope of the Santa Monica Tenant Harassment Ordinance. These issues have prevented me from receiving meaningful assistance and equal protection.

I will resubmit much of the evidence from my last complaint because I believe it was overlooked, dismissed as hearsay and otherwise mishandled, even though the same issues were raised before. I want to be sure this documentation is on record especially since the same patterns of harassment and unannounced vendor visits continue. The reoccurring theme that I am told is “there’s insufficient evidence that the landlord acted on bad faith.”
Can you please also continue to copy those I have included on CC, particularly Rent Control, because whenever I raise concerns about unannounced vendors coming to my unit or other harassment, I am directed to your office. However, in the past, nothing has been done in response with my last two complaints which is why transparency and accountability are important to me.

Several relevant pieces of evidence have already been shared in prior communications, including emails containing discriminatory remarks about my mental health and records of vendors appearing at my unit without notice. Re: In Consideration of Belmar Park Sports Field
Dear Mayor Negrete and Esteemed Councilmembers,
The Field Sports Advisory Council (FSAC) at its quarterly meeting Wednesday, November 5, voted to write this letter expressing concern over City Council's recent vote to put the sports field at Historic Belmar Park under consideration for redevelopment alongside the Civic Center Auditorium, the Early Childhood Lab School, parking and other Civic Center property.

At the Council meeting October 14, 2025, agenda item 11.c was initially whether or not to extend the exclusive negotiating agreement (ENA) with the RPG consortium for the rehab of the Civic Auditorium, but discussion took a turn with a substitute motion to not only end the ENA, but to direct staff to study scenarios beyond the Civic Auditorium building.

Founded in 2011 to "give voice to and promote cooperation between Santa Monica field user groups", the Council includes a wide range of longtime stakeholders representing thousands of youth and adult athletes, City programs and sports leagues, as well local private schools who depend on City permits for their athletics, plus Westside Special Olympics. SMMUSD and SMC are also represented on the Council as Joint Use partners. Of note, SMMUSD not only shares its fields with the City, but in turn SMMUSD sports teams regularly use some City fields, Belmar in particular.

A little more background... the City of Santa Monica itself owns just TWO "rectangle-sized" fields with artificial turf that can be used for such high impact sports as soccer, lacrosse, rugby and football. The City additionally permits these types of durable turf fields at Samohi, JAMS and Lincoln through its longstanding joint use agreement with SMMUSD. Until the existing Airport Park field opened in 2007, the entire City did not have one FIFA-sized regulation soccer field. Belmar Park opened in 2021 adding crucial scheduling capacity, but also another regulation-sized field.

Not only would the loss of Belmar field be devastating to the sports clubs and school teams that use it every day, there would be a domino effect on ALL other fields in the City, impacting not only the remaining rectangle fields, but also the softball and baseball fields as teams scramble for practice space and game Item 1

We, the member groups of FSAC, respectfully urge Council and City staff to recognize the essential role Belmar Park plays in Santa Monica’s recreation ecosystem. Any proposal that diminishes or repurposes this space would have profound, citywide consequences for youth sports, community programming, and equitable park access. Belmar is one of the few high-capacity fields serving many thousands of local residents each year, and preserving it for active recreation must remain a top priority in any Civic Center planning scenario.

As long time resident and member of the Santa Monica community, I believe that those who have served our city with dignity and dedication deserve to be welcomed back, not forgotten.

These workers were part of what made the Pier a warm and welcoming place for locals and visitors alike. California Roadhouse should not reopen without them.

I am calling on the City of Santa Monica to pass a strong Right of Recall Ordinance and to also ensure that California Roadhouse doesn’t open without the Rusty’s workers. A Right to Recall law, if passed immediately, could ensure that when a new restaurant opens in Rusty's space, laid-off workers would be offered the first chance to return to the jobs they once held. It would also protect workers in similar circumstances in restaurants on the Pier. It’s a simple matter of justice and decency.

The separate objects appeared that in no way resembles a comet.

Santa Monica’s attempts at road safety have been well meaning, but half-hearted, and have not come close to achieving safe roads. The city needs to complete the job it has started.

Firstly, left turn lanes should have “Stop” painted on the road, so that cars turning left are required to completely stop before crossing traffic and entering side roads. This will limit crashes and injuries to pedestrians who are crossing.

Secondly, replace virtually all traffic lights in the city with traffic-circles. Numerous studies have shown they dramatically reduce injuries, increase traffic flow, need less maintenance and cause less idling and thus environmental harm. (Just recently there was a major NY Times article on the benefits of traffic circles. See: https://www.nytimes.com/2025/10/21/climate/roundabout-auto-emissions-newhampshire.html) Thirdly, ALL stop signs should either be 4-way, or should be right turn only. This will prevent crossing of busy major roads by impatient side-road traffic, reducing crashes and pedestrian injuries. Even on quiet roads, 2-way stops frequently lead to confusion and crashes. And many of those 2-way stops could be replaced with mini-traffic circles.

Fourthly, there should cross-walks with flashing warning signs at every block on all major roads. This will save pedestrians from often having to walk great distances to cross and instead jay-walking across wide, high-speed roads.

Lastly, where major roads enter the city (SM Blvd, Wilshire, Olympic, Ocean Park, Lincoln etc) there should be sections of road where there are “Wiggles, such that the traffic lanes jog left and right for a short while. This will help reduce speed on entry to the city, and it perhaps may cause impaired drivers to hit raised planting beds before they hurt anyone else.

Earlier this year, Rusty’s, a longtime restaurant on the Santa Monica Pier, closed its doors. For many workers, this meant the sudden loss of jobs they had held for years, some for over a decade. 뛴뛵뛶뛷뛸뛹뜆뛺뛻뛼뛽뛾뛿뜀뜁뜂뜃뜄뜅뜇 Now, a new bar and restaurant, California Roadhouse, plans to open at its location. These workers were part of what made the Pier a warm and welcoming place for locals and visitors alike. California Roadhouse should consider reopening with them! Unite 11 and Rusty'- workers are calling on us and the City of Santa Monica to pass a strong Right of Recall Ordinance and to also ensure that California Roadhouse opens work some of Rusty’s workers. A Right to Recall law, if passed immediately, could ensure that when a new restaurant opens in Rusty's space, laid-off workers would be offered the first chance to return to the jobs they once held. It would also protect workers in similar circumstances in restaurants on the Pier. .

I urge the City to pass such a right of recall law and not move forward with the lease for California Roadhouse without ensuring that Rusty’s workers will be offered the chance to return to work, either under the ordinance or a right to recall term in any new lease for the Roadhouse.

Do what's right. Offer these hard-working people their jobs back.

Earlier this year, Rusty’s, a longtime restaurant on the Santa Monica Pier, closed its doors. For many workers, this meant the sudden loss of jobs they had held for years. Now, a new bar and restaurant, California Roadhouse, plans to open at its location.

I am calling on the City of Santa Monica to pass a strong Right of Recall Ordinance and to also ensure that California Roadhouse doesn’t open without the Rusty’s workers.
