City Council
Report
City Council Meeting: December 16, 2025
Agenda Item: 4.A
1 of 3
To: Mayor and City Council
From: Rick Valte, Public Works Director, Public Works, Resource Recovery & Recycling
Subject: Adoption of a Resolution Authorizing Participation in the CalRecycle Beverage Container Recycling City/County Payment Program Recommended Action
Staff recommends that the City Council:
1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines; and
2. Adopt the attached resolution authorizing the City Manager to submit and execute applications, agreements, and annual reports for the CalRecycle Beverage Container Recycling City/County Payment Program.
Summary
The City uses state funding to support its education and outreach efforts that encourage residents to properly recycle beverage containers. To remain eligible for annual funding, the City must adopt a resolution acknowledging participation in the California Department of Resources Recycling and Recovery’s (CalRecycle) Beverage Container Recycling City/County Payment Program (CCPP), which is kept on file with CalRecycle.
Discussion
In 1987, the California Beverage Container Recycling and Litter Reduction Act was implemented to encourage recycling and reduce litter. CalRecycle administers the program and distributes payments annually to eligible cities and counties based on population. The funding is used to promote beverage container recycling and support litter reduction activities. Each eligible city or county is required to submit a resolution 2 of 3
authorizing applicants to apply for payment programs, accept program awards, and/or name authorized persons to sign payment program documents on their behalf. Council adopted these resolutions in 2016 and 2021, with the current Resolution No. 11316 set to expire on February 9, 2026.
Since 2005, the City has applied for, received, and fully expended 20 payments, with an average annual amount of $23,316. Staff use the funding to develop educational and outreach materials and opportunities that encourage residents to properly recycle beverage containers.
The attached resolution (Attachment C) replaces Resolution No. 11316. Upon adoption, the City would remain eligible to receive annual Beverage Container Recycling City/County Payment Program funding from the state, unless rescinded by either the City Council or by CalRecycle. Future annual payment awards will be determined and conducted in accordance with payment program terms.
Environmental Review
Adoption of the resolution would have no possibility of significant effect on the environment, and therefore, is exempt pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines. The resolution would authorize payment program-related applications and other administrative processes related to achieving beverage container recycling initiatives. If payment program funding is awarded, it will support educational initiatives that do not have a physical impact on the environment.
