Staff recommends that the City Council adopt the attached Ordinance.
Executive Summary
At its meeting on December 16, 2025, the City Council introduced for first reading an Ordinance amending Santa Monica Municipal Code Chapter 8.108, Subpart B, to amend the construction and demolition material recycling compliance process and to transition from a deposit-based system to a fine-based enforcement approach. The ordinance is now presented to the City Council for adoption.
