Re: Commission Recommendation for the Parks and Recreation Vision Plan Dear Mayor Torosis and Council Members,
The Commission on Sustainability, Environmental Justice and the Environment strongly recommends that City Council (1) approve the Draft Parks and Recreation Vision Plan (PRVP) and (2) adopt a goal to increase Santa Monica park space to at least 5 acres per 1000 residents. The draft PRVP presents a strong vision for the City as a Habitat and highlights the importance of parks and open space to the community and the natural environment. It promotes expanding our park space which will help support the City’s sustainability objectives of becoming water self-sufficient and becoming a more resilient and carbon neutral community, while at the same time benefiting our residents now by providing enhanced recreation and public health opportunities. Adopting the PRVP will represent a significant first step towards improving the quality of life for our residents and the health and sustainability of our local environment. Thank you for your consideration.
Respectfully,
Dean Kubani

Dear Ester,
Can you please include this motion from the Office of Sustainability, Environmental Justice and the Environment in the public comment for tomorrow’s meeting? They would like it included along with their letter if possible. If you need me to change anything, please let me know.
With gratitude,
Clove
At it’s November 17, 2025 meeting the Commission on Sustainability, Environmental Justice and the Environment adopted the following motion which passed unanimously.
The Commission on Sustainability, Environmental Justice and the Environment recommends that City Council directs staff to:
Prohibit the installation of new artificial turf sports fields within the City.
Maintain existing natural grass sports fields as natural grass fields.
Upon reaching the end of their useful life, replace existing artificial turf sports fields through a competitive bidding process with durable natural alternative field materials, consistent with the City’s operational needs and sustainability goals.
This motion removes the prior recommendation to replace artificial turf with artificial turf and commits the City to transitioning away from artificial turf as practicable, consistent with the Commission’s sustainability, public health, and environmental goals.
Signed,
Dean Kubani
