Report
City Council Meeting: January 27, 2026
Agenda Item: 4.D
1 of 4
To: Mayor and City Council
From: Darrick Jacob, Interim Police Chief, Police Department Subject: Approval of First Modification of Agreement #11424 with The Salvation Army for Homeless Outreach Efforts
Recommended Action
Staff recommends that the City Council:
1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)(Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines; and
2. Authorize the City Manager to negotiate and execute a first modification to agreement #11424 in the amount of $433,365 with The Salvation Army to provide homeless outreach efforts, including supporting the City’s 311 Outreach effort and assisting the City’s Homeless Liaison Program for the Police Department. This will result in a 3-year amended agreement with a new total amount not to exceed $879,615, and with future year funding contingent on Council budget approval.
Summary
The Santa Monica Police Department (“SMPD”) seeks to leverage new Measure A funds from Los Angeles County by extending the City’s existing agreement with The Salvation Army. The resulting extended agreement will enhance the Department’s existing homeless outreach services. The proposed modification to the City’s agreement will support expanded outreach, case management, jail in-reach services, and financial assistance for individuals experiencing homelessness. The proposed modification aligns with the City’s Homeless Liaison Program (“HLP”) goals to reduce unsheltered homelessness and connect individuals to housing and services. Staff recommend that the Council approve the proposed modification to ensure the City’s 2 of 4
continued partnership with The Salvation Army and operational flexibility in addressing homelessness in Santa Monica.
Discussion
The City of Santa Monica has a longstanding partnership with The Salvation Army to deliver homeless outreach services. The City’s existing Agreement (No. 11424) with The Salvation Army was originally executed on February 6, 2024 for $446,250 over two years. This agreement has supported targeted engagements, integration with the City’s 311 system and HLP, and linkages to housing, behavioral health, and other services.
Recent performance data from full-year aggregates (February 2024 – September 2025) shows strong outcomes in engagements (projected ~1,284) and case management (~324), but has opportunities for improvement in areas like interim housing and jail transition.
To build on this success, the City has been allocated $1,221,616 from Los Angeles County under Measure A (Affordable Housing, Homelessness Solutions, and Prevention Now Transactions and Use Tax Ordinance, approved November 4, 2024) via Los Angeles County Contract HI-25-028 for Fiscal Year 2025-2026. The proposed modification directs $433,365 of these funds to The Salvation Army for the period February 1, 2026–June 30, 2026, resulting in a new contract number HI-25-029 for administrative purposes. This funding will enable the deployment of 4 full-time Salvation Army staff (3 outreach workers and 1 outreach case manager), with the case manager performing supervisory duties and being responsible for HLP co-deployment, caseload management, and jail in-reach responsibilities (e.g., in-custody assessments, release planning, and post-release follow-up for 90 days). Staff will have full operational flexibility, including 7-day/week co-deployment with HLP, response to requests within 2 hours, and participation in daily briefings and enforcement operations.
Key performance indicators (“KPI”) align with the County-approved Measure A template, focusing on two primary outcomes: 1) 80 unduplicated persons placed in interim housing; and 2) 40 unduplicated persons placed in permanent housing. Additional Citymonitored operational metrics (prorated for the contract term) include ≥600 outreach engagements, ≥50 jail assessments, ≥10 successful jail housing outcomes, ≥25 3 of 4
referrals to SaMo Bridge, ≥20 referrals to CLARE|Matrix, ≥40 311 requests handled, and ≥90% Clarity/HMIS compliance. Up to $12,000 is allocated for direct financial assistance (e.g., security deposits, utilities) to support housing transitions.
The Salvation Army was awarded the original agreement as an exception to the competitive process pursuant to SMMC § 2.24.250(i), and under the authority granted by the Council’s Local Emergency Order on Homelessness. To date The Salvation Army has demonstrated effective performance under its agreement with the City. The proposed modification of the agreement extends the partnership without a new RFP, as it aligns with Measure A eligible uses and builds on proven results. Staff evaluated alternatives, including in-house expansion or other vendors, however it was determined that continuing with The Salvation Army maximizes efficiency due to the organization’s established integration with HLP, its expertise in outreach, and access to additional resources like SAMOSHEL. The budget reflects exact Measure A allocations: $284,726 for staffing (2A), $12,000 for financial assistance (3E), $40,914 for 0.5 FTE Administrator (4A), and $95,725 for admin/operational costs (4B at 25.5% overhead).
Staff wishes to continue use the exception to the competitive process under the Local Emergency Order on Homelessness to extend the agreement.
Environmental Review
The proposed agreement is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines (common sense exemption), which states that CEQA does not apply, “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” The agreement would not result in any adverse physical environmental effects as it would continue the existing homeless outreach services.
Therefore, the agreement is exempt from CEQA and no further environmental review under CEQA is required.
