A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA ACCEPTING THE
TENTATIVE AGREEMENT AND AUTHORIZING THE CITY MANAGER
TO EXECUTE A MEMORANDUM OF UNDERSTANDING (UMBRELLA AGREEMENT)
WITH THE COALITION OF SANTA MONICA CITY EMPLOYEES
WHEREAS, authorized representatives of the City administration and the Coalition of Santa Monica Employees (comprised of non-sworn miscellaneous employee bargaining units and certain unrepresented employees, namely: AFSCME Local 4819, Management Team Association; Supervisory Team Associates; Administrative Team Associates; Public Attorneys Union; Public Attorneys’ Legal Support Staff Union; Municipal Employees Association; International Association of Sheet Metal, Air, Rail, and Transportation Workers – Transportation Division Local 1785; California Teamsters Local 986; Executive Pay Plan participants; Confidential Unrepresented Employees Pay Plan participants; and certain unrepresented classifications) (the “Coalition”), have met and conferred in accordance with the Meyers-Millias Brown Act (“MMBA”), codified at Government Code Section 3500 et seq., and have reached agreement on terms and conditions of California Public Employees’ Retirement System (CalPERS) benefits; and WHEREAS, in accordance with Government Code Section 3505.1, on February 24, 2026, the tentative agreement reached between authorized representatives of the 2 City administration and the Coalition was presented to the City Council of the City of Santa Monica for consideration; and
WHEREAS, Government Code Section 3505.1 requires preparation of a written Memorandum of Understanding between the City and the employee organization if a tentative agreement is reached and adopted by the City Council; and WHEREAS, the purpose of the Memorandum of Understanding is to promote and provide harmonious relations, cooperation, and understanding between the City and the Coalition;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica hereby accepts and approves the tentative agreement that has been reached between authorized representatives of the City administration and the Coalition of Santa Monica City Employees (the “Coalition”) and authorizes the City Manager to execute a Memorandum of Understanding (Umbrella Agreement) with the Coalition in accordance with this agreement, for the term of January 1, 2026, through December 31, 2035, regarding the terms and conditions of California Public Employees’ Retirement System (CalPERS) benefits for non-sworn miscellaneous employees.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
