Subject: Paying for Park Expansions

EXTERNAL
Dear Council and School Board members,
I hope you will take three minutes and read the attached column, which summarizes how we can FINALLY begin the Memorial and Airport Park expansion projects. https://smmirror.com/2026/02/sm-a-r-t-column-parks-plans-and-potential/ Memorial was approved in 2019, the Airport expansion in 2017.

Every year we wait just adds millions to the price tags. We just shaved $17 million off the Memorial expansion. We can do the same at the airport.

I know all of you want more fields and parks.

Let's go.

Thank you,
John Cyrus Smith

EXTERNAL
CART-BEFORE-THE-HORSE RACE?
Thundering around the track, creating noise and dust but little progress, two horses race, each of them encumbered by a cart mounted ahead of them. One is labeled “All Park,” the other is ”Specific Housing.” No matter which you root for, the winner will still be putting the cart before the horse.

The possible ballot measure we’ve seen for housing is prematurely prescriptive. The “framework” just revealed by the City wouldn’t allow us to use any land subsidy to create affordable housing. And, of course, the aviation industry is salivating over the prospect of racing at the ballot box against two hobbled horses.

Those thinking we can do better by waiting for more information — and assurance we actually CAN close the Airport — risk being labelled BOTH anti-Park and anti-housing, although we are neither.

The only framework I can support at this time is this one:

I truly feel the airport can become more of an asset than hindrance to the city. You finally have a commercial airline committing to use it. There could be more that offer the smaller planes. I really believe you need to rethink the possibility of closing it. Maybe there should be a constituent vote and not just the council. Those that vote should be the ones near the airport and those that would use it. Thanks Debbi Folsom

Subject: Stephen Curry Stalking and Harassment
Hi
I am writing to inform you about harassment and stalking to me from nba player Stephen curry. He has discovered me and been watching me at Howard University, and on social media and even in my home somehow. He has followed me city to city for years with no intention to meet me or be my friend. He is a heavy smoker. He bites off penises. He bothers students in the dorms in disguises and with spies to disrupt us and laugh and Other celebrities do it too. He continues to stalk me now with spies, satellites, drones, and other methods. He has hacked into my phone and accounts and shares clues of my photos with me and online publicly. He has killed people. He has shared things with me like for example his vaginoplasty surgery, high heel Sneakers, and feces eating on and off the court with basketball players and prostitutes alike. His rectal hole and vagina hole combine to form one big major hole like an octopus. He commits fraud. He is in some secret Hollywood elite cult that practices light and dark. They can manipulate the weather with cloud and gas machines. He has tattoo acne and piercings on his vagina. He is addicted to illegal substances. He eats real human baby children. One side good for the public to see (Steph curry) and one side bad. I guess I got caught on the bad side. He is also bald, has no beard, is missing an eye, missing fingers, no lips no toes, no knee caps has no teeth, no eye brows, no nose no nipples the tip of his tongue is missing and is missing ears. He is full of STIs. He eats children. He has a hole in his head. His body is full of stabs, puncture holes, sunken cheeks, pulsating veins over his face and head, a pacemaker in his chest, and full body colored tattoos. The pictures that you see of him online are not real. These are the results of the “secret” nba sports sex bets they do to win championships in the nba. He is also rented out to other famous celebrities and business men for sex. His marriage with Ayesha is fake. Not real. Just for tv. And those children are not his by blood. He eats children. I want the stalking to stop. I need help. I am taking legal action and I hope some of the warriors coaching team who are aware of the situation may agree to be witnesses. I just want to make sure you know this. Thank you!
I think Barack Obama is in the group too. The secret society.

Best,
Aaron

You all should be ASHAMED of yourselves and your LACK of leadership. Get these people off our streets—it is not ok for them, they need help!! and it is not ok for law abiding citizens AND CHILDREN to have to live with such a horrible homeless problem!!!! To say nothing of our what you have done to make this beautiful city overrun for our children AND THEIR PLAYGROUNDS.

The homeless problem is ruining our city and the businesses that are trying to operate. Its not about lack of housing—it is about all you—the city of santa monica’s city council’s lack of action.

I blame you all personally for allowing this to be on the street. Why do I have to walk by this disgusting and Dangerous situation with my daughters after a softball game at a park overrun with homeless—we follow the rules. Why do you enable those who do not.

I have countless more photos like this. It is shocking and awful and i dont understand it. And it is YOUR FAULT.

4 I live in Santa Monica with my family. My kids are active and play sports, but there is a shortage of park and open space because Santa Monica is park-poor and has significantly less park space per resident than other cities.

This problem is only getting worse as the city gets more and more dense. AND YOU ALLOW

HOMELESS TO OVERTAKE THE PARKS WE HAVE, NOT ALLOWING CHILDREN A SAFE PLACE TO PLAY.

Please vote to create a LC-compliant Great Park on our public land, for the benefit the children YOU ARE CURRENTLY FAILING THESE CHILDREN BY ALLOWING HOMELESS TO OVERTAKE THEIR SPACES. PLEASE GIVE THEM SOMETHING BACK. Dont believe me—go check out douglas park, christine reed park today. It is shocking and embarassing and UNSAFE.

Do something about it.

This issue has been continuing for a couple of years now, still without being addressed even though we requested your help several times. It's about the very early morning (5:00 to 6:00 a.m.) backup honking by the delivery trucks at the Target store at 420 Broadway. Our building abuts the lot where their deliveries are made. This morning they began at 5:15 a.m. This issue deeply affects our wellbeing. Please... we need it to stop! All they have to do is turn off the honking... they can still make deliveries. If we need to be directed elsewhere, please just let us know where and to whom.

Subject: New Santa Monica ENTERPRISE ZONES SUPPORT!

EXTERNAL
Dear City Council,
As a longterm resident in Santa Monica (specifically living in a two block area of Ocean Park since the late '70s), I have viewed with excitement the recent efforts at revitilization of the business community by Santa Monica proffered by those including Oliver Chi and Hailey Smith.

These enterprise entertainment zones represent a fresh approach to partner with the business and commercial elements of our city to the benefit of ALL stakeholders including residents, tourists and guests.

Our Bike Centers were well received but were only an initial step, but I envision a "well oiled" (no pun intended) ecotourism industry flourishing here benefitting all involved.

With Santa Monica as a premier biking destination (the weather, the scenery, the coastal bike path, the topography, etc.), there is no reason that the rising financial tide can't help all.

It may reverse the capital flight apparent by all the vacant commercial properties and storefronts.

Let me just summarize by saying a fresh approach to helping the commercial sector is very welcome in this city. By leveraging our strengths and the amazing resources we have always had here, it's time to "toot our own horn" and realize the promise that is our special city. We can do this in a way where the rising financial tide lifts the small boats(residents, mom & pop small business, even homeless) as well as the large boats (City Government, Large Commercial Ventures, etc.) i.e. These fresh approaches to help tourism and livability, enterprise zones included, should be made permanent and even expanded upon.

This will dovetail with the accelerating notion of Santa Monica as the center of the nonpolluting, vibrant biking ecotourism "industry".

As an early member of Santa Monica Spoke (the local cycling advocacy group), I am gratified to see active transportation(walking, biking...) as an important part of this RENAISSANCE.

KUDOS.

Thank you for your time and consideration.

Subject: Stephen Curry Stalking and Harassment

EXTERNAL

Best,
Aaron

Subject: Moving Samoshel to Sunset Park

EXTERNAL
The city decided that Samoshel was detrimental to DTSM due to drug addiction and mental health related crimes and threats to safety and needed to be moved to help Reinvigorate tourism and business downtown.

Yet I understand that though several of you PROMISED the residents that you would not move Samoshel to Sunset Park and Pico neighborhoods, which already have
more social service for addiction and homelessness than any other neighborhood, that in fact you are seriously considering doing so and have already done so by leasing beds at Palms Motel.

You have not held meetings with the community, neighbors. Palms Motel is just blocks away from Will Rogers elementary school and Jams.

What happened to transparency? You quickly shut down the Ocean Ave rehab when wealthy neighbors quickly organized a lawsuit. Have you
less respect for our less wealthy neighborhood that already has numerous addiction and homeless facilities? I am very concerned about the impact on our neighborhood already from the Palm Motel becoming an LA County shelter:

"This year has started with another round of police responses and emergency vehicles at that site.

Our neighborhood is becoming known for human feces left on our streets, people passed out on our sidewalks, flailing mentally ill people screaming obscenities and intimidating residents, and as a dangerous place to take kids and walk at night “
I promise you this issue is going to be huge as we move toward elections. Sunset Park is a huge voting block and we need to be informed about exactly who ofnthe council members is trying to move Samoshel and/or its services to
our residential neighborhood. I personally fully support effective service for the homeless. But clearly the services provided in SM have not been helping. Holding your discussion in a closed door session is not respectful of the democratic process.

You found it detrimental and dangerous to DTSM. So you want to move it to a residential neighborhood??? Explain that logic to me. Please. I’m sincerely baffled.

Residents need to know the facts. Hold a community meeting before moving anymore services into our or any other residential neighborhood. Clearly Samoshel wasn’t working and that is a terrible tragedy.

Our homeless folks need addiction and mental health services that will make a difference. Just moving a problematic shelter from one place to another is not an answer. It is a sleight of hand. But we the voters are watching, carefully.

Subject: Council Meeting - Deceptive Parking Regulations (Bait + Switch)

EXTERNAL
Dear Members of the Santa Monica City Council,
I am writing to you as a concerned resident and advocate for transparent business practices in our community. I urge the City Council to consider introducing legislation that mandates full disclosure of parking rates by all parking lots and garages in their advertising materials. This measure would ensure that consumers are fully informed of all fees upfront, preventing deceptive practices that erode trust and harm our local economy.

A prime example of the need for such legislation is the parking operation at the former Sears building located at 302 Colorado Avenue. This facility has been advertising "$10 Parking," which misleadingly suggests a flat rate or affordable daily fee. However, upon arrival, consumers discover that the actual structure is $10 for the first hour and a staggering $20 per hour thereafter. This bait-and-switch tactic has led to numerous negative experiences, where individuals expecting reasonable costs are hit with exorbitant bills, often exceeding expectations by hundreds of dollars for extended stays.

These deceptive practices are not only unfair to consumers but also detrimental to Santa Monica's vibrant downtown shopping district. Tourists, shoppers, and local residents are being driven away, opting instead for destinations with more transparent and affordable parking options. As a key economic engine for the city, the downtown area relies on consistent foot traffic to support businesses, restaurants, and attractions. When visitors leave with a sour impression due to hidden fees, it discourages repeat visits and word-of-mouth recommendations, ultimately stifling economic growth.

Furthermore, the ripple effects extend to property values in the area. As consumer avoidance reduces demand for downtown properties, values decline, directly impacting the city's property tax revenues. This loss of revenue could strain municipal budgets, limiting funds available for essential services like public safety, infrastructure maintenance, and community programs that benefit all Santa Monica residents.

To address this issue, I propose that the City Council enact legislation requiring all parking operators to clearly disclose complete rate structures—including hourly rates, daily maximums, and any additional fees—in all forms of advertising, such as signage, websites, apps, and promotional materials. This would align Santa Monica with consumer protection standards seen in other progressive cities and foster a more welcoming environment for commerce.

I appreciate your attention to this matter and would welcome the opportunity to discuss it further or provide additional information. Thank you for your commitment to serving our community and ensuring fair practices that support economic vitality.

Sincerely,
Joe DiRosa

Subject: Get on agenda

EXTERNAL
Hello,
I hope this message finds you well. I am writing as a Santa Monica resident and animal welfare advocate to express concern about the current volunteer hours at the Santa Monica Animal Shelter. At the moment, the shelter only allows volunteers between 11:00 a.m. and 4:00 p.m. which has resulted in an environment filled with soiled crates, anxious dogs, and overall neglect. I emailed Mayor Negrete who referred me to Officer Silverstein, whom I have not heard back from.

Since this appears to be a dead end, I am wondering what the next step would be? If it's speaking at a city council meeting, can you please provide instructions about how to add agenda items and get on the list of approved speakers? If there is another path altogether that you recommend, please let me know as I want to provide help to the animals as soon as possible.

Thank you very much for your time and for your continued service to our community.

Sincerely,

Subject: Please Stop the White Christmas Noise Torture of Residents in Santa Monica 90401.

EXTERNAL
Oliver Chi
City Manager, City of Santa Monica
Santa Monica City Council
City Hall
1685 Main Street
Santa Monica, CA 90401
Dear Mr. Chi, City Attorney, and Honorable Members of the Santa Monica City Council, My name is Alex Lightman. I have lived in downtown Santa Monica, 90401, since January 1, 1994.

At the last City Council meeting I described 90401 as “the world’s smartest zip code,” because I believe this neighborhood has the intelligence, creativity, and civic spirit to be a model for humane urban life.

That is why I am writing to you now: to ask you to stop what feels like a “White Christmas”‑style experiment in noise torture being imposed on residents and on some of the most vulnerable people in our community.

White Noise is a Black Mirror episode in which a government employee uses endless loud sound as an instrument of torture and seems to be the closest thing to what you are doing or allowing others to do to residents of 90401.

Please watch the episode so you are conscious of behavior you advertise to the residents and visitors every night.

At the end, ask yourself:

Would you personally like to be subjected to endless loud noise from government officials who believe they have no limits?
Santa Monica has a noise ordinance with specific decibel limits by zone, time of day, and type of use. Those limits are already extremely permissive by global standards, markedly higher than what would be tolerated in most dense, non‑Muslim‑majority cities.

And yet, even those generous limits are being treated as optional when it comes to City‑generated noise.

At 1450 Ocean Avenue, the “permanently closed” (according to Google) Senior Center, neighbors are being tortured nightly by loud, aggressive shouting broadcast by the City’s contractor, NETWATCH, at all hours. The sound is powerful enough to wake residents in Pacific Plaza, the 16‑story apartment building with roughly 500 residents, whose bedrooms are supposed to be their sanctuary, not a front row seat at a punitive audio experiment.

NETWATCH appears to be implementing, it bears repeating, a real‑world version of the Black Mirror episode “White Christmas,” using sound as a tool of harassment and psychological pressure.

Item 1
February 24. 2026
4 Homeless people, unhoused residents, insomniacs, and anyone who simply walks by the Senior Center are subjected to bullying, threats, and streams of false or irrelevant statements blared through speakers rotated 360 degrees.

A particularly absurd example is the phrase “The pier is closed,” repeated hundreds of times a night, even though the pier is roughly a mile away and its closing status is irrelevant to people near 1450 Ocean.

This often provokes arguments from the people being bullied, which seems to be part of the design: NETWATCH staff then try to intimidate them further by turning up the volume. This is not “public safety.” It is institutionalized bullying, paid for with public money, weaponizing noise against both the homeless and housed residents.

For 31 of the 32 years I have lived here, the Santa Monica Pier functioned perfectly well without this “cocaine cowboy yelling” as its soundtrack.

Noise from the pier was predictable and tolerable: Thursday night concerts, Cirque du Soleil shows, and the familiar squealing tires of guys doing donuts late on Friday and Saturday nights.

These were part of the urban soundscape; I did not complain about them. They were episodic, time‑bound, and understandable.

What is happening now is categorically different. From approximately 10:45 p.m. to 11:01 p.m. every night, the Santa Monica Pier appropriates loudspeakers that were ostensibly installed for tsunami warnings and uses them to blast a mindless, repetitive message at a volume that can be clearly heard more than a mile away, including at Ocean Avenue and Santa Monica Boulevard, Arizona Avenue, and even Wilshire Boulevard.

The speakers on the end of the pier are more than a mile from these intersections, yet the sound still cuts through residences, in clear and obvious violation of Santa Monica’s own noise ordinance. The message itself — “LADIES AND GENTLEMEN MAY I HAVE YOUR ATTENTION. LADIES AND GENTLEMEN MAY I HAVE YOUR ATTENTION. THE PIER WILL BE CLOSING / IS CLOSED. PLEASE MAKE YOUR WAY TO THE EXITS!” — is looped over and over in both English and Spanish through speakers that are often distorted or out of sync, creating a monstrous, echoing babble that evokes propaganda loudspeakers from a North Korean prison camp more than a California beach city.

Santa Monica’s noise code, as written, sets maximum sound levels for various land‑use zones (residential, commercial, industrial) and typically imposes stricter limits at night than during the day. It establishes quantitative limits in decibels (dB), measured at property lines or inside residences, and it defines “noise disturbance” in terms of both intensity and duration.

It also specifies that unnecessary, prolonged, or unreasonable noise that interferes with the peace and quiet of a reasonable person is prohibited.

City staff and contractors are not explicitly exempted from the basic obligation to avoid creating a public nuisance or endangering health. On paper, this looks like a rational attempt to balance activity and livability.

In practice, however, the City appears to have given itself a secret “cheat code” or “get out of jail free card” to ignore even these already promiscuous limits whenever the noise is City‑generated.

On Sunday, February 22, 2026, I had a 45‑minute conversation with the Watch Commander — the first thoughtful human being I was able to reach after a year of trying to get someone in authority to listen. I explained the nightly noise at the 1450 Ocean Senior Center and from the Santa Monica Pier, and that by my direct measurements this sound breaks the code every single night. I asked that the police enforce the ordinance and stop this.

Item 1

Item 1
February 24. 2026
5 He patiently explained that this was City noise, and that the City of Santa Monica itself decides whether its own sound — whether produced robotically, like the pier announcements, or via NETWATCH through the loudspeakers surrounding the Senior Center — is allowed, “for public safety and health.” This is a breathtaking assertion of unilateral privilege. It is also, in my view, legally and morally indefensible. Santa Monica already has a long track record of costly litigation created by City behavior that spun out of control, including sexual assault by City employees and failures of oversight.

Do you really think that any state or federal judge will endorse the idea that the City can blast noise at any volume, at any time, in any location, and call it “public safety,” when the effect and admitted purpose is to harass and bully homeless people and effectively torture nearby residents? The very phrase “public safety” is being twisted into cover for public harm.

On behalf of the roughly 8,000 residents of Santa Monica 90401, who have had to endure thousands of homeless people being drawn into our neighborhood by an absurd concentration — perhaps 50 — of feeding programs within a one‑kilometer area, I am asking you to stop this madness.

You cannot claim to care about public health and safety while subjecting those same residents to nightly assaults on their nervous systems. As long as you treat yourselves as above a reasonable code of conduct — including reasonable noise limits, especially for City‑generated noise — you are undermining trust in government and degrading the quality of life in what should be a model Blue Zone.

Therefore, I formally request the following:

A. Immediate termination, with prejudice, of the NETWATCH contract under which the City pays to illegally harass and bully homeless people and flood 90401 with nuisance noise. Remove the Senior Center loudspeakers so that some future official does not simply restart the abuse.

The City is like a drunk driver who has shown, over more than 400 consecutive nights, that it cannot be trusted behind the wheel of this technology. Like the Stanford prison experiment, where students escalated their cruelty because the situation invited it, Santa Monica has demonstrated that it cannot resist the temptation to yell — or to pay someone to yell — at homeless people.

If you truly feel that 1450 Ocean Avenue must be watched 24/7/365, hire a human guard. Preferably make that guard a resident of Santa Monica, so that the money stays in the local economy and the person standing watch has actual civic pride.

My deeper preference is that you tear down the building entirely. It is an eyesore and it ruins one of the best urban parks in the world.

B. Turn off the inane, looping babble through the tsunami warning loudspeakers on the pier. No one needs to hear “Ladies and gentlemen may I have your attention…” screamed into the night, over and over, at a volume that can cause hearing damage and that penetrates homes over a mile away.

Reserve the tsunami system for genuine emergencies, as intended. Do not normalize nightly psychological warfare disguised as crowd management.

C. Hire a real Director of Code Enforcement — someone who is not so lazy or indifferent that they never measure sound. A serious Director of Code Enforcement would use calibrated equipment to measure loud sounds made by the City and by private parties, publish decibel data weekly, and demonstrate that Santa Monica both respects and obeys its own laws. 90401 residents should be able to see, in numbers, that there is one standard for everyone, including the City itself.

Item 1

6 D. Do not even dream of letting your proposed million‑dollar billboards operate as all‑night sound sources. People live on and near the Third Street Promenade.

Given the mentality currently on display, it is entirely predictable that, without explicit guardrails, those screens would become yet another vector for “White Christmas”–style harassment: blaring ads, messages, and noise into people’s bedrooms. If you cannot be trusted with the speakers at 1450 Ocean and the pier, you cannot be trusted with billboards that shout advertising all night to a space as empty as a cemetery, except for homeless, who will also be kept awake.

E. Stop the unethical practice of ordering the Santa Monica Police Department to “stand down” when it comes to enforcing the law in politically inconvenient situations.

Your predecessors did this during the Black Lives Matter riot, contributing to the destruction of over 300 stores and the burning of nine buildings just in the one kilometer area of 90401, and helping to drive a well‑documented 99% drop in visitors to the world‑famous Third Street Promenade.

You should not impede SMPD from responding to noise complaints or any other legitimate concern just because you imagine yourselves to be above the law, above the code, and above basic standards of decent human behavior.

F. Recognize that you are temporary guardians of the peace in a small Blue Zone. The last time I checked, the 90401 zip code had an average life expectancy of about 82 years — several years longer than the U.S. national average.

You did not create that; you inherited it. Sustaining that kind of longevity requires not just good healthcare and good weather, but chronic low stress, walkability, social connection, and — crucially — nights that are quiet enough for people’s bodies and minds to recover. You will not preserve an 82‑year life expectancy by subjecting residents to nightly blast‑level noise.

One day you, too, will be old.

When that day comes, I sincerely hope you receive the peace and quiet you chose to give — or the noise you allowed to be inflicted — on the residents of 90401. You have a chance, right now, to choose differently.

I have reported my concerns to the police and they told me they could do nothing.

I talked to Armando the head of code enforcement and he did nothing.

I spoke to you all at the last City Council meeting and you did nothing In a year I have heard no rational explanation for your behavior or your do-nothing-about-noise attitude when this situation is very clearly explained.

Next step is for me to give you time to fix this or I will publish this letter and send to Stephen Miller, who I know shares my desire for a more livable Santa Monica and others. I’ve worked in many roles in the U.S. federal government and given that I don’t have a job, I have the time and the help of AI to enable me to keep reaching out.

I don’t want to waste your valuable time or mine, but you do not have the power to crush my human rights and torture me with City noise all night long and cause me the pain and suffering that comes with a year of being woken up repeatedly at night and I really should not have to tell you this.

In summary: stop being so noisy.

It is rude, it is unhealthy, it is unlawful in spirit if not yet in official finding, and it is unworthy of a city that aspires to be a model for the future.
