A special meeting of the Santa Monica City Council was called to order by Mayor Torosis at 9:02 a.m., on Saturday, February 28, 2026, at City Council Chambers, 1685 Main Street, Santa Monica, CA.

On order of the Mayor, the City Council convened at 9:02 a.m., with all members present except Councilmember Negrete and Mayor Pro Tern Zwick. Councilmember Hall led the assemblage in the Pledge of Allegiance.
The City of Santa Monica Statement of Accountability (Land Acknowledgement) was read into the record by Councilmember Snell.
No Councilmembers made disclosures regarding the Levine Act (Govt Code Section 84308).
There were no members of the public present to comment on Closed Session items.
On order of the Mayor, the City Council recessed at 9:04 a.m., to consider Closed Sessions and returned at 1 :43 p.m., with all members present, to report the following:
5.A. Public employee appointment - Gov. Code§ 54957(b): consider public employee appointment; title: City Attorney; Gov. Code § 54957.6: conference with labor negotiator; City negotiator: Mayor/City Manager; unrepresented employee: City Attorney
The Mayor reported that the City Council selected a final candidate, and instructed the Mayor and Human Resources Director to negotiate terms with 1 February 28, 2026
