Report
City Council Meeting: May 12, 2026
Agenda Item: 4.B
1 of 4
To: Mayor and City Council
From: Christopher Dishlip, Director of Public Works, Public Landscape Division Subject: Approval of the First Modification to Agreement # 11757 with RAMCO Corporation for As-Needed General Contractor Services
Recommended Action
Staff recommends that the City Council:
1. Adopt a finding of categorical exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines; and
2. Authorize the City Manager to execute a first modification to Agreement #11757 (CCS) in the amount of $200,000 with RAMCO Corporation for as-needed general contractor services for the Public Works Department. This will result in a new total amount not to exceed $550,000, with future year funding contingent on Council budget approval.
Summary
To maintain operational continuity and support priority repair and improvement projects funded in part through the Realignment Plan, approved by City Council in October 2025, the Public Landscape Division utilizes Agreement #11757 (CCS) with RAMCO Corporation (RAMCO) for as-needed general contractor services. This agreement provides direct access to contractor services necessary to efficiently complete repair and maintenance work. Due to the accelerated implementation of projects supported by this funding, the existing contract authority has been utilized more quickly than anticipated. Staff recommends increasing the contract authority by $200,000, preserving the existing scope, pricing structure, and terms and conditions, with a revised not-toexceed contract amount of $550,000.
Discussion
2 of 4
On September 9, 2025, the City Council authorized Agreement #11757 (CCS) with RAMCO Corporation by piggybacking on the competitively procured bid originally awarded through the Facilities Maintenance Division in 2022, for as-needed repair and maintenance services. This agreement preserved the scope, pricing structure, and terms and conditions of the original bid and provided the Public Landscape Division with direct access to contractor services to support repair and maintenance work. No new procurement is required, as the intent is to continue utilizing the competitively procured terms of the original agreement, ensuring service continuity and cost efficiency.
Following execution of the agreement, the Public Landscape Division received additional funding through the Realignment Plan, approved by City Council in October 2025, to support priority repair and improvement projects. This funding allowed staff to advance and complete work efficiently using the existing RAMCO agreement. As a result, the current contract authority has been utilized more quickly than anticipated.
Staff recommends increasing the contract authority by $200,000 to ensure continued access to as-needed general contractor services under agreement #11757 (CCS). This modification would preserve the original contract scope, pricing structure, and terms and conditions and would not change the contract term. Increasing the contract authority would allow staff to continue utilizing contractual services during the divisions course of business and to continue implementation of Realignment funded repair and improvement work, including priority repairs and upgrades throughout the City.
Environmental Review
The modification of this agreement is categorically exempt from the California Environmental Quality Act (CEQA) under Section 15301 of the State CEQA Guidelines.
Section 15301 provides a Class 1 exemption for the operation, repair, maintenance, or minor alteration of existing public or private facilities, involving negligible or no expansion of use. This contract solely supports the repair and maintenance of existing public landscape infrastructure and would not involve any expansion or modification to existing facilities. Therefore, the project is categorically exempt as set forth in Section 15301 of the CEQA State Guidelines.
