From: Christopher Dishlip, Director of Public Works, Architecture Services Division Subject: Award Bid #SP2687 to National Pools, Inc. for Construction Services for Phase 2 of the Annenberg Community Beach House Pool Tile Replacement Project for the Public Works Department
Recommended Action
Staff recommends that the City Council:

1. Adopt a finding of Categorical Exemption pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) of the California Environmental Quality Act (CEQA) Guidelines;

2. Award Bid #SP2687 to National Pools, Inc. to provide construction services for Phase 2 of the Annenberg Community Beach House Pool Tile Replacement Project for the Public Works Department; and

Summary
Santa Monica’s parks, recreation and cultural facilities include aging amenities that require ongoing reinvestment and repair to ensure safe and accessible community spaces. Completed in 2022, Phase 1 of the Annenberg Community Beach House Pool Tile Replacement Project replaced the most heavily deteriorated green marble fascia and gutter with in-kind materials approved by the historical architectural consultant, Page & Turnbull. The project is funded by the Beach Funds allocated to the Capital Improvement Program (CIP). The Swim Facilities Planned Maintenance CIP, Phase 2 builds on Phase 1, by replacing additional deteriorating fascia and gutter pieces, and is anticipated to begin early 2027 and be completed by late spring 2027. Staff recommends awarding Bid #SP2687 to National Pools Inc. to provide construction 2 of 5
services for Phase 2 of the Annenberg Community Beach House Pool Tile Replacement Project for an amount not to exceed $369,000 (including a 10% contingency).

Discussion
The Annenberg Community Beach House (ACBH), located at 415 Pacific Coast Highway, is a beach-oriented recreation facility with space for cultural and social event programming. The ACBH Pool Tile Replacement Project would provide capital improvements to the mosaic tiled swimming pool and decking, described as an item of special historical interest by the Landmarks Commission, and support the ongoing maintenance and functionality of Santa Monica’s existing parks, recreation and cultural facilities.

Completed in 2022, Phase 1 of the project replaced and restored approximately 150 pieces of heavily deteriorated or damaged marble pavers and gutters. Phase 2 builds on Phase 1 and will replace approximately 58 fascia pieces and 45 gutter pieces that are deteriorating, in addition to cleaning, re-grouting, and sealing all marble surfaces.

Engagement
On January 13, 2020, staff presented to and received the Landmarks Commission’s approval for the project per Statement of Official Action 19ENT-0467. Tiles would be replaced in accordance with the Secretary of the Interior’s Standards, allowing the historic integrity of these elements to be preserved while enabling the pool to safely serve as a public recreation amenity.

Best Bidder Justification
The City received five bids for the Project; however, submissions from USA Construction LLC and M&M Inspections Consultants Inc. did not meet the basic requirements of the RFB, were considered nonresponsive, and were disqualified. The evaluation committee consisting of Architecture Services and Beach House staff qualified the remaining bids. The evaluation committee recommended awarding the contract to National Pools Inc., based on bid price, pool experience and technical competence, and historical restoration experience. National Pools Inc was also the lowest bidder. National Pools Inc. has demonstrated its ability to perform and complete projects of similar scope for several California municipalities and agencies, as well as private clients, including the City of Santa Clarita, the City of Long Beach and Los Angeles County. The evaluation committee conducted outreach to Los Angeles County and Shahi Design Group, both of which recommended National Pools Inc. for its reliability and expertise.

Environmental Review
The contract for Annenberg Community Beach House Pool Tile Replacement Project is exempt from CEQA pursuant to CEQA Guidelines, Sections 15301 and 15302 of the CEQA Guidelines. Section 15301 (Class 1) of the CEQA Guidelines provides a categorical exemption for the operation, repair, maintenance, or minor alteration of existing public or private structures or facilities involving negligible or no expansion of existing or former use. Section 15302 (Class 2) provides a categorical exemption for the replacement or reconstruction of existing structures and facilities on the same site when 4 of 5
the new structure would have substantially the same purpose and capacity as the structure replaced.

The Project would replace the existing damaged tiles with new marble tiles reviewed and accepted by Historical Architectural Consultant Page & Turnbull. Additionally, none of the exceptions under CEQA Guidelines Section 15300.2 would prevent the use of this categorical exemption. The project site is not located in a sensitive environment, the project would not have a significant effect on the environment, the project would not damage scenic resources, the project would not be located on a hazardous waste site, and the project would not cause an adverse change to a historical resource. Therefore, the project is exempt from CEQA pursuant to the Class 1 and Class 2 categorical exemptions.
