City Council Meeting: May 12, 2026
Agenda Item: 4.F

To: Mayor and City Council
From: Christopher Dishlip, Director of Public Works, Engineering and Street Services Division
Subject: Award Bid #SP2764 to PALP, Inc. dba Excel Paving Company, RAMCO General Engineering Contractor, Inc., Sully Miller Contracting Company, and Paveco Construction, Inc. for On Call General Contractor Services for Public Works Maintenance and Repair Projects
Recommended Action
Staff recommends that City Council:

1. Adopt a finding of Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines;

2. Award Bid #SP2764 to PALP, Inc. dba Excel Paving Company, RAMCO General Engineering Contractor, Inc., Sully Miller Contracting Company and Paveco Construction, Inc. for On-Call General Contractor Maintenance and Repair Services for the Public Works Department; and

3. Authorize the City Manager to execute five-year agreements with the following four contractors: PALP, Inc. dba Excel Paving Company, RAMCO General Engineering Contractor, Inc., Sully Miller Contracting Company, and Paveco Construction, Inc., in an amount not to exceed $5,000,000 for each agreement, over a five-year term, with future year funding contingent on Council budget approval.

Summary
Public Works maintains approximately 161 centerline miles of streets and associated infrastructure within 8.3 square miles of the City of Santa Monica (City), including sidewalks, curb ramps, bike paths, parking lots and structures, storm drain infrastructure, and other public facilities. The Public Works Department requires general contractor services to perform as-needed maintenance, repair, emergency response, 2 of 6
and small capital improvement work that exceeds the capacity or equipment capabilities of City crews.

Staff recommends awarding the General Contractor for On-Call Public Works Maintenance and Repair Services (SP2764) to four contractors: PALP, Inc. dba Excel Paving Company; RAMCO General Engineering Contractor, Inc.; Sully Miller Contracting Company; and Paveco Construction, Inc. The agreements would be utilized on an as-needed basis only, if funding is available and approved by Council, as reflected in the Adopted Operating and Capital Improvement Program Budget. Awarding multiple contractors ensures redundancy, rapid emergency response capability, and sufficient capacity to address both routine maintenance and urgent infrastructure repairs. Each agreement is proposed at $5,000,000 over five years. Work would be distributed based on availability, specialization, and pricing, and full utilization of each agreement is not anticipated. Cumulative spending across four agreements would not exceed $20,000,000.

Discussion
The Public Works Department routinely encounters infrastructure repairs that require specialized equipment, technical expertise, and rapid response capability. Historically this work has been performed by contractors. Typical work includes:
• Removals of large asphalt concrete pavement sections. • Pavement restoration following utility cuts and grind and pave repairs. • Concrete repairs of sidewalks, driveways, curbs and gutters. • ADA curb ramp replacements.
• Drainage structure reconstruction and storm drain repairs. • Joint sealing, crack repair, slurry and fog seal applications. • Repairs to fencing, guardrails, and handrails.
• Minor grading and restoration of pedestrian routes.
• Urgent and emergency response to hazards within the public right-of-way.

For each project or task, Public Works staff would prepare a scope of work and assign projects to contractors based on the results of the competitive scoring, proceeding 3 of 6
sequentially based on availability, capacity, the size of the work, and the type of work required. For larger or more complex projects, staff may request quotes from multiple contractors to ensure competitive pricing. Work would then be assigned based on cost, the contractor’s ability to meet the required schedule, and other factors such as availability, capacity, and feasibility of resources. If a higher-ranked contractor is unavailable or unable to perform the work, staff would proceed to the next contractor in the ranking. For urgent or emergency situations, staff may assign work to the contractor that can respond most quickly, regardless of ranking.

The recommendation to award four contracts would ensure that the City has a redundant and resilient mechanism to mobilize a contractor for urgent infrastructure repairs and to continue to provide exceptional customer service to residents and businesses. There are labor shortages in the Southern California construction market and requesting a contractor to mobilize within a 24-hour notice is not always guaranteed. This mechanism would allow the City to assign work based on contractor capacity and specialization.

Best Bidder Justification
PALP, Inc. dba Excel Paving Company, received the highest overall score based on competitive labor and equipment rates, favorable subcontractor mark-ups, responsive call-out pricing, and demonstrated experience performing similar municipal public works projects. RAMCO General Engineering Contractor, Inc., Sully Miller Contracting Company, and Paveco Construction, Inc. also demonstrated strong qualifications, competitive pricing structures, and relevant experience performing comparable civil construction and maintenance services for public agencies. The top four ranked firms provide the best overall value to the City and collectively ensure adequate capacity to respond to routine and urgent infrastructure repair needs. While Brash Engineering Services and Bancroft Construction Inc. were the lowest bidders, they did not meet the qualifications and experience as outlined in the evaluation criteria. Brash Engineering Services had mostly small, residential construction experience, while Bancroft Construction Inc. had no public work sector experience.

Environmental Assessment
5 of 6
The award for repair and maintenance of existing streets, sidewalks, drainage facilities, and related infrastructure construction services is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines.

Section 15301 of the CEQA State Guidelines provides a Class 1 (Existing Facilities) exemption for projects that consist of the operation, repair, maintenance, leasing, licensing, permitting, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. The award of public works infrastructure repair and construction services would not result in any modifications to existing facilities. The existing facilities would be maintained and repaired with the on-call general contracting services and the award of services would not expand or materially change existing facilities or operations. Therefore, the project is categorically exempt as set forth in Section 15301 of the CEQA State Guidelines.

Financial Impacts and Budget Actions
Staff seeks authority to approve funding from various funds to award agreements with PALP, Inc. dba Excel Paving Company, RAMCO General Engineering Contractor, Inc., Sully Miller Contracting Company, and Paveco Construction, Inc. for citywide as-needed public works maintenance and repair services. Each agreement is proposed at an estimated amount not to exceed $1,000,000 per year for five years, for a total not to exceed $5,000,000 per contractor. Full utilization of each agreement is not anticipated.

Funds will be included in the proposed Operating Budget for FY 2026-27 and the proposed Biennial Capital Improvement Program Budget for FY 2026-28. Future year funding is contingent on Council budget approval.
