FY 2026-27 through FY 2030-31 CIP Budget by Category …………………………………………………..………..93 FY 2026-27 through FY 2030-31 CIP Budget by Fund …………………………………………………………….…………96 The City of Santa Monica biennially develops a five-year Capital Improvement Program (CIP) budget. Although the program spans five years, only funds for the first year (FY 2026-27) are appropriated as part of the budget process, and funds for the second year (FY 2027-28) are approved now and will be appropriated prior to the start of the second fiscal year. Budget plan numbers for FY 2028-29 through FY 2030-31 are included as a planning tool to demonstrate total anticipated capital funding needs. Project needs will be reevaluated during each biennial budget cycle to ensure that budgets fall within available funding limits and best reflect current City and Council priorities.

Capital Improvement Program Policies
CIP policies provide a consistent framework for identifying and financing projects.

Definition of Capital Projects
The Capital Improvement Program is a five-year financial plan for the acquisition, expansion or rehabilitation of land, buildings, and other major infrastructure. Projects included in the CIP budget are those with costs exceeding $50,000 and useful lives of more than three years, and most involve public infrastructure construction.

General Policies
• The City will biennially plan for capital improvements for a five-year period of time. The Capital Improvement Program will incorporate City Council priorities, long-range community objectives, and projects that will improve City operational efficiency. • The City will maintain all assets at a sufficient level to protect the City’s capital investment and to minimize future maintenance and replacement costs. • A current inventory of the City’s physical assets, their condition, and remaining useful life will be maintained.

Financial Policies
• The City will identify estimated capital and operating costs as well as funding sources for each capital project recommended to the City Council.
• The City will seek grants and other intergovernmental assistance to finance only those capital improvements that are consistent with the CIP, and where the operating and maintenance costs and grant match requirements have been considered. • The City will enter into long-term borrowing to finance capital improvements only when annual debt service payments can be financed from current revenues. • Capital projects that are debt-financed will amortize the debt over a period of time not to exceed the expected useful life of the project.
1 Budget Process
The Capital Improvement Program (CIP) budget process is a five-year planning cycle, updated biennially, and facilitated by a CIP Team comprised of the Director of Public Works, Director of Finance, the City Manager, the Assistant City Manager, the Administrative Services Officer-PW, and the Principal Administrative Analyst-PW. Departments prepare project application submittals for funding consideration with a priority ranking, and the CIP Team reviews and evaluates applications against the criteria outlined below. Project applications are also evaluated within the context of available funding limits to ensure that extremely limited resources fund priority projects while maintaining the City’s existing infrastructure and minimizing future replacement costs.

Project Scoring
Project application budget requests, particularly for unrestricted General Fund dollars, have exceeded available funding. The CIP Team evaluates projects that are competing for limited funds according to three broad criteria, defined as follows:

Mandated Activities
• Projects necessary for health and safety reasons that cannot be deferred • Projects mandated by the Federal or State government
• Projects necessary to adequately maintain existing facilities, infrastructure, or equipment • Projects underway that have unavoidable budget shortfalls and that cannot be modified Council / Community Priorities
• Projects that address a Council Priority
• Projects that respond to a Council action or directive • Projects identified in an adopted City planning document Fiscal Responsibility
• Projects that will improve operational efficiencies and achieve ongoing cost savings • Projects that generate revenue
• Projects where significant outside funding has been obtained to leverage City funding Based on evaluation against these criteria, capital budget recommendations are presented to the City Council for consideration.
2 General Fund Budget Resources
The General Fund represents seventeen percent of the total CIP Budget over the biennial period.

The FY 2026-27 proposed General Fund budget is $19.9 million. In FY 2027-28, the proposed General Fund budget is $17.6 million. The General Fund allocation prioritizes ongoing infrastructure maintenance projects that keep our neighborhoods and open spaces clean and safe, as well as funding for projects that will get Santa Monica ready for the major events scheduled to take place over the coming years.

Budget Summary by Project Type
A city’s capital program budget is a blueprint of its core values, revealing public priorities in the types of projects it chooses to invest in. This Proposed Biennial Budget funds 77 capital projects across 5 different priority project categories: downtown and beach, infrastructure, parks, transportation, and water.
3 Downtown & Beach Projects
Downtown and Beach projects are those that invest in preparing the City for upcoming major events, modernizing pier infrastructure, or improving services/cleanliness and move Santa Monica towards the goal of a vibrant and active downtown that drives economic growth.

Significant proposed projects in this budget include Pier Fire Sprinkler Replacement, Major Event Electrical Infrastructure, and the Beach and Pier Vision Plan.

Infrastructure Projects
Infrastructure projects are those that invest in core city infrastructure, deferred maintenance, or build organizational capacity and move Santa Monica towards the goal of a healthy, clean, and safe community.

Significant proposed projects in this budget include Streetlight Modernization, Citywide Facilities Renewal program, and Workspace Optimization.

Park Projects
Park projects are those that invest in expanding park resources, replacing existing assets, or improving accessibility and move Santa Monica towards the goal of implementing the Parks and Recreation Vision Plan.

Significant proposed projects in this budget include Memorial Park Expansion, Airport Park Sports Field Replacement, and Virginia Avenue Park Playground Replacement. 4 Transportation Projects
Transportation projects are those that invest in multi-modal transportation, safe streets for all, or service efficiencies and move Santa Monica towards the goal of a Vision Zero future.

Significant proposed projects in this budget include Annual Paving and Sidewalk Repair (Santa Monica Blvd. Phase 1 and Chelsea Intersection Improvements), 14th St. Bike and Pedestrian Improvements, and Smart Curbside Management Solutions.

Water Projects
Water projects are those that invest in potable water, non-potable water, wastewater, or stormwater and move Santa Monica towards the goal of water self-sufficiency.

Significant proposed projects in this budget include Reservoir Improvements, Water/Wastewater Main Replacements, and Moss Avenue Pump Station Improvements.

Budget Summary by Fund
The investment forthese 77 new capital projects is proposed to come from across 17 differentfunds.

The total Proposed Budget is $109.8 million in FY 2026-27, and $116.6 million in FY 2027-28.

CIP Budget Summary by Fund
The FY 2026-27 Proposed CIP Budgetrepresents an increase of $655.8K or 0.6 percent compared to the FY 2025-26 Original Adopted CIP Budget of $109,174,246. 5 General Fund
The General Fund represents seventeenpercent of the total CIP Budget over the biennial period. The FY2026-27 proposed General Fund budget is $19.9 million. In FY 2027-28, the proposed General Fund budget is $17.6 million.

The General Fund CIP allocation is reduced as various maintenance capital improvement program budgets were moved to the operating budget.

Non-General Funds
Thenon-General Funds included in the CIP budget can support their respective capital improvement budgets. These resources are mostly restricted and must fund projects within their fund. 6 Impacts to the Ongoing Operating Budget
Capital projects that increase the number of facilities or expand existing infrastructure can impact ongoing operating costs for the City. The projects proposed in the FY2026-28 biennial cycle do not request net new General Fund operating budget.

Continuing Projects
This budget document represents all projects that are recommended to receive new budget appropriations in FY 2026-27 and FY 2027-28, as well as a few projects that are in the budget plan for FY 2028-31. Due to the multi-year nature of capital projects, it is common for unspent budget to be “rolled over” from one fiscal year to another to allow for the completion of an approved project scope within contract and budget authority. Some projects that already received a budget allocation in FY 2025-26 or prior but are not yet complete may have unspent, approved budget rolled over into FY 2026-27. This will be determined after the current fiscal year closes, so these amounts are not included in the FY 2026-27 through FY 2030-31 capital plan. 7 The Project Detail section of this budget document outlines each CIP project that will receive a new budget appropriation during the Biennial Budget period of FY 2026-27 or FY 2027-28. It also includes some project amounts that are proposed as part of the Budget Plan period starting in FY 2028-29 or later, to reflect subsequent Biennial Budget period requests.

Detailed programmatic and financial information is provided for each CIP project. Programmatic information includes project title, description, justification, estimated completion date, and images where possible. Financial information includes the total project budget for one-time projects, account numbers, the proposed budget for FY 2026-27 and FY 2027-28, and the budget planning numbers for FY 2028-29 through FY 2030-31.

The Project Detail section is organized by Department. Within each Departmental section, projects are listed in alphabetical order. Projects are often funded using more than one funding source; all funding sources and accounts are listed under each project’s detail.

The Budget Detail section presents a program-wide budget table organized by Fund. To view budget by Fund, readers can refer to the table in the Budget Details section that is organized by Fund.

Account numbers presented are the account numbers for the Tyler Munis Enterprise Resource System used in the City’s financial system. All CIP account numbers begin with “C” to designate capital projects.

Project Description
This funding will support the installation of 4 EV charging projects (approximately 60 chargers) to support charging for City fleet vehicles at City Yards and the Public Safety Facility. Additional capital funds are needed to complete the current projects and potential future projects to support the City's growing fleet of electric vehicles.

Project Justification
There are now more than 100 electric fleet vehicles that park at City Yards, with additional electric vehicles arriving as existing Compressed Natural Gas (CNG) vehicles are replaced.

Currently, there are 28 level 2 chargers at City Yards, which is insufficient to meet current and future charging needs, particularly as new medium- and heavy-duty vehicles like trash trucks and street sweepers are added to the fleet. The City recently added two electric rearloader trash trucks and its first fully electric street sweeper, which require faster charging options. This project will add approximately 60 fleet chargers at the City Yards and the Public Safety Facility.

Project Description
This project will provide the electrical infrastructure needed to support and sustain large scale outdoor events across the City. It focuses on key venues including Downtown, the Third Street Promenade, The Sandbox, the Santa Monica Pier, beach areas, and beach parking lots to meet the growing demand for modern, safe, and highly connected public spaces. The scope includes extending electrical service to The Sandbox south of the Pier, surrounding beach areas, and adjacent parking facilities.

Project Justification
The City’s Realignment Plan emphasizes the activation of large scale events that enhance community engagement, strengthen economic vitality, and promote cultural vibrancy.

Existing outdoor venues including Downtown, the Third Street Promenade, The Sandbox, the Santa Monica Pier, beach areas, and parking facilities currently lack the electrical infrastructure needed to support these high impact activations. This project advances the Realignment Plan by upgrading infrastructure to enable major event programming and support economic development and cultural vitality in the City’s urban core.

This project will install two new bus stops on Pacific Coast Highway at the Annenberg Community Beach House, including ADA accessible improvements, bus pads, seating, real time transit signage, curb ramps, crosswalk striping, retaining wall improvements, and traffic signal modifications. The stops are expected to be served immediately by Metro Route 134, with potential future service by Big Blue Bus, significantly improving transit access to the Beach House and surrounding coastal destinations.

Project Justification
This project fills a major 3 mile gap in transit service on Pacific Coast Highway between Santa Monica and Temescal Canyon and provides direct transit access to the Annenberg Community Beach House, a major recreation, arts, and event destination. Currently, the Beach House is primarily accessible by private vehicle or a lengthy walk from existing transit stops, limiting equitable access for residents, visitors, and event attendees. Improving transit connectivity will enhance mobility, reduce reliance on private vehicles, and support high volume access during major events and everyday community use.

Project Description
This program will improve safety and operational efficiency on the BBB system by installing Automated Bus Lane Enforcement (ABLE) hardware, supported by cloud-hosted software, onto 10 buses. The system will monitor bus lanes and bus stops for violations as the equipped buses are in service and generate evidence packages for citations.

Project Justification
Automated bus lane enforcement (ABLE) is proven to increase travel speeds by deterring illegal parking in bus-only lanes and bus stops and zones and allowing buses to move freely along the lanes and efficiently service bus stops. ABLE also improves system safety as buses operating in bus-only lanes blocked by illegally parked cars must merge in and out of traffic, which increases the opportunity for collisions, and may have to stop outside of a safe and accessible bus zone to board or alight passengers. ABLE improves the customer experience as buses operating on clear bus lanes and zones can operate on time.

The Greensand Media Replacement Project involves the removal and replacement of exhausted greensand filtration media to restore and improve water treatment performance.

Over time, greensand media becomes less effective due to fouling, iron and manganese buildup, and normal wear, which can reduce filtration efficiency and water quality. This project is designed to ensure continued compliance with water quality standards and reliable system operation.

Project Justification
Replacing the greensand media is a cost-effective preventative maintenance measure that helps avoid more serious operational issues, such as filter failure, increased backwash frequency, higher chemical usage, and unplanned system downtime.

Project Description
This project will replace an aging groundwater production well to maintain local groundwater production, enhance water supply resiliency, and ensure the continued delivery of a reliable, high-quality, and cost-effective drinking water supply for the community. The replacement well will also improve operational reliability and reduce the risk of service disruptions associated with aging infrastructure. This project received prior funding in the amount of $700,000 in FY 2025-26.

Project Justification
Replacing aging groundwater wells improves the City’s water supply reliability and provides long-term cost savings. As wells deteriorate, maintenance demands increase, elevating the risk of extended outages and loss of local groundwater production. When local supplies are unavailable, the City must rely on imported water from the Metropolitan Water District of Southern California, which has historically been approximately 30 percent more expensive than local groundwater and may be subject to availability reductions during drought conditions.

The Lincoln Neighborhood Corridor Plan (The LiNC) is a City of Santa Monica multimodal streetscape, beautification and neighborhood unification capital construction project.

Prior to 2020, this project received previous allocations totaling $5,773,000 and $878,063 was expended. In 2020, the project was defunded due to the COVID-19 pandemic. The project received an allocation of $4,800,000 in FY 2022-23 and $900,000 in FY 2024-25. The City was awarded $500,000 in congressionally-directed community project funding for this project.

Project Justification
The project was developed in collaboration with residents, businesses, and local stakeholders to reduce and remedy the harm caused by California’s historic Highway 1, which for the past 65 years has prevented economic prosperity and neighborhood unification among three neighborhoods in Santa Monica. The LiNC project is scheduled to be performed in phases as funding becomes available. Phase I of the project implemented street and pedestrian lighting in addition to some street scape improvements between Pico and I-10 Freeway. The entire project proposes to reconstruct and modify the corridor along

1.25 miles of Lincoln Boulevard to transition the busy commuting corridor into a pedestrianoriented environment and knit back together the residential neighborhoods that have been severed by the intense auto-centric nature of the corridor.

The Memorial Park Stormwater Capture Multi-Benefit Project (Project) will construct a 1.5 million gallon (4.7 acre-ft) underground infiltration reservoir beneath Memorial Park to capture and treat stormwater runoff while providing enhanced park amenities that benefit the public.

Project Justification
This project will help the City of Santa Monica comply with state and federal stormwater requirements under the Los Angeles County MS4 Permit, including watershed-based and regional compliance pathways. Capturing and treating stormwater runoff reduces pollutant discharges to receiving waters and supports long-term permit compliance. As a regional project identified through watershed planning and feasibility studies, the project provides a more efficient and cost-effective approach to achieving stormwater compliance and environmental benefits than smaller, distributed projects implemented individually.

The Memorial Park Redevelopment and Expansion Project would combine the existing 10.3 acre Memorial Park with the former Fisher Lumber site, a City-owned, 2.9 acre property adjacent to the existing park, into a 13.2 acre newly renovated and expanded community park that meets the increasing demand for recreational activities. The project cannot move forward until the Public Landscape Division (PLD) has been relocated. The project received allocations of $2,750,000 in FY 2023-24 for design. Design for Phases 1 and 2 is anticipated to be completed in FY2026-27, with funding for construction programmed in FY 2027-28. Funding includes $7,600,000 General Fund, $1,600,000 Measure A Special Revenue Fund, $1,900,000 Park Impact Fee and funding from both Santa Monica College’s Measure V bond and SMMUSD pending fiscal and use agreements.

Project Justification
The City of Santa Monica has a dire need for more park space to serve residents. Residents have expressed their impatience with the delay of expanding Memorial Park at many community events.

The City has the opportunity to utilize City-owned land to realize the expansion of Memorial Park as intended by Council when the former Fisher Lumber site was purchased in 2004. In 2020, the project was defunded due to the COVID-19 pandemic. During a 2023 study session, Council directed staff to restart the Project and find a suitable location to relocate PLD.

Project Description
This project will expand the City’s recycled water system through the construction of either a new recycled water pump station or a groundwater recharge well. The Water Resources Division is currently conducting feasibility analysis and coordinating with regulators to outline options to expand the City's recycled water end use. If approved, a pump station would be constructed to convey advanced treated recycled water to the Arcadia Water Treatment Plant for additional advanced treatment to enhance climate resiliency of the City's water supply. Alternatively, a new groundwater recharge well (SM-12i) could be developed to replenish the local groundwater supplies. Either option would increase the beneficial use of available purified water from the Sustainable Water Infrastructure Project (SWIP) and reduce the City’s reliance on imported water supplies.

Project Justification
As part of the City's overall goal to be water self-sufficient and reduce reliance on imported water supplies, the SWIP provides a drought resilient water supply that would be used to recharge local groundwater aquifers. The pump station or recharge well will be used to either treat advanced treated recycled water from SWIP for direct potable reuse or recharge the Olympic Well Field, the City's second largest groundwater aquifer. Either option would increase the beneficial use of available recycled water and reduce the City’s reliance on imported water supplies.

This project involves the installation of a groundwater monitoring well between Marina Del Rey and the Charnock groundwater wellfield to support the City’s Groundwater Sustainability Plan. The well will monitor for seawater intrusion in the area and enhance understanding of the hydrogeology of the Santa Monica Groundwater Subbasin.

Project Justification
The Groundwater Sustainability Plan (GSP) for the Santa Monica Groundwater Subbasin identified the area between Marina Del Rey and the Charnock Wellfield as a portion of the Subbasin that currently lacks monitoring wells and chloride data. The GSP recommended installing nested monitoring wells in this area to fill in this data gap and incorporating data from the monitoring wells into the water level and seawater intrusion monitoring networks for the Subbasin. The monitoring well installed as part of this project would serve as an important checkpoint for potential seawater intrusion into the City's groundwater supply and allow for improved management of groundwater resources in the Subbasin.

$3,000,000
Project Description
This project will implement a new design for the renovation of the Camera Obscura Building (1450 Ocean Ave) in preparation for LA28 Olympic programming. The improvements will modernize the Camera Obscura Art Lab with upgraded landscaping, an outdoor deck, expanded art studio space, and retail components to support community use, safety goals, and economic activation along Ocean Avenue.

Project Justification
This project implements the visioning developed through the FY 2025–26 Reimagining Camera Obscura process to guide the renovation of the Camera Obscura Building and its surrounding spaces. The concept focuses on converting approximately 5,000 square feet into a flexible event venue that supports potential 2028 Olympic use while emphasizing arts, hospitality, adaptive reuse, and historic preservation. The renovation will enhance indoor and outdoor amenities, including improved landscaping, entry experience, and potential deck spaces, while respecting existing site conditions and ensuring long-term post-Olympic community use.
