Program Background
In March 2025, City Council approved the Renters’ Protection Program which included the implementation of a Measure GS-funded flexible financial assistance program to prevent homelessness and keep vulnerable Santa Monicans housed.
Program Description
Designed to provide upstream homelessness prevention assistance to Santa Monica renters experiencing a housing crisis
Services include:
Financial assistance for based on housing stabilization needs Housing-focused case management including linkage to Right to Counsel program Available to Santa Monica renter households up to 120% AMI, with prioritization for households at greatest risk of homelessness
Funded by Measure GS for $6 million dollars over 5 years Santa Monica Renter Aid

Request for Proposal (RFP) Process
In January 2026, Housing & Human Services Department (HHS) staff released an RFP seeking an experienced homelessness prevention provider to administer a flexible financial assistance program.
The RFP evaluation criteria focused on organizational capacity to administer large-scale financial assistance, a program model demonstrating effective service delivery in Santa Monica and strong agency fiscal performance.
The People Concern received the highest overall evaluation score in the competitive procurement process from a review panel consisting of interdepartmental and external reviewers.

Program Implementation
Program launch anticipated in summer 2026
Multilingual outreach and community engagement to include:
Online application through City website (paper applications options) In-person program office hours at Virginia Avenue Park and other City sites Program promotion via Seascape, digital kiosks, Big Blue Bus and more Program is initially expected to serve 150 at-risk households annually.
Outcomes and participant feedback surveys will be regularly monitored by Homelessness Prevention & Intervention (HPI) Division staff.
