Report
City Council Meeting: June 9, 2026
Agenda Item: 4.M
1 of 4
To: Mayor and City Council
From: Anuj Gupta, Director of Transportation, Parking Operations (DOT) Subject: Approval of First Modification to Agreement #11730 with AAAdvantage Concrete Coatings for Resurfacing Services
Recommended Action
Staff recommends that the City Council:
1. Adopt a finding of Categorical Exemption pursuant to Section 15301 (Existing Structures) and Section 15302 (Replacement or Reconstruction) of the California Environmental Quality Act (CEQA) Guidelines; and
2. Authorize the City Manager to execute a first modification to agreement #11730 (CCS) in the amount of $375,485 with AAAdvantage Concrete Coatings for Parking Structure 2 stair resurfacing services for the Department of Transportation. This will result in a three-year amended agreement with a new total amount not to exceed $1,126,456, with future year funding contingent on Council budget approval.
Summary
Parking Structure 2 (PS2), located at 1235 2nd Street, is a highly utilized facility in Downtown Santa Monica, serving over 370,000 parkers annually. The two staircases within the structure have experienced significant wear over time and need resurfacing to maintain safety and accessibility for all users. The Department of Transportation (DOT) Parking Division is seeking the approval to remove the outdated vinyl staircase coverings and install a durable Silikal R-61 CQ floor system to enhance safety, durability, and appearance. This new flooring system will provide improved slip resistance, durability against wear, and ease of maintenance, ensuring the stairwells remain functional for daily use. Staff recommends modifying the existing contract with AAAdvantage Concrete Coating in an amount not to exceed $375,485 (which includes a 5% contingency) to include the PS2 stair resurfacing. The existing contract with 2 of 4
AAAdvantage covers the resurfacing of the stairways at Parking Structures 4 and 5, and that work is now complete. The existing contract has a fixed fee for each structure stair resurfacing and the vendor is extending the same fixed fee for PS2, mirroring the original scope and cost. This modification would add the stair resurfacing scope for PS2 and extend the contract term to three years, for a revised total of $1,126,456.
Discussion
Parking Structures 2, 4, and 5 are vital components of Downtown Santa Monica’s parking infrastructure, collectively serving more than 1,170,000 parkers annually. Most users exit on foot via one of the two staircases located at opposite corners of each structure. Given the high volume of foot traffic, these staircases endure significant wear, causing the vinyl stair coverings to become dated and damaged over time. The project to replace the stair coatings at PS4 and PS5 has been completed and is considered a successful project, providing a more suitable coating to replace the old vinyl covering.
Before and after pictures of work at PS4 and PS5 are attached for reference.
Parking Division staff have identified the need to replace the existing stairwell surfaces in PS2 to maintain the safety and functionality of the facility. The current vinyl covering in PS2 no longer supports the demands of such high foot traffic, and its condition has deteriorated beyond routine maintenance.
Staff recommends replacing the worn coverings with the Silikal R-61 CQ floor system which was used on PS4 and PS5. This flooring solution was chosen for its durability, and proven performance in high-traffic environments such as stairwells. In addition, its slip resistance ensures safety and improves long-term maintenance of the facility.
The Silikal system is resistant to a wide range of chemicals, making it ideal for the environmental conditions in parking structures. Its easy maintenance and quick curing time means that the installation will result in minimal disruption to the daily use of PS2, allowing the structure to remain accessible during the resurfacing process. This project will address both safety and aesthetic concerns, ensuring that the staircases remain in good condition for years to come. Replacing the flooring will also improve the overall appearance of the parking structure (as currently seen in PS4 and PS5), creating a more inviting and professional environment for those who use the facilities. With this long-lasting upgrade, PS2, PS4, and PS5 will continue to serve as reliable, attractive, and safe parking options for the Downtown Santa Monica community, thereby 3 of 4
supporting Realignment Plan objectives of economic development and Downtown business success.
Public Outreach
The project is anticipated to take up to six weeks, with a phased scheduling approach to ensure that both stairwells in the structure are not closed simultaneously. Parking staff and the City’s parking operator will coordinate with AAAdvantage Concrete Coatings to minimize impacts on PS2 users. Monthly permit holders will receive an email notification, and notices detailing the planned work will be prominently displayed at both the vehicular and pedestrian entrances to PS2. The same work performed at PS4 and PS5 was successfully completed with minimal user disruptions or complaints from the public.
Environmental Review
The project is categorically exempt from CEQA pursuant to Section 15301 and Section 15302 of the CEQA Guidelines. Section 15301 exempts Class 1 (Existing Facilities) projects from CEQA, which include the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Section 15302 exempts Class 2 (Replacement or Reconstruction) projects which include the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The project would resurface and replace existing worn stairs in PS5, and therefore, it has been determined that the project would fall within the Class 1 and Class 2 categorical exemptions. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, section 15300.2 applies to this project.
