Subject: Postpone Item 4.I - Parks Nexus Study
EXTERNAL
Mayor and Council Members,
Impact fees have a meaningful impact on the creation of new housing, costing potentially tens of thousands of dollars per apartment. I would strongly encourage the council to review the updating of all development impact fees at the same time, rather than updating the nexus studies piecemeal.
For that reason, council should table item 4.I, which would pay a consultant to update the Parks and Recreation Nexus Study.
It is not possible to have a constructive public discussion about what fees homebuilders should and should not pay when each fee is discussed in isolation. Council should direct staff to present the current status of all impact fees at an upcoming study session, and explore both the updates to fees as well as incentive programs such as the Downtown incentive program simultaneously.
Thank you for your consideration,
Sam Shapiro-Kline
