City Manager Chi requested that Council consider deliberating the part of the budget that addresses discretionary funding in the amount of $20,000 that’s provided to Santa Monica-Malibu Unified School for High school Grad night be voted on separately, because a Councilmember needs to recuse themself from this portion of the budget.
Questions asked and answered of staff included: explain how the GANN limit is calculated; what is the city’s target cost recovery rate for adult recreation programs; what is Code Compliance’s current capacity to investigate and cite the same tenant protection during construction; what is happening with the reduction of one FTE from the Pier Fund; the transition from the real estate property manager role to the economic development role change in the FTE, what was the thinking behind that, and how is that going to help us achieve our goals that are laid out within the realignment plan; how will the changes to the procurement policy enable us to more effectively address the Community needs; does the parking fee changes include an extension of the quote downtown employee discount program for one additional year, and is that the same pilot parking program that we did for the downtown fitness and wellness businesses; what is the projection for the city of having a structurally balanced budget in the next year; to what extent will fees related to landmarks be able to be reviewed; how will all of the changes be tracked back to the community; how much money is in the Housing Trust fund; what was the original revenue forecast for 2027, before the Realignment Plan; and, how many positions were added to EDD (Economic Development Division).
Considerable discussion ensued on topics including, but not limited to: on landmarking issues, hopeful that the discussion can be addressed at a later 17 June 23, 2026
Councilmember Negrete was
excused at 9:36 p.m.
date; with respect to parking fines, continue to evaluate whether those are sufficiently framed to disincentivize violations.
Motion by Authority/Councilmember Snell, seconded by Chair/Mayor Torosis, to adopt the FY 2026-27 Operating Budget the first year and approving the second year of the FY 2026-28 Biennial Capital Improvement Program Budget, and the staff recommendation.
The City Attorney read the following into the record for the Master Fee resolution: In light of concerns raised earlier in the day by arising out of an existing contractual relationship between a franchise-holding utility and the City, staff recommends that the following language be added as a notation to the bottom of page 2 of Exhibit E-1, Civil Engineering, of Attachment E, the Master Fee Resolution: Notwithstanding anything to the contrary in this schedule, terms and conditions of existing agreements between franchiseholding utilities and the City shall control.
Authority/Councilmember Hall inquired that the motion included the staff recommended actions inclusive of the City Attorney’s edits for Attachment E, as well as the recused section regarding the funding transfer to SMMUSD, so Authority/Councilmember Negrete could recuse herself.
Authority/Councilmember Snell agreed that is his motion.
The motion was approved, with the added language by the following vote:
AYES: Authority/Councilmembers Zernitskaya, Snell, Raskin, Hall, Negrete, Vice Chair/Mayor Pro Tem Zwick,
Mayor/Chair Torosis
NOES: None
ABSENT: None
Councilmember Negrete recused herself from the discussion on whether to approve Council discretionary funds to the Santa Monica Malibu Unified School District for Santa Monica High School Grad Night out of an abundance of caution. SMMUSD purchases musical instruments, supplies and services from the Santa Monica Music Center, which Councilmember Negrete owns. The money used to purchase goods and services from the Music Center are not from the district’s general fund, but she recused herself to avoid the appearance of a conflict.
Motion by Councilmember Snell, seconded by Mayor Torosis, to approve the part of the budget that allocates $20,000 of Council discretionary funds for Santa Monica High’s Grad night. The motion was approved by the following vote:

Councilmember Hall proposed direction to staff regarding the Council discretionary funds. The allocations that were not spent roll over for up to a year to the same Councilmember. And for those up for reelection, they have the opportunity to spend that until they are either reseated or leave the dais, and that they get a prorated amount to December.
Mayor Torosis, seconded the motion with the caveat that for future consideration, if Councilmembers wanted to roll over their money for more than a year in order to fund something much bigger than what the current discretionary money allows to, in planning and conjunction with staff, contemplation for example major projects, she would be willing to revisit the conversation around only rolling over for one year.
Motion by Councilmember Hall, seconded by Mayor Torosis, to approve direction to allow Council to roll over unspent discretionary funds for up to a year. The motion was approved by the following vote:
AYES: Councilmembers Negrete, Hall, Raskin, Snell, Zernitskaya, Mayor Torosis, Mayor Pro Tem Zwick
