Summary
The City of Santa Monica (City) Public Works Department provides essential services that maintain clean and safe neighborhoods and public spaces for residents, visitors, and City staff. These services include bicycle lane sweeping, street sweeping, recycling, organics and waste collection, and bulky and abandoned item pickup. These operations rely on specialized vehicles and equipment maintained by the City’s Fleet Management Division.

To support reliable operations, avoid service interruptions, reduce vehicle downtime and maintenance costs, assist with the goals of the Realignment Plan, and comply with California Air Resources Board (CARB) Advanced Clean Fleet (ACF) regulations, staff recommends the purchase of one (1) battery-electric bicycle lane sweeper, three (3) compressed natural gas (CNG) street sweepers, eleven (11) CNG front loaders, and one (1) battery-electric front loader. These purchases are made through competitively bid cooperative contracts accessible to public agencies and meet the requirements for an exception to the competitive bidding process, approved by the Procurement Manager via ECB Numbers 448, 447, 450 and 451.

Discussion
The Fleet Management Division oversees the City’s fleet of more than 800 vehicles, ensuring they remain reliable, environmentally sustainable, and safe to operate throughout their lifecycles. Vehicles that have reached the end of their useful lives are replaced through the Vehicle Replacement Fund. Fleet Management and the Resource Recovery and Recycling (RRR) Division have worked together to extend the service life of RRR vehicles wherever possible. The street sweepers identified for replacement have exceeded their typical six (6) year service life, and the front loaders have reached or surpassed their service threshold. Due to age and intensive use, these vehicles now require substantial maintenance and costly repairs to remain operational. Additionally, acquiring one more bicycle lane sweeper supports the City’s expanding bicycle network 3 of 7
and aligns with the Realignment objective of Achieving Safe Neighborhoods and Clean Streets.

Sweepers for Bicycle Lane and Street Sweeping
RRR uses sweepers to provide daily sweeping services along approximately 253 curb lane miles. These vehicles operate year-round and remain on standby 24 hours per day to respond to cleanup emergencies and support the City Council’s priority of maintaining a clean and safe community. Operational reliability is critical, as equipment failures can delay responses to 311 service requests, potentially resulting in unsanitary conditions and creating safety hazards for cyclists due to debris in bicycle lanes. The bicycle lane sweeper replaces a sweeper that was purchased with Air Quality Management District grant funds. Since it does not meet the needs of the City, it will be repurposed for other City operations. RRR will use operational funds to purchase this new vehicle, which will then become part of the City’s Vehicle Management Fund.

The other three street sweepers scheduled for replacement have been heavily used since 2018 and have reached the end of their expected service life. On February 25, 2025, Council approved the purchase of three BEV street sweepers and one CNG sweeper. Because staff could not secure Environmental Protection Agency Grant funds, the procurement plan was revised so that only one sweeper would be purchased instead of three. Staff has already procured one BEV street sweeper at a reduced price and now seeks to procure three CNG sweepers to replace the remaining street sweeper fleet.

Front Loaders for Recycling, Organics, and Waste Collection RRR uses front loader collection vehicles to service 15 commercial collection routes.

Two (2) of the front loaders recommended for replacement have been in service since 2016, and the remaining ten (10) have been in service since 2018. With a typical useful life of six (6) years, all these vehicles have met or exceeded their service lifespan.

Staff recommends replacing eleven (11) of the twelve (12) front loaders with clean air compressed natural gas (CNG) front loaders. Staff further recommends replacing one (1) out of the twelve (12) replacement front loaders with a battery-electric front loader as 4 of 7
part of a strategic and measured transition toward zero emissions technologies. These purchases advance several objectives. First, this purchase supports the goals of the City’s Climate Action & Adaptation Plan (CAAP), which establishes a comprehensive pathway to reduce carbon emissions and strengthen community resilience by 2030.

Second, introducing a single electric front loader allows the City and RRR operators to gain operational experience with this emerging technology, evaluate performance in real-world collection conditions, and adapt maintenance and charging practices while ensuring that essential service levels are maintained. Third, although electric front loaders currently have an estimated premium of approximately $300,000 compared to their CNG counterparts, the City is able to offset this difference by applying RRR-earned federal EV tax credits, making this an economically responsible opportunity to pilot zero-emission heavy-duty equipment. Staff recommends the purchase of the following items to ensure that the equipment needed to provide services is available.

Environmental Review
The purchase orders for replacement vehicles are categorically exempt from CEQA pursuant to Section 15302 (Replacement or Reconstruction) of the CEQA Guidelines.

Section 15302 exempts (Class 2) projects, which “consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced”. The replacement vehicles would replace existing City fleet vehicles, with essentially the same purpose and capacity.

Therefore, this purchase order is exempt pursuant to Section 15302 of the CEQA Guidelines.
