A special meeting of the Santa Monica City Council was called to order by the City Clerk at 9:00 a.m., on, Friday, July 17, 2026, at City Council Chambers, 1685 Main Street, Santa Monica, CA.
Roll Call: Present: Mayor Caroline Torosis (arrived at 9:03 a.m.) Mayor Pro Tem Jesse Zwick (arrived at 9:04 a.m.)

CONVENE/PLEDGE On order of the City Clerk, the City Council convened at 9:00 a.m., with all members present except Mayor Pro Tem Zwick and Mayor Torosis.
Motion by Councilmember Raskin, seconded by Councilmember Zernitskaya, to have Councilmember Hall Chair the meeting in the absence of the Mayor and Mayor Pro Tem. The motion was unanimously approved by voice vote, with Mayor Pro Tem Zwick and Mayor Torosis, absent.
Councilmember Raskin led the assemblage in the Pledge of Allegiance.
