Staff recommends that City Council:
1. Adopt a finding of Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines;

Summary
Public Works maintains approximately 161 centerline miles of streets and associated infrastructure within 8.3 square miles of the City of Santa Monica (City), including signs, delineators, crosswalks, striping and pavement markings. The Public Works Department requires as-needed sign and striping contractor services to support maintenance, repair, emergency response, and small capital improvement work that exceeds the capacity or equipment capabilities of City crews. On March 24, 2026, the City Council directed staff to accelerate implementation of four Vision Zero initiatives, including quick-build 2 of 5
projects. The proposed agreements would provide a contracting mechanism to implement these quick-build improvements efficiently.
Staff recommends awarding the bid for On-Call Signage and Striping (SP2785) to two contractors: WGJ Enterprises Inc., dba PCI; and Specialized Pavement Marking, LLC.
The agreements would be utilized on an as-needed basis only, if funding is available and approved by Council, as reflected in the Adopted Operating and Capital Improvement Program Budget. Awarding multiple contractors ensures redundancy, rapid emergency response capability, and sufficient capacity to address both routine maintenance and quick-built mobility projects. Each agreement is proposed at $5,000,000 over five years. Work would be distributed based on availability, specialization, and pricing. Cumulative spending across both agreements would not exceed $10,000,000.
Discussion
The Public Works Department is seeking to establish on-call contracts for signage and striping to enable quick delivery of replacement and modernized pavement delineation, and implementation of small to medium size improvement projects to enhance safety for all roadway users in support of Vision Zero goals. Pavement marking installation requires specialized equipment, technical expertise, and temporary traffic control. Oncall contracts enable effective delivery of improvements and scheduled replacement for routine maintenance. Typical work includes:
• Implementation of neighborhood traffic calming quick build treatments; • Implementation of Vision Zero improvements;
• Removal and installation of existing marked crosswalks; • Installation of new marked crosswalks;
• Modernization of pavement markings to meet current standards; • Sign and delineator upgrades;
• Replacement of delineators, object markers, and rubber speed bumps; 3 of 5
• Restore pavement markings impacted by utility cuts and grind and pave repairs.
For each project or task, Public Works staff would prepare a scope of work and assign projects to contractors based on the results of the competitive scoring, proceeding based on availability, capacity, the size of the work, and the type of work required. Work would then be assigned based on cost, the contractor’s ability to meet the required schedule, and other factors such as availability, capacity, and feasibility of resources. If a higher-ranked contractor is unavailable or unable to perform the work, staff would proceed to the next contractor in the ranking. For urgent or emergency situations, staff may assign work to the contractor that can respond most quickly, regardless of ranking.
The recommendation to award two contracts would ensure that the City has a redundant and resilient mechanism to mobilize a contractor for priority projects and to continue to provide exceptional customer service to residents and businesses. There are labor shortages in the Southern California construction market and requesting a contractor to mobilize for small to medium sized projects is not always guaranteed. This mechanism would allow the City to assign work based on contractor capacity and specialization.

Best Bidder Justification
WGJ Enterprises Inc., dba PCI, received the highest overall score based on competitive unit prices, responsive call-out pricing, and demonstrated experience performing similar municipal public works projects. Specialized Pavement Marking, LLC. also demonstrated strong qualifications, competitive pricing structures, and relevant experience performing comparable specialty construction and maintenance services for public agencies. Both firms provide the best overall value to the City and collectively ensure adequate capacity to respond to routine and urgent infrastructure repair needs.
Environmental Review
The award for repair and maintenance of existing streets, sidewalks, drainage facilities, and related infrastructure construction services is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines.
Section 15301 of the CEQA State Guidelines provides a Class 1 (Existing Facilities) exemption for projects that consist of the operation, repair, maintenance, leasing, licensing, permitting, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. The award of signage and striping services on existing facilities would not result in any modifications to existing facilities. The existing facilities would be maintained and repaired with the on-call general contracting services, and the award of services would not expand or materially change existing facilities or operations. Therefore, the agreements are categorically exempt as set forth in Section 15301 of the CEQA State Guidelines.
