City Council Meeting: September 8, 2026
Agenda Item: 4.G
1 of 5
To: Mayor and City Council
From: Christopher Dishlip, Director of Public Works, Architecture Services Division Subject: Approval of First Modification to Agreement #11720 (CCS) with Archi.txture, LLC dba BASK for Citywide Furniture Purchases and Installation Recommended Action
Staff recommends that the City Council:
1. Adopt a finding of categorical exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines; and
2. Authorize the City Manager to execute a first modification to agreement #11720 (CCS) in the amount of $1,500,000 with Archi.txture, LLC dba BASK for citywide furniture purchases and installation for the Public Works Department. This will result in an amended agreement with a new total amount not to exceed $2,500,000, with future year funding contingent on Council budget approval.
Summary
As City of Santa Monica (City) departments evolve and relocate, existing furniture is frequently reused to accommodate changing workspace needs. The City is committed to maximizing the useful life of its furniture through reuse, reconfiguration, and maintenance before purchasing new furniture. However, new furniture is sometimes necessary when existing furnishings have reached the end of their useful life or when reuse and reconfiguration are not feasible due to space constraints or operational requirements. The City Council approved the Citywide Workspace Optimization Capital Improvement Program (CIP) Project to provide furniture solutions throughout City Hall East and Historic City Hall due to staffing and organizational updates associated with the Realignment Plan, including updates to the City’s remote work protocols. In addition, upcoming projects requiring furniture solutions include Rent Control, Human Resources, and Miscellaneous Furniture Projects.

Accordingly, to facilitate the planned adjustments, staff recommends the execution of the first modification to agreement #11720 (CCS) between the City and Archi.txture, LLC dba BASK (BASK) in an amount not to exceed $1,500,000 to accommodate upcoming citywide furniture needs.
Discussion
Established in 2020, the City’s Total Workplace Initiative provides a working environment that is flexible, efficient, highly responsive, and environmentally conscious by making the best use of an open work plan, integrating City services, and specifying an ergonomic furniture system. The City is committed to maximizing the lifespan of its furniture through reuse, reconfiguration, and maintenance prior to purchasing new furniture; however, as City departments evolve and relocate and office space needs change, new furniture is necessary when existing furniture pieces reach the end of their useful life or when reuse and reconfiguration within limited spaces are not feasible.
On May 27, 2025, Council authorized the City Manager to execute an as-needed services agreement with BASK to provide furniture procurement, installation, and consulting services citywide. Agreement #11720 (CCS) was the result of the award of RFP SP2307 to BASK, and was executed on July 7, 2025.
On June 23, 2026, Council adopted the first year of the FY2026-28 Biennial Capital Improvement Program (CIP) Budget, which included the Citywide Workspace Optimization Project, a signature capital investment supporting the implementation of the Realignment Plan. The project aims to provide additional furniture solutions throughout City Hall East and Historic City Hall due to staffing and organizational updates associated with the Realignment Plan, including new positions and team transitions. Further, the project will also situate departmental work units and teams adjacent to one each other. Finally, the Citywide Workspace Optimization Project also requires furniture solutions for the Rent Control operation, our Human Resources Department, and miscellaneous furniture projects throughout the civic center. 3 of 5
Taken together, these projects would exceed the current spending authority limit of agreement #11720 (CCS). Therefore, staff recommends the execution of a first modification to agreement #11720 (CCS) in an amount not to exceed $1,500,000 to accommodate the planned upcoming and future citywide furniture needs. This modification is solely to add funds to an existing contract, and would not extend the contract duration. The City is not conducting a competitive procurement due to the timing requirements associated with the projects and the need to maintain continuity with the existing services and the systems. Continuing with the current provider will allow the City to avoid unnecessary transition costs, and ensure timely project completion.
Environmental Review
The agreement is exempt from the California Environmental Quality Act (CEQA) under Section 15301 (Existing Facilities) of the CEQA Guidelines. Section 15301 of the CEQA State Guidelines provides Class 1 (existing facilities) exemption for projects that consist of the operation, repair, maintenance, leasing, licensing, permitting, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. The agreement would provide for furniture procurement and replacement, installation, and consulting services, for existing City facilities and would not result in any significant expansions to the existing facilities. As such, the agreement is categorically exempt as set forth in Section 15301 of the CEQA Guidelines.
