Summary
The City of Santa Monica’s (City) Public Works Department continues to advance the City’s Bicycle Action Plan Amendment (BAPA) and Vision Zero commitment by implementing projects that expand the bicycle network, improve safety, and encourage walking, bicycling, and other forms of active transportation. The 14th Street Two-Way Protected Bikeway Project, extending from Pico Boulevard to Washington Avenue, is identified in the BAPA as a priority project to strengthen north-south bicycle connectivity, improve access to schools, parks, neighborhoods, and the Expo E Line, and provide a more comfortable facility for people of all ages and abilities. The project includes improvements at the Vision Zero priority intersection of 14th Street and California 2 of 7
Avenue and crosses several Vision Zero priority corridors, including Wilshire Boulevard, Santa Monica Boulevard, and Broadway as identified in the City’s 2022 Local Roadway Safety Plan (LRSP). These improvements advance the City's commitment to reducing severe and fatal traffic collisions while supporting its Clean Streets and Safe Neighborhoods priority. Staff recommends awarding RFP SP2805 to Kimley-Horn and authorizing the City Manager to negotiate and execute an agreement in a total amount not to exceed $1,999,205 over a five-year period, accounting for support during construction. This agreement will provide for the consultant team to prepare the engineering design and construction plans to implement the 14th Street Two-Way Protected Bikeway project.
Discussion
On December 16, 2025, EAH Inc. was awarded a $49.9 million grant through the Affordable Housing and Sustainable Communities (AHSC) Program to support the development of 1318 4th Street (formerly Parking Structure 3) and sustainable transportation infrastructure projects across the city. Of the total award, $7,999,999 is dedicated to sustainable transportation infrastructure, including the design and construction of the 14th Street Two-way Protected Bikeway Project. The AHSC grant has no local match requirement. Approval of the AHSC grant and resolution of the City’s partnership with EAH Inc. to deliver the project was approved by City Council on October 8, 2024. The project design and construction will be supplemented by other miscellaneous grants including the Measure M Subregional Program (MSP) in the amount of $4,117,798 as approved by City Council (Staff Report 7220, Resolution Number 11731) on January 27, 2026, and the Special Revenue Source – St. John’s Development Agreement in the amount of $100,000.
The 14th Street Two-Way Protected Bikeway modifies an existing north-south bike corridor, connecting to Lincoln Middle School, Memorial Park, Broadway Protected Bikeway, Santa Monica College, and the Michigan Avenue Neighborhood Greenway (MANGo). City’s Bicycle Action Plan Amendment (BAPA) proposes converting the existing bike lanes on 14th Street to a protected bikeway between Washington Avenue 3 of 7
and Pico Boulevard. Because 14th Street serves as a transit route, the design may incorporate treatments such as bus boarding islands, in-lane transit stops, and designated bike/pedestrian mixing zones at bus stops to reduce conflicts and improve access. The student pick-up/drop-off area in front of Lincoln Middle School will require careful design to balance school operations with the protected bikeway. Additional design considerations include raised bikeway crossings at select intersections, traffic signal modifications, bike/bus mixing zones, curb ramp design, and other intersection improvements to provide enhanced, intuitive crossings for people walking, biking, riding transit, and driving. The City completed its LRSP in 2022, which analyzed crash data from 2015 to 2019 to identify priority corridors and intersections with the highest concentration of fatal and severe injury crashes. The intersection of 14th Street and California Avenue was identified as a priority intersection through this data-driven process. This project will evaluate targeted safety improvements to address crash patterns identified at the intersection and reduce the risk of future severe and fatal collisions.
Throughout the conceptual design and plans, specifications, and estimate (PS&E) phases, the City and Consultant team will conduct robust community engagement to inform project development and build public understanding of the project's goals, benefits, and trade-offs. Staff will conduct both digital and in-person engagement opportunities to collect feedback from community stakeholders and corridor users, including presenting to City Council to receive direction on concept designs and project tradeoffs. Final design of the 14th Street Two-Way Protected Bikeway project is anticipated to be completed in Spring 2028, and project construction is anticipated to begin Fall 2028, after the LA 2028 Olympic and Paralympics Games.

Justification to Award
The Evaluation Committee reviewed proposals and qualifications from seven consultant teams. The Evaluation Committee was comprised of a selection panel from the Mobility Division and the Engineering Services Division. Based on these criteria, the selection panel ranked the Kimley-Horn team as the best qualified firm to provide final design services due to their technical expertise in signal design and operations, as well as navigating complex drainage-related challenges. The team also demonstrates knowledge and experience working on similar multi-modal projects in neighboring jurisdictions, including South Pasadena, and coordinating with key stakeholders such as Metro Rail Team and California Public Utilities Commission (CPUC). In addition, Kimley-Horn proposed key staff with significant bikeway design and implementation experience leading state and federally funded grant procedures.
Environmental Review
The project is exempt from CEQA pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines, which exempts minor alterations to roadways such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes. The project will include new crosswalk markings, curb or sidewalk extensions, bicycle facilities, and signal improvements within the existing right-of-way. These alterations 5 of 7
would not increase the vehicle capacity of the existing roadways. Therefore, the award of the contract for this project is exempt pursuant to Section 15301.
