3. A full, intersection-by-intersection ADA compliance plan, not a categorical CEQA exemption.
4. A public accounting of what happened to residents, parking, and safety on 17th Street after its redesign.
5. Given this council's documented history of unresolved ethics findings - including the FPPC's order that Councilmember Zwick recuse from housing votes, and the pending complaint involving Councilmember Zernitskaya and Mayor Torosis - I am asking Mayor Torosis, Councilmember Zernitskaya, and Councilmember Zwick to recuse themselves from this vote or publicly disclose the full scope of Streets for All and California YIMBY's support for their campaigns before voting.

Dear Mayor Torosis, Mayor Pro Tem Zwick, and Councilmembers Hall, Raskin, Snell, Zernitskaya, and Negrete, I am writing to oppose Agenda Item 4.B on the September 8, 2026 consent calendar, which would award a $1,999,205 design contract for the 14th Street Two-Way Protected Bikeway. 14th Street is one of the last continuous north-south connectors in our city, used daily by fire, police, and paramedic crews, one block from UCLA Santa Monica Medical Center's emergency department on 15th Street. USGS puts the odds of a major earthquake hitting the LA area at roughly 60% in the next 30 years. Dear Mayor Torosis, Mayor Pro Tem Zwick, and Councilmembers Hall, Raskin, Snell, Zernitskaya, and Negrete, I know this is arriving a little late, but I hope you will please consider my concerns before tonight’s meeting meeting.
I am writing to oppose Agenda Item 4.B on the September 8 consent calendar, which would award a $1,999,205 design contract for the proposed 14th Street Two-Way Protected Bikeway.
Fourteenth Street is one of our city’s last continuous north-south connectors. It is used daily by fire, police, and paramedic crews and runs only one block from the emergency department at UCLA Santa Monica Medical Center. We also live in earthquake country. The USGS estimates a roughly 60 percent chance of a major earthquake affecting the Los Angeles region within the next 30 years. Maintaining reliable emergency access must be treated as a fundamental public-safety responsibility.
I do not believe we should commit nearly $2 million for design work before the City has demonstrated that narrowing this particular corridor will not impede emergency response, worsen congestion, create new ADA obstacles, or repeat problems residents have experienced following the redesign of 17th Street.
I am also deeply troubled that a decision of this magnitude has been placed on the consent calendar, with little opportunity for meaningful public discussion, immediately after a holiday weekend.
Before any contract is awarded, I respectfully ask the Council to require:
1. An independent, corridor-specific traffic, bicycle-usage and emergency-response study for 14th Street - not generalized findings from other streets or other cities.
2. Published ridership and usage data demonstrating the need for this particular project and justifying an expenditure of this size.
3. A complete, intersection-by-intersection ADA access and compliance plan rather than reliance on a categorical CEQA exemption.
4. A public accounting of what has happened on 17th Street since its redesign, including effects on residents, parking, traffic circulation, emergency access and safety.
5. Full disclosure of campaign support provided by Streets for All and California YIMBY to any Councilmember participating in this decision. Given the FPPC matter requiring Councilmember Zwick to recuse himself from certain housing decisions, as well as the pending complaint involving Councilmember Zernitskaya and Mayor Torosis, I believe the public deserves complete transparency about organizational and campaign relationships before this vote occurs.
Please pull Item 4.B from the consent calendar for full public discussion. A project that would permanently alter a vital cross-city corridor - and spend nearly $2 million on design alone - deserves far more scrutiny than it is receiving.
Thank you for considering my concerns, even at this late hour.
Sincerely,

Subject: SUPPORT Agenda Item 4.B - 14th Street Bikeway Contract
EXTERNAL
Dear Mayor Torosis, Mayor Pro Tem Zwick, and Councilmembers Hall, Raskin, Snell, Zernitskaya, and Negrete,
I am writing to strongly support Agenda Item 4.B on the September 8, 2026 consent calendar, which would award a $1,999,205 design contract for the 14th Street Two-Way Protected Bikeway. 14th Street is a crucial north-south connector in our city, and upgrading it with a protected bikeway is exactly the kind of forward-thinking infrastructure Santa Monica needs. Protected bike lanes are proven to calm traffic, reduce collisions, and create a safer environment for everyone on the road—whether they are driving, walking, cycling, or operating emergency response vehicles.
Rather than delaying progress, I urge the council to move forward with this vital investment. Building out our active transportation network, much like the redesign of 17th Street, encourages sustainable transit, reduces local traffic congestion, and helps the city meet its long-term climate and mobility goals. A welldesigned street accommodates all users safely and efficiently.
Please keep this item on the consent calendar and vote to approve the design contract so we can continue making our streets safer and more accessible for all residents.
Thank you,
Jesse Budlong

I have lived on 14th Street and it is not a heavily used bike path, to change the pattern of our street to accommodate the occasional bike rider seems absurd, to pay $2 million dollars for it seems like money laundering or fraud of some sort.

Subject: Item 4B: Please support a Protected Bikeway for a Safer 14th Street
EXTERNAL
Dear Mayor Torosis, Mayor Pro Tem Zwick and City Council Members:
On behalf of Santa Monica Spoke and the Santa Monica Safe Streets Alliance, we are writing to support Agenda Item 4B.
We hear from our community and parents who bike everyday with their kids how important protected bike lanes– like the 14th Street Two-Way Protected Bikeway project– are to their everyday lives and to their feeling of safety as they move about the city by bike.
We know physically protected bike lanes are proven to reduce roadway conflicts between people biking and driving cars. The data is clear. It is critical that Santa Moncia do what is needed to shield vulnerable road users from vehicle conflicts, collisions, and the related impacts and traffic related injuries with protected biking facilities. Protected bike infrastructure also encourages more people, including families with children, to have an easy choice for moving about in their daily activities with healthier and more sustainable, climate-wise transportation modes - like biking.
This 14th Street protected bikeway project is essential for everyone to be safe as they get out of their cars and to ride bikes. In a time of the climate crisis, which affects us personally now, evidenced by the LA fires and the temperatures in Santa Monica rising to near 90 degrees daily this month and ocean temperatures rising to 76 degrees, bike-riding is a climate solution that the City must promote and ensure is safe!
Please approve the design contract with the funding necessary to advance the 14th Street Two-Way Protected Bikeway Project without delay and continue the overwhelmingly community supported commitment of creating safer streets and a more environmentally sustainable Santa Monica. At this time in history, a car-centric Santa Monica is dangerous.
Thank you for your continued commitment to safer streets or everyone.
Sincerely,
Cynthia Rose and Cris Gutierrez

Subject: OPPOSE Agenda Item 4.B - 14th Street Bikeway Contract
EXTERNAL
This is the wrong street to narrow.
Before any contract is awarded, I am asking for:
1. An independent, corridor-specific traffic, bike-usage, and emergency-response study for 14th Street - not a citation to other cities' streets.
2. Published ridership data justifying this investment, since none currently exists.
3. A full, intersection-by-intersection ADA compliance plan, not a categorical CEQA exemption.
4. A public accounting of what happened to residents, parking, and safety on 17th Street after its redesign.
Please pull this item from the consent calendar for full public discussion and do not award this contract until the above exists.
Thank you,

The protected bike lanes on Ocean Avenue are a disaster. No car, let alone an emergency vehicle, can safely get down the street without veering into the center lane. Bikers, pedestrians, runners, electric bikes and scooters have no idea which of the lanes or pathes they belong in and as a result they are on ALL the paths including the narrow road left for cars. I have even seen a CAR driving down the bike lane with a driver so confused they couldn't figure out how to get out. Before cutting up the city with more romantic bike lanes, evaluate Ocean Avenue.

Subject: DON'T EFF WITH FOURTEENTH STREET

Council Members,
17th Street is enough, and Broadway. No reason to spend $2 million kowtowing to the very few young men who ever use these protected bike lanes.
Making these streets narrow creates traffic hazards and violates rights of disabled people. Let's have the entire street wait for someone to try and parallel park. Dangerous for that driver to then exit the vehicle.
Face it, people don'r ride bikes to get things done in Santa Monica. You can't bring groceries from the store or the farmer's market on a bike. You can't bring home a stack of books from SMPL. Who is the demographic? A few young men, that's all.
And of those few I ever see, they run the stop signs and red lights with impunity.
DON'T CHANGE 14TH STREET. IT'S FINE THE WAY IT IS.
Best, Hillary Atkin (mid-city resident)

This is the wrong street to narrow, and the wrong way to do it - quietly, on a consent calendar, the day after a holiday weekend.
Please pull this item from the consent calendar for full public discussion and do not award this contract until the above exists.
Thank you,

I am a cyclist who takes the train to Santa Monica and spends my money there because of the fantastic bicycle infrastructure. You have been a leader in Southern California and it is no time to pump the brakes as it were! Traffic calming and supporting active transportation and transit is good for business - its what beings people like me to the businesses that make up your tax base.

USGS puts the odds of a major earthquake hitting the LA area at roughly 60% in the next 30 years. This is the wrong street to narrow, and the wrong way to do it - quietly, on a consent calendar, the day after a holiday weekend. Before any contract is awarded,
I am asking for:
5. Given this council's documented history of unresolved ethics findings - including the FPPC's order that Councilmember Zwick recuse from housing votes, and the pending complaint involving Councilmember Zernitskaya and Mayor Torosis -
I am asking Mayor Torosis, Councilmember Zernitskaya, and Councilmember Zwick to recuse themselves from this vote or publicly disclose the full scope of Streets for All's and California YIMBY's support for their campaigns before voting.
Please pull this item from the consent calendar for full public discussion and do not award this contract until the above exists.
Thank you,
Nancy Hall

What the city has done to 17th street and Broadway is atrocious. The fact that you are talking about doing in on 14th street and spending millions of more dollars that would be better spent elsewhere is incredibly sad and misguided. Cheaper alternatives exist to create boundaries which the city has implemented in other areas. Please use common sense. We don't need more concrete barriers. You have already created 17th and Broadway for fully protected lanes and the green paint and plastic dividers in other areas of the city are enough. For a city that is struggling financially, this is another waste of time, money and frustration for those that live in the city.

I hear that you’re considering a proposal to expand safe bike lanes on 14th street and wanted to voice my support for the idea. It’s so nice to have alternatives to driving and I feel much safer with lanes like the ones on Broadway, 17th and Colorado. Kudos to the council for their forward thinking and commitment to decreasing dependence on the automobile to get around our beautiful city.

Subject: Strong Support for the 14th Street Protected Bikeway Project
EXTERNAL
Dear Mayor, City Council Members, and City Manager,
I am writing as a Santa Monica parent who bikes with my kid to school to express my strong support for the 14th Street Two-Way Protected Bikeway project.
Physically protected bike lanes are proven to reduce traffic injuries, shield vulnerable road users from distracted drivers, and encourage more residents and families to choose sustainable transportation.
I urge the City Council to fully support the design contracts and funding necessary to advance this project without delay. Thank you for your continued commitment to safety.
Sincerely,
Jean-Luc Margot
