Discussion
California Government Code Sections 65852.28 and 66499.41 (Senate Bills 684 and 1123) require local agencies to ministerially approve subdivisions of existing parcels into up to ten parcels for parcels zoned for single or multi-unit residential if the proposed subdivision meets certain requirements such as location limitations, displacement protections, and parcel size parameters.
A Vesting Tentative Parcel Map application (25ENT-0169) was submitted to the City Planning Division on August 29, 2025, to create four residential parcels pursuant to California Government Code Sections 65852.28 and 66499.41 within the Multiple-Unit Residential (R2) zoning district. Pursuant to the Government Code, the Tentative Parcel Map was ministerially approved on October 16, 2025. The ministerial approval was based on compliance with all applicable standards and requirements of State and local laws and regulations. The Final Map conforms to the Tentative Map. 3 of 3
The Final Map has been approved by the Los Angeles Public Works Land Development Division and certified by the City Engineer for conformance with the Tentative Map and conditions thereon, the Subdivision Map Act, and local ordinances. The City Engineer’s approval indicates that there are no required off-site public improvements.
Environmental Review
The project is exempt from CEQA pursuant to CEQA Section 15268(b)(3), which exempts ministerial projects, including approval of final subdivision maps.
