City Council
Report
City Council Meeting: September 22, 2026
Agenda Item: 4.G
1 of 3
To: Mayor and City Council
From: Jing Yeo, Director, Building & Safety
Subject: First Modification to Agreement with Willdan Engineering for Temporary Staffing Services for the Building and Safety Division of the Community Development Department
Recommended Action
Staff recommends the Council:
1. Adopt a finding of Statutory Exemption pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines;
2. Authorize the City Manager to execute a first modification to agreement #11544 (CCS) in the amount of $250,000 with Willdan Engineering for temporary staffing services for the Building and Safety Division in the Community Development Department. This will result in a five-year amended agreement with a new total amount not to exceed $500,000, with future year funding contingent on Council budget approval.
Summary
In April 2024, Council approved agreement 11544 (CCS) with Willdan Engineering for temporary staffing assistance during periods of staff vacancies. The agreement was intended to provide short-term support while vacant inspector positions were filled in the Building and Safety Division. However, four of nine Building Inspector positions remain vacant, and the original $250,000 in contract authority is expected to be exhausted by the end of September 2026.
In July 2026, in an effort to improve recruitment, Council approved salary increases for the Building Inspector classification series. While recruitment is underway, staff recommends increasing contract authority by $250,000, for a total not-to-exceed 2 of 3
amount of $500,000 to maintain temporary inspection staffing and provide flexibility for continued vacancies.
Discussion
When the City entered into a professional services agreement with Willdan Engineering on April 9, 2024, the expectation was that the few vacancies in Building and Safety’s Inspections section would be filled relatively quickly and temporary staffing services would only be necessary in the short term. Two years into the contract term, the Inspections section has four Building Inspector vacancies out of nine budgeted positions and, as a result, temporary staffing has been necessary far more than anticipated to help support service goals. This need has led to funding being utilized for this contract far more quickly than expected and the original agreement amount of $250,000 will be exhausted by the end of September 2026.
In an effort to attract qualified candidates, Council approved revisions to the Inspector classification series, which included increases in compensation that better align with Building Inspector salaries in the region. However, it is likely to take several months for these classifications to be posted and filled. In the meantime, Willdan Engineering will provide at least two temporary inspectors at a cost of approximately $25,000 per month.
Staff recommends increasing the not-to-exceed amount by an additional $250,000, for a total contract amount of $500,000. This will allow Building and Safety to continue to utilize temporary staffing until permanent Inspectors can be on-boarded as well as for potential future vacancies.
Environmental Review
The modification to the agreement for temporary staff exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (Common Sense Exemption) of the CEQA Guidelines, which states that CEQA does not apply, “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” The modification would provide temporary staffing and would not have any physical environmental effects on the environment. 3 of 3
