As the Council commends the Senator on the conclusion of his terms, I write for myself with disappointment on Senator Allen's record on housing, the crisis most pressing for California. On major bills like SB 79 (2025) and SB 9 (2021), not only did Senator Allen not vote to support much-needed housing production reforms, but he did not stand on any principles and instead refused to vote either way (effectively a vote against but without the courage of one's convictions).
