abusive or threatening hate speech, intolerance, or
dehumanization, and supports basic civil respect and
human decency.
• Listen to others respectfully;
• Exercise self-control;
• Give open-minded consideration
to all viewpoints;

1. Deny the Appeal of the Landmarks Commission decision to deny application 26ENT-0089 to designate the single-unit dwelling located at 1921 20th Street, a two-story, Craftsman style Airplane Bungalow, as a City Landmark. a. Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15270, CEQA does not apply to projects that a public agency disapproves. Based on the recommended action, CEQA would not be applicable.

2. Alternatively, if the City Council determines that the single-unit dwelling located at 1921 20th Street meets one or more of the criteria set forth in SMMC 9.56.100(A), the City Council can determine that the property should be designed as a Landmark.
a. Pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines, it can be seen with certainty that there is no possibility that approving an application and designating the property as a Landmark will result in any significant effect on the environment.
b. If the City Council selects this option, staff will bring back a State of Official Action at a subsequent Council meeting to reflect this determination.

16. COUNCILMEMBER DISCUSSION ITEMS

16.A. Request by Councilmember Raskin that the City Council consider allocating $10,000 from Councilmember Raskin’s discretionary fund allotment to support programming at the Santa Monica History Museum, including $7,000 for the Museum’s upcoming Route 66 exhibition and $3,000 for its Día de los Muertos programming in November. These programs aim to bring the community together to celebrate Santa Monica’s history and cultural traditions while attracting visitors to downtown Santa Monica.
