CITYWIDE USER AND DEVELOPMENT IMPACT FEE CONTRACT AWARD This item was presented by Finance Director Christy Ramirez.
Motion: Approve Contract with Willdan Financial Services to conduct a Comprehensive User Fee Study and Development Impact (DIF) Fee Study.
Authorize an additional $23,310 in ARPA funding from Tranche 2 for the User Fee and DIF Fee Studies, plus an additional $10,975 contingent on an amendment to the contract for a Cost Allocation Study.

AMERICAN RESCUE PLAN ACT (ARPA) TRANCHE 2 FUNDING
This item was presented by Management Analyst Jonathan Royas.
Councilmember Juarez and Councilmember Araiza recused themselves on item 36, Facade Improvement Program.
Council provided staff with direction to make changes on the Tranche 2 Funding.
Councilmember Juarez and Councilmember Araiza were called back into the Council Chamber. Mayor Crosswhite updated them that the rest of council gave direction to staff to combine item 36 and item 4 banners. 9)
