City of Santa Paula - City Council - City Council Special Meeting 3 To: Honorable Mayor and Members of the City Council
From: James Mason, Community & Economic Development Director Subject: CITY STREET NAMING PROCEDURE AND APPROVAL PROCESS Date: April 19, 2023
Agenda Item: 4.A
CITY OF SANTA PAULA
MEMORANDUM
RECOMMENDATION:
That the City Council:
1. Receive and file the report;
2. Discuss the street naming procedure and approval process; and
3. Provide direction to staff regarding proposed additions and/or modifications.
BACKGROUND:
The city’s street naming policy is based on a set of criteria for consistency and to provide clarity for public safety response. It can also provide a historical and local context that enhances community identity.
Santa Paula Municipal Code § 16.80.770 Street Design and Improvement states:
All new public streets proposed or required within or adjacent to a subdivision must be designed in accordance with adopted city street standards and the following requirements:
(F) All streets within a subdivision must be named in accordance with City Council resolution.
On February 21, 2006 the City Council adopted Resolution No. 6274 (Attachment A) which amended the street naming list. The resolution identifies the following procedure and approval process for street naming:
Procedure and Approval of Street Names
1. All street names shall be the subject to the review and approval of the City Council at the time of approval of a subdivision final map or parcel map or at other such times as the City Council is requested to approve a street name. The City Council may, at is sole discretion, reject or change and proposed street name.
2. It is recommended that street names to be selected from the List of Suggested Street names. If a proposed street name does not appear on the list, the person proposing the name shall provide a written statement explaining the significance of the name, including the identity of any individual for whom the street is proposed to be named. 4 3. A name shall not be issued in the event such a name is the same name as, similar to, or likely to be confused with any other existing public or private street name in use in or near Santa Paula. City staff will evaluate all new street names in accordance with policy, and make recommendations to City Council.
4. Names shall automatically be removed from the list of suggested street names upon use for public or private streets in or near Santa Paula.
Prior to approval of new subdivisions and tract maps, street names are reviewed by City departments and by the Ventura County Fire Protection District. The procedure and approval requirements for street naming identified by the Ventura County Fire Protection District and the Ventura County Geographic Information Department are consistent with City policy, which is to ensure that a street name shall not be issued if is the same as, similar to, or likely to be confused with, any other existing public or private street name in use in or near any jurisdiction in the county.
ANALYSIS:
The current opportunities for new subdivision developments requiring new street names within the city are limited due to existing municipal and jurisdictional boundaries. These key development areas include future phases of the Harvest development in East Santa Paula and the proposed development of the 54-acre Santa Paula West Business Park. By providing a variety of street names, new development will have flexibility to implement names that enhance community identity and create clarity for emergency responders.
Periodic review and updates to the street name list can inform how the City of Santa Paula commemorates people, places, and events in the naming of streets. The expansion of available street names can encourage greater equity and inclusion in place-making and promote a broader understanding of history and its legacy in the community. In addition, expanding the street names to include more locally relevant references can help to reflect community values by visibly showing how we choose to collectively honor the past, mark the present, and shape the future.
Santa Paula is a diverse community that represents many lived experiences, backgrounds, and identities. However, the City’s current street name list does not fully reflect its rich history, cultures, and diversity. There is an opportunity to create more balance and local relevance by incorporating street names that recognize and value the traditions, knowledge and insights of a broader Santa Paula history and by the inclusion of references to the local indigenous and Latino communities.
At this time, the Council may wish to review the existing approved naming list identified in Attachment A, and consider names that could be added or removed from that list. Attachment B contains street names within Santa Paula. Further consideration of any amendments by Ventura County Fire would be required prior to formal Council action at a future regular meeting.
