Subject: CONTRACT SERVICES WORKSHOP
Date: May 17, 2023
Agenda Item: 4.A
CITY OF SANTA PAULA
MEMORANDUM
RECOMMENDATION:
Discuss agreements with various vendors related to Capital Improvement Programs, augmented staffing services, and other professional and operational services.
BACKGROUND:
In March of 2021 the City Council developed a two year Strategic Plan meant to identify the City's core values and set measurable goals. Two core values identified were accountability, honoring the commitments to our community, and integrity, being consistently open and ethical. In an effort to express those values as we approach the new two year budget cycle, staff felt it would be helpful to the Council and the public to revisit the various agreements the City is currently engaged in. This discussion is not only meant to provide context to the budgetary figures, but also to genuinely discuss the implications of these agreements and the impacts to staff and the community.
ANALYSIS:
The public receives vendor payment information on a monthly, quarterly, and bi-annual basis.
A check report is provided in the monthly warrants and certifications report, while a quarterly purchasing activity report is published every quarter. As part of the budget process, staff began including a list of vendors that exceed $25,000 annually as an appendix to the budget.
Due to the high fiscal amount, some important City agreements are not displayed in the budget document. In order to communicate the more vital resources available to the public, a more flexible amount is being utilized in this contracting workshop. Below is an overview of what is and is not being included:
Not Included
Operational Expenses generally under $5,000, for example:
Professional services for interpretation, videography, medical, catering Operational services such as painting, car wash services, recreational instructor payments
Software Leases for ongoing systemwide needs such as antivirus, satellite tv and gps location services
Supplies
Noted but not scheduled to be discussed at length (Greyed out in attachment) 4 Completed projects such as investigations, capital improvement projects, and old contracts that have since been reassigned
Operational Expenses generally above $5,000 including rents/leases of office equipment, small one time or on call contract work
Professional Services for special districts (PBID, GHAD, Hillsborough) Software accessible to the public
Workshop Discussion
Staff will present various contracts that do not fall into the above categories. The data will be presented as follows:
Name and Historical Cost of Vendor (two years)
Core purpose and measurable outcomes of service
Contract information including: Competitive Bidding, annual amount, and future cost increases
Additional information from managing department
City Council may discuss the agreements presented by staff to better understand what work is contracted out, why it is contracted out rather than handled by City staff, and what the implications of not having these services would be for residents, staff, and the City overall.
STRATEGIC PLAN:
As noted above, staff hopes to utilize this effort to expand on two of the core values identified in the 2021-2023 Strategic Plan, Accountability and Integrity.
FISCAL IMPACTS:
No fiscal impacts are associated with the presentation of this report.
OPTIONS:
Council may decide to not discuss this report or request additional information from staff.
