BACKGROUND:

In 2017, Santa Paula was afforded a tremendous boost to its General Fund, when voters passed Measure T, more than doubling the City’s sales tax revenue base. Soon thereafter, however, the City’s property tax base dropped significantly when the City decided to annex to the County Fire Department. Although the City eliminated the expense of operating its own fire protection services, the corresponding loss of property taxes means the City’s future growth and development hardly contributes to the City’s most stable income base, our local share of property taxes. Subsequently, Santa Paula is one of the poorest cities in the region on a per-capita basis, as demonstrated later in this report.

In 2016, the City of Santa Paula oversaw a Citywide user fee study conducted by NBS Consultants. The basic concept of a User Fee Study is to determine the “reasonable cost” of each service provided by the City for which it charges a user fee. The full cost of providing a service may not necessarily become the City’s fee, but it serves as the objective basis as to the maximum amount that may be collected. While the municipal code allows an increase to this adopted fee schedule based on the consumer price index, the FY2021-FY2023 budget cycle was the first cycle in which the CPI based increase was applied in past seven years.

Due to the lack of increases to keep up with the cost of inflation, and significant increase in personnel expenses over the past seven years, there is a substantial variance in the cost to provide services compared to the amount being recuperated. Along with this variance is the absence of other revenue generators common amongst other municipalities.

Lastly, there was a consensus amongst City Council during the recent Strategic Plan update 4 for FY2023-FY2025 for staff to revisit possible options to increase or generate revenue in order to provide general city services and for staff to execute many of the items in Council's updated Strategic Plan.

ANALYSIS:

City staff recommends pursuing revenue generating opportunities in order to ensure the City’s ability to sustain current service, prepare for future infrastructure projects or replacement of aging infrastructure, and provide an opportunity to have funding needed to meet the community’s needs over the course of generations to come. This desire to plan for long-term fiscal sustainability is not currently feasible with the existing revenue sources, which are not projected to meet rising costs. While staff continues to work towards cost saving measures through process efficiencies and a renewed look at debt service reductions, simple cost reduction will not be sufficient. As noted in the chart below, our City is the third lowest in the County in terms of proceeds per capita for General Fund revenues, displaying the need for a renewed discussion on additional revenue opportunities.

Costs associated in seeking revenue opportunity as well as cost to maintain once adopted.

Impact of Benefit
As a point of reference and a source of data for this exercise, staff has attached as Exhibit B, the Ventura County direct assessment billing roll for FY2022-2023 demonstrating all current assessment districts for items such as Landscape and Lighting Districts, Maintenance Districts, Stormwater Districts, etc.

STRATEGIC PLAN:

This item is not a goal or objective in City Council’s two-year Strategic Plan, however, as 5 indicated earlier in the report, increases in revenue to the General Fund will support staff in executing several objectives identified in Council's Strategic Plan.

FISCAL IMPACTS:

Revenue potential, as well as costs associated in seeking such opportunities, will be discussed in further detail once staff has received direction from the Council and completed further research on each item the Council chooses to move forward with.

OPTIONS:

The City Council has the follow options:

1. Direct staff to not pursue any additional revenue opportunities; or

2. To delay such actions and recommendations.

Definitions
Prop 218 – Proposition 218, also called the "Right to Vote on Taxes Act," is a California ballot measure passed in 1996.
