This work will need to be coordinated in advance of pavement repair or overlay work such that newly renovated pavement is not dug up within 5 years of completion.

Project Description: The Wastewater Master Plan identified sewer pipelines deficient in capacity and condition. This program is on-going rehabilitation or replacement of deficient sewer pipelines updating the Public Works Department Sewer Standard Plans and Sewer Utility Atlas Maps. This work should be coordinated with the pavement repair or overlay work such that newly repaired pavement is not dug up within 5 years of completion.

Project Description: The Los Angeles Area Regional Water Quality board (Board) issued a Water Discharge Permit to the City on February 8, 2018. The permit covers a 10-year period, but there are interim milestones that the City is mandated to accomplish or face significant fines or penalties. The City is required to complete infrastructure design, CEQA/Permitting, and additional Administrative/Financing in the amount of $1,490,000 in FY 2019/2020 for the proposed transmission line, as required by the LARWQCB in the WDR/CDO Permit. Construction for recycled water delivery and use for the Water Recycling Facility (WRF) is to be completed by May 1, 2022.

Discussions are underway with stakeholders that may be able to build and install the pipeline distribution system to convey the City's recycled water. The City's costs at this time are estimated to be the cost of the ongoing engineering feasibility studies, pipeline alignment studies and other support costs. It is possible that sale of recycled water may offset some if not all of the City's costs.

This booster pump was instrumental in providing necessary fire flows during the Thomas Fire.

Project Description: The project would install a new 8,065 linear feet, 20-inch diameter buried water pipeline which would connect the discharge pipeline from the Steckel Water Conditioning Facility at the Steckel Drive/Santa Barbara Street intersection to the Pleasant Street/Tenth Street intersection. The pipeline would start at Steckel Drive, extend east on Santa Barbara Street, across Fagan Barranca, then north on Seventh Street, then east on Pleasant Street, and finally to Tenth Street where it would connect to an existing 14-inch pipeline. The design is about 70% complete.

Project Description: The Potable Water Sytem Master Plan recommended rehabilitation of the groudnwater wells 18 11 12 13 14. The pumps and equipment require rebuilding or replacement rehabilitation, with a recommendation of one well per year. 16 TITLE: METER REPLACEMENT PROGRAM DEPT: PW CIP #: 9271 Actuals As

Project Description: Demo of existing restroom. Replace with a prefrabricated restroom facility. The restroom facilities at Teague Park are in declining shape, despite numerous efforts to upgrade the sewer connections, piping, stalls and fixtures. Within the past year the City has improved safety lighting, added skylights, and cleaned and re-painted the facilities, but a complete tear down and re-build are recommended. Demolition of the existing restrooms and purchase of a new, prefabricated restroom facility could be accomplished for a much lower cost than the building of a new facility as originally anticipated.

Project Description: Remodel of Community Center and Cultural Arts Building. The City’s Community/Senior Center is the primary event center for the Santa Paula community. In addition to facility rentals, the building is used for classes, meetings, trainings, events, preschool, the senior center, and as an emergency shelter. The building is heavily utilized and requires occasional upgrades, cosmetic improvements, energy efficiencies and remodeling. Improvement to the Cultural Arts Building will include construction and installation new storage facility (prefabricated) next to the existing building; estimated cost is $75,000. The Community Center improvements will consist of a remodel to the lobby, auditorium, installation of a retractable wall inside the auditorium, remodel the lobby restrooms and repair / replace some aging windows; estimated cost is $310,000.

Project Description: The City's Police Department is an aging facility in need of various upgrades and improvements. Some improvements are needed in order to bring the facility in compliance with certain professional standards and mandates. FY 23/24: Remodel replace trailer; which will become the new property room. The current property room area, briefing room (which will become a new space for detectives), and the records and lobby area are all part of phase I. Also included is security fencing around the entire campus.

Project Description: Landscaping and irrigation systems around the WRF perimeter have deteriorated and require replacement and repair, leading to complaints from nearby residents. This project will implement improvements and repairs in an incremental fashion. Design of the replacement is currently underway, and will be complete before the end of FY 2018/2019.

Project Description: WRF operators are able to perform many maintenance and repair activities if they have an adequate supply of spare parts. This project is intended to improve the spare parts inventory to enable self-repair, with the objective of reducing overall WRF operating and maintenance costs. Self-repair is believed to cost about half as much as bringing in outside repair technicians.

Project Description: The digester blowers are located in the headworks building and have experienced damage due to the presence of hydrogen sulfide in the atmosphere. This project will install an air dam and provide external air to isolate the blowers from the corrosive atmosphere. Design is currently underway and will be complete by the beginning of the fiscal year.

A feasibility study determined that replacing the existing systems with a biofilter will provide significant cost savings.

Project Description: This project provides for several ongoing preventive maintenance activities such as Wiring repairs, Coating repairs, Access hatch rehabilitation, Monitoring well maintenance, Liner repairs, Pump repairs. This allows the Water Recycling Facility (WRF) to deal with unforeseen repairs as required.

Project Description: This program is for on-going replacements or plant improvements to critical equipment for the Water Recycling Facility (WRF). Past emergency events at this plant have identified a critical need to upgrade and raise the elevation of the motor control center and improve water pump and wastewater processing operation sustainability during emergency events and power outage. Because the plant is approaching 10 years old increased costs for replacement and rehabilitation of critical components is anticipated
Project Description: Polymer is used to improve solids dewatering. The polymer system currently is not equipped with any spill containment. This project will provide appropriate curbs to prevent any spills from becoming a safety hazard. 24 TITLE: WRF - SITE IMPROVEMENT DEPT: PW CIP #: 9352
