Mayor Sobel called the meeting to order at 4:00 p.m.

RESOLUTION NO. 7469 ACCEPTING EASEMENTS AND APPROVING A QUITCLAIM DEED RELATING TO REAL PROPERTY AT THE HARVEST AT LIMONEIRA SPORTS PARK AND EAST AREA 1 Councilmember Chavez recused himself from this item.
Motion: Approve Resolution No. 7469 to:
Approve and authorize recordation of a quitclaim deed for an unneeded easement; Approve a grant of easement from the Master Corporation to the City for placement of electrical conduit at the Sports Park; Approve a grant of easement from the City to the Master Corporation for a storm drain basin and access road at the Sports Park; Approve a grant of easement from Lewis Limoneira to the City for an access road to the Well 7 site; and Accept a grant deed Lewis Limoneira to the City for the Well 7 site.
Authorize the City Manager to execute the deeds and requisite documents related to the deeds, and cause the same to be recorded; and Authorize the City Manager, or designee, to make necessary modifications to the deeds prior to recording to meet legal requirements.

PURCHASE AGREEMENT FOR REAL PROPERTY AT 1435 EAST HARVARD BOULEVARD Motion: Approve Resolution No. 7481 to:
Authorize the City Manager to enter into a Purchase and Sale Agreement approved by the City Attorney with Buck Adam Drew, substantively in the form presented, for the purchase of 0.55 acres of land located at 1435 Harvard Boulevard for $525,000.00; Authorize acceptance of the land pursuant to Government Code Section 27281; and staff to provide a presentation on the property at the October 18, 2023 Regular City Council meeting.

Council reviewed and discussed the draft Council Manual of Procedural Guidelines for the Conduct of City Council and Constituent Body/Commission Meetings, providing staff with direction for updates. 6)
