RECOMMENDATION:
Staff recommends that the Planning Commission and City Council:
1. Receive and file the staff report.

The City Council's regular meetings start at 6:30 p.m. the first and third Wednesday of each month in the City Hall Council Chambers located at 970 Ventura Street in Santa Paula. Special and Closed Sessions vary by date and time.

6.A EIR ADDENDUM FOR THE EAST AREA 1 PROJECT AND AMENDMENT NO. 3 TO THE DEVELOPMENT AGREEMENT (HARVEST AT LIMONEIRA
PROJECT)
RECOMMENDATION:
Staff recommends that the Planning Commission:
1. Adopt Resolution No. 3858 recommending the City Council (i) approve Addendum No. 3 to the Final Supplemental Environmental Impact Report (EIR) associated with the East Area 1 Specific Plan Amendment No. 4 and Amendment No. 3 to the Development Agreement, and (ii) adopt an ordinance to approve Amendment No. 3 to the Development Agreement subject to City Council approval of East 1 Specific Plan Amendment No. 4.
City Council introduction of the ordinance would occur at a February 13, 2024 Special Meeting, and if there are no changes, second reading and adoption would occur on February 21, 2024. Staff intends to present the proposed East Area 1 Specific Plan Amendment No. 3 to the Planning Commission for recommendation to the City Council in February 2024, which would then be brought to the City Council for first reading in March 2024 and later for second reading and adoption in April 2024. These dates will depend on each decision-making body's actions.
