Mayor Cornejo called the Joint City Council and Planning Commission meeting to order at 6:30 p.m. 2)

STUDY SESSION - JOINT CITY COUNCIL AND PLANNING COMMISSION
4.A)
EIR ADDENDUM FOR THE EAST AREA 1 PROJECT AND AMENDMENT NO. 3 TO THE DEVELOPMENT AGREEMENT (HARVEST AT LIMONEIRA PROJECT) Vice Mayor Chavez recused himself from this item.
City Attorney Monica Castillo, Community Development Director James Mason, and City Manager Dan Singer began the Joint City Council and Planning Commission Study Session, providing information on the EIR Addendum for the East Area 1 Project and Amendment No. 3 to the Development Agreement (Harvest at Limoneira Project).
David Lauletta with Lewis Management Corp. provided a presentation on the project, and Harold Edwards with Limoneira Co., provided information on development on the East Area 1 Project.
Michael Penrod with Parkstone, development management entity for Limoneira Company spoke of the plan.
Kinsey with Jensen Design and Survey provided information on the depth of well 8.
Erren O'Leary with Lewis Management provided a closing statement on the housing benefits.
Ron Wu and Shawn Boyd with Redtail provided a recap on their project of 166 affordable housing.
Public speaker, (Concerned Citizen) had questions on the Santa Paula Unified School District site. 5)
ADJOURNMENT
Mayor Cornejo adjourned the City Council portion of the meeting at 7:49 p.m. The meeting continued with the Planning Commission. 6)
PUBLIC HEARING
6.A)
EIR ADDENDUM FOR THE EAST AREA 1 PROJECT AND AMENDMENT NO. 3 TO THE DEVELOPMENT AGREEMENT (HARVEST AT LIMONEIRA PROJECT) Commissioners discussed the EIR Addendum for the East Area 1 Project and Amendment No. 3 to the Development Agreement.
Chairperson Dunkel opened the public hearing.
Ken Trigueiro CEO with People's Self Help Housing, was called to speak in support of the project.
Mary Ann Krause was called to speak in support of the development agreement.
Mark DiCecco was called to speak in support of the development.
Chairperson Dunkel closed the public hearing after public comments.
Motion: Approve Adopting Resolution No. 3858 recommending the City Council (i) approve Addendum No. 3 to the Final Supplemental Environmental Impact Report (EIR) associated with the East Area 1 Specific Plan Amendment No. 4 and Amendment No. 3 to the Development Agreement, and (ii) adopt an ordinance to approve Amendment No. 3 to the Development Agreement subject to City Council approval of East 1 Specific Plan Amendment No. 4.
