Mayor Cornejo called the meeting to order at 4:05 p.m.

CITY BUSINESS
4.A)
STUDY SESSION - RESPONSE TO GRANTS PASS v. JOHNSON SUPREME COURT DECISION ON UNHOUSED PERSONS IN PUBLIC SPACES This item was presented by James Mason, Economic Development Director, and Caesar Hernandez, Management Analyst.
Council discussed Grants Pass v. Johnson Supreme Court Decision on unhoused persons in public spaces, and options for the City of Santa Paula.
Officer Gosselin provided examples of procedures taken for the homeless issue situation on the streets.
Joseph Beerhalter was called to speak with thoughts on homeless locations leading into the city disagreeing with the location proposed.
Nichole Kearby was called to speak in disagreement on the location proposed.
Gloria Martinez was called to speak disagreeing on the location proposed.
Kay Wilson-Bolton was called to speak with the alarm of Governor Newsoms executive order for removal of homeless encampments. She provided ideas to help the homeless and get them relocated out of the downtown area.
Manuel Minjares was called to speak about the challenges to providing a residing location to the homeless. 5)
