MEMORANDUM
RECOMMENDATION:
Staff recommends City Council:
1. Approve a budget allocation of $110,377.19 in new revenue and matching expenditures from the Ventura County Area Agency on Aging (VCAAA), as noted in the Fiscal Impact section of the staff report; and
2. Waive formal bidding for the purchase of a new food delivery van not to exceed $59,590.00 based on the finding waiver is required and desirable for reasons described in the staff report, and authorize the City Manager to purchase the van.
BACKGROUND:
During Spring 2021, Meals on Wheels submitted an Advocacy Proposal to the Legislature, requesting $40 million to support the capacity and infrastructure improvement grants for senior nutrition programs. The Homeless and Community Based Services Nutrition Infrastructure Grant Program (HCBS NI) funding is the result of that proposal. HCBS NI will provide $38 million to enhance, expand, and increase senior nutrition infrastructure in California. The intent of this funding opportunity is to fund capacity and infrastructure improvement grants for senior nutrition programs under the Mello-Granlund Older Californians Act. This grant opportunity shall prioritize purchasing, upgrading, or refurbishing infrastructure for the production and distribution of congregate or home- delivered meals, including but not limited to:
Commercial Grade Equipment Such as Ovens, Stoves, mixers, etc Food Delivery Vehicles
Warming, Refrigeration (Capacity and Equipment)
Costs Associated with Installation of Equipment
Furniture for Congregate Meal Areas
Computing devices, workstations, servers, laptops, personal digital assistants, notebook computers, tablets, and software programs for data entry and/or monitoring of client data and health outcomes.
The County of Ventura’s Human Services Agency/ Ventura County Area Agency on Aging awards grant funding to local municipalities/ organizations within Ventura County based on 5 their needs and ability to combat food insecurity amongst older adults.
ANALYSIS:
On March 26
th 2024, the Santa Paula Parks and Recreation Department submitted a Nutrition Infrastructure Grant Application to the Ventura County Human Services Agency requesting $110,377.19.
On September 11
th, 2024, the Santa Paula Parks and Recreation Department was notified and awarded $110,377.19 for the purchase of equipment to enhance and strengthen our senior nutrition program.
In sustaining the operational integrity of the Santa Paula Senior Nutrition Program, a comprehensive array of critical infrastructure components is essential. The grant would pay for certain supplies and equipment at the costs shown below:
1. 12 Burner Stove: These kitchen essentials are indispensable for our culinary team, facilitating efficient and varied meal preparation to meet the dietary needs of our senior patrons. Cost: $14,275,00
2. Delivery Van: Serving as a logistical cornerstone, our dedicated van ensures timely meal distribution, representing our commitment to accessibility and community. Cost:
$59,590.00
3. Ovens: Central to our kitchen operations, these ovens enable the creation of a diverse menu tailored to the preferences and nutritional requirements of our seniors. Cost:
$11,425.00
4. Ice Machine: Providing essential hydration support, an ice machine ensures chilled beverages are readily available, particularly vital during warmer weather. Cost: $5,341.00
5. Computer and Printer: These technological assets streamline administrative functions, facilitating efficient program operations. This is not part of the grant request.
6. Food Processor and Immersion Blender: Enhancing efficiency and versatility, these tools enable our culinary team to create nutritious dishes for our seniors. Cost: $699.00
7. Roller Serving Carts: Streamlining meal distribution, these carts ensure smooth delivery of freshly prepared meals, promoting efficiency in service. Cost: $680.70
8. Griddle and Range Top: Offering additional cooking options, these surfaces accommodate diverse culinary options, supporting our commitment to meeting individual dietary needs. Cost: $16,168.00
9. DYMO Label Maker: Enhancing food safety and organization, a label maker ensures accurate meal labeling, contributing to adherence to dietary guidelines for each recipient.
10. Tray Sealer Machine: Supporting meal packaging and preservation, this equipment enhances food quality and reduces waste, contributing to cost saving.
11. Other: Other items marked with a check box in Section 4 of the VCAAA grant application attached as Attachment A.
As our program site takes on more responsibility for meal preparation, investment in infrastructure becomes increasingly vital to operational success and cost-saving initiatives.
These essential components underscore our dedication to excellence in service delivery and sustainability, equipping us with the tools to meet the evolving needs of Santa Paula's senior community with professionalism and foresight.
6 In addition to recognizing these revenues and expenses, we are asking Council to waive the formal bidding process allowing the City Manager to purchase a van not to exceed $59,590.00. All other equipment purchases ranging in cost from $5,000 to $50,000 received at least three bids pursuant to the City’s informal bidding process.
The basis for the exception to formal bidding would be that the Council finds the purchase of the van as “required or desirable” and in conformance with state law (SPMC 41.10). This justification exists because the grant will cover the full costs associated with the van but only if we purchase it by September 30
th. The City didn't receive notice of the grant award until September 11
th and with the September 30th deadline, there is no time to go through formal bidding. Should Council prefer to not waive the formal bidding process, the City would forfeit the funds associated with the vehicle purchase.
STRATEGIC PLAN:
Approval of this item promotes the following objective of the City’s 2-year Strategic Plan:
C. Infrastructure, Transportation & Mobility, Objective 5. P&R Funding – Explore revenue options for parks, green ways, and public spaces including funding for park and recreation facilities and programs.
FISCAL IMPACTS:
A new budget allocation of $110,377.19 in revenue and matching expenditures is needed. The following budget adjustment is recommended:
Account Description
Debit (Increase
Expense)
Credit (Increase
Revenue)
405-5-1501-610 Equipment - New $90.631.00
405-5-1501-179 Minor Equipment $19,746.19
405-4-1500-4277 Grant Revenue $110,377.19
OPTIONS:
As an alternative to staff's recommendation, the City Council has the following options:
1. Decline to approve staff's recommendation. If this item is not approved by Council, staff will forfeit the VCAAA grant funds and not have the necessary funding to enhance our services; or
2. Provide staff with alternate direction.
