CALL TO ORDER
Mayor Chavez called the meeting to order at 4:31 p.m.

BUDGET WORKSHOP
Finance Director Christy Ramirez began the Budget Workshop on CIP's.
Parks & Recreation Director Greg Barnes explained the needed funds for Buildings.
Engineer Robert Woodward explained the needed funds for Streets.
Becca with MKN and Associates explained the needed funds for Sewer.
Water Superintendent Frank Almazon explained the needed funds for Water.
City Manager Dan Singer and Finance Director Christy Ramirez explained other budget revenue and expenses.
Council decided to move SPIRIT off of Council budget.

CONFERENCE WITH LABOR NEGOTIATORS PURSUANT TO GOVERNMENT CODE §54957.6 - City Representatives: Chief Labor Negotiator Irma Rodriguez Moisa, City Manager Dan Singer, Finance Director Christy Ramirez, and Human Resources Administrator Lorena Alvarez; Employee Organizations: Community Services Officer Association; Mid-Management Association; Professional & Supervisory Association; Service Employee International Union, Local 721 (SEIU); Santa Paula Police Officers Association (SPPOA); and Unrepresented Employees: Executive Management; Confidential employees; Part-time employees.
City Council recessed to closed session at 5:43 p.m.

City Attorney Monica Castillo reported there was no reportable action taken during closed session. 7)
ADJOURNMENT
Council continued item 4.A Budget Workshop at the end of the City Council Regular meeting, recessing again back to closed session at 10:00 p.m., adjourning the Special meeting at 11:06 p.m.
