California State Assembly Bill 841: EVITP
Contractor Certification Requirements
Climate Action Subcommittee
February 9, 2022
Peter Martin
Deputy Director Water Resources, Santa Rosa Water 1
Assembly Bill 841 (2020)
• Signed into Law September 30, 2020
• Made several changes to deployment of electric
utility ratepayer-funded electric vehicle (EV)
charging infrastructure investments
• Instituted new labor requirements for public
funded EV charging infrastructure projects
• Established a new program at the CEC to fund
appliance, plumbing and HVAC upgrades to
schools using electric ratepayer-funded energy
efficiency incentives
2 Electric Vehicle Infrastructure
Training Program Requirements
• Requires that after January 1, 2022
• Applies to all projects funded or authorized, in
whole or in part, by the PUC, Energy
Commission or Air Board, that install a charging
port supplying 25 kilowatts or more to a vehicle
• At least 25% of the total electricians working on
the crew for the project, at any given time, hold
an Electric Vehicle Infrastructure Training
Program (EVITP) certification
3 EVITP Certification
• 18 hour training with a 1.5 hour in-person exam
• Must be a California State Certified General
Electrician
• $275 Fee for course, exam, and certification
• Continuing education requirements
• EVITP represented benefits: safer, quicker, and
more efficient installation of EV Infrastructure
4 Santa Rosa Implementation
• Currently requiring project contractor EVITP
certification for City projects where funding is
received, in whole or part, from the PUC, CEC or
ARB:
• Example - City Bus EV Fleet Electrification
Project Design-Build Contract with Cupertino
Electric, Inc.
5 Other Municipalities
Some cities that have adopted ordinance or
policies related to EVITP Requirements:
• City of Petaluma
• City of Maywood
• City of Carson
6 City of Petaluma (Ordinance)
• All city funded electrical vehicle infrastructure projects:
• At a minimum, one job-site supervisor or job-site
foreman supervising the EV Work at each job site is
required to be an EVITP certified electrician
• A minimum of fifty percent (50%) of the state
certified general electricians performing the EV Work
on each job site shall be EVITP certified electricians
• Records of certifications shall be made available to
EVITP and /or City of Petaluma upon request
including quality assurance checks
7 City of Maywood & City of
Carson (Policies )
City of Maywood
• Same requirements as City of Petaluma, with exception; applies only to projects funded by City that cost less than $60,000
City of Carson
• Same requirements as City of Petaluma, with one exception; no specified requirements that contractor provide records to City and EVITP for quality assurance checks (only require project certification form)
• Both are policies that are specific for contracting with the Cities
8 Considerations of Potential Policy /
Ordinance
• EVITP sets a consistent contractor training
standard for new EV infrastructure install
• Cost consideration
• Only 8 certified EVITP firms in the North Bay at this time (more expected in future)
• City staff consideration
• May require certification
9 Considerations of Potential Policy /
Ordinance
Other Municipalities have gone above and beyond
requirements of AB 841:
• > 25% EVITP contractor requirement ( or
minimum of one journey level contractor)
• 25 kw requirement not specified
• Applies to all municipality funded projects, not
just state funded projects
• All state grant / funding / cooperative agreements
would have AB 841 certification requirements
10 Next Steps
11 • Seeking input from the Subcommittee on EVITP
implementation
• Staff would bring back options at a future
subcommittee meeting
