Dear Mayor and Councilmembers,
You have the exciting opportunity to prioritize adopting an ordinance at the earliest possible time to ban new gas stations.
2 Please consider adopting an "urgency ordinance" imposing a moratorium on the city accepting any new permit applications for new gas stations while this policy is being developed.

Thank you for having this item on the agenda.  Please prioritize adopting the ordinance at the earliest possible time.

Subject: [EXTERNAL] Agenda Item 4.1 - GAS STATION PROHIBITION ORDINANCE UPDATE To the Climate Action Subcommittee:

Thank you for placing this item on your agenda. I am unable to attend the meeting on Feb. 9 so I am submitting these written comments.

This will be the third time that this draft bill has been before this subcommittee. It is time to make any final refinements and send it to the Planning Commission. You will have more opportunities to weigh in when the ordinance comes to the full City Council.

We need to act as though our house is on fire, because it is. Please embrace the second word in the Subcommittee’s title: Action. With similar ordinances already passed in Petaluma and advancing in Rohnert Park and Sebastopol, let’s not let Santa Rosa be the laggard on this issue.

Please keep the ordinance simple. Let the idea of ending further buildup of the fossil fuel infrastructure stand on its own merits without other measures complicating or compromising passage.

Thank you for your service in the cause of creating a just and sustainable future for all Santa Rosans.

Sincerely,

Cate Steane

To: Santa Rosa Climate Action SubCommitteeSubject: 4.1 GAS STATION PROHIBITION ORDINANCE UPDATE Dear Mayor Rogers and Subcommittee members:

Thank you for bringing this issue back to your committee. We were pleased to see the item onthe upcoming meeting agenda, but were also hoping to see a draft ordinance or some othermaterials along with the agenda item related to the actions the city must take in order to enactthe prohibition. We were not able to find anything.

We urge the city to eliminate gas stations as permitted uses in all land use zones and to ceaseto accept applications for new gas stations, effectively prohibiting the construction of new gasstations within city limits.

CONGAS is actively opposing two gas station proposals in the city, each with more than tenoperating gas stations within a five mile radius. We know that city staff time is taken up withthese proposals. We don’t want city staff or ourselves to be wasting time battling a third or fourthproposal for an unnecessary gas station. Therefore, we recommend the adoption of an urgencyordinance imposing a moratorium on the city accepting any new permit applications for gasolinestations within Santa Rosa City limits. This will provide the city council, staff, and otherstakeholders the time needed to craft a permanent prohibition. CONGAS stands ready toengage in that process.

The agenda item includes a reference to “how existing gas stations should be modified.” Westrongly urge the City Council to focus solely on the prohibition of new gas stations and theexpansion of fossil fueling infrastructure at existing ones.

Thank you for your attention.

Sincerely,
Woody Hastings & Jenny BlakerCo-coordinators, Coalition Opposing New Gas Stations (CONGAS)www.con-gas.org [email protected]
