SECOND AMENDMENT TO IPS GROUP,
INC FOR PARKING METER
COMMUNICATIONS UPGRADE FROM
3G to 4G WITH IPS GROUP, INC.

1 CURRENT
• On December 3, 2013, City Council
approved General Service Agreement
F000656 with IPS Group Inc. for a three-
year period with four one-year renewal
options resulting from the RFP 13-37
process. The current agreement expires on
December 31, 2021.
• IPS continues to be the ongoing leader in
the industry for single space parking
meters.
2 PROPOSED
• IPS Group Inc. submitted a notice to the
Parking Division of Finance that they will no
longer support the 3G communications
network for the City of Santa Rosa parking
meters.
• City parking meters need to be upgraded to
the 4G communications network.
• IPS provided a proposal to upgrade all City
parking meters under Exhibit A IPS Quote.
3 BENEFITS
• In order for the 470 parking meters to remain
fully functional, the meters will need to be
removed and shipped to IPS Group Inc. for the
communications network upgrade from 3G to
4G.
4 RECOMMENDATION
• It is recommended by the Finance
Department, that the Council, by resolution
approve a second amendment to Blanket
Purchase Order 160811 for 3G
communications upgrade to 4G with IPS
Group, Inc. (IPS), San Diego, California, with
an increase in the amount of $150,000, for a
total amount not to exceed $1,410,000
